Traditi<strong>on</strong>al publishers have developed platforms<br />

where <strong>the</strong> user can browse through large<br />

collecti<strong>on</strong>s in which articles are cross-linked 128 .<br />

In parallel, <strong>the</strong> availability <strong>of</strong> e-prints, that is,<br />

articles in electr<strong>on</strong>ic form allows o<strong>the</strong>r<br />

entrepreneurs to <strong>of</strong>fer such a browsing service;<br />

<strong>the</strong> most well known entrant is Google Scholar.<br />

The quality <strong>of</strong> <strong>the</strong> service provided to <strong>the</strong> users by<br />

such browsing services depends <strong>on</strong> whe<strong>the</strong>r <strong>the</strong><br />

user will eventually get <strong>the</strong> whole article. This in<br />

turn is a functi<strong>on</strong> <strong>of</strong> whe<strong>the</strong>r authors archive <strong>the</strong>ir<br />

manuscripts in repositories, <strong>of</strong> whe<strong>the</strong>r research<br />

funding bodies force public funded research to be<br />

freely accessible after a short period, <strong>of</strong> whe<strong>the</strong>r<br />

<strong>the</strong> author has relinquished his copyright to <strong>the</strong><br />

publisher. Browsing services can <strong>the</strong>refore provide<br />

ano<strong>the</strong>r way to distribute certified (or not<br />

certified) unbundled articles; as such <strong>the</strong>y<br />

increase total welfare.<br />

For each <strong>of</strong> <strong>the</strong>se unbundling strategies, <strong>the</strong>ir<br />

feasibility requires that <strong>the</strong> certifier in <strong>the</strong> case<br />

<strong>of</strong> repositories or <strong>the</strong> new distributor in <strong>the</strong><br />

case <strong>of</strong> browsing services can get a positive<br />

return <strong>on</strong> investment. At this point it is not<br />

clear whe<strong>the</strong>r <strong>the</strong> business models that could<br />

generate such positive returns (e.g., paid<br />

advertising for browsing services) would not<br />

create <strong>the</strong>ir own distorti<strong>on</strong>s. We prefer to point<br />

out <strong>the</strong> need for fur<strong>the</strong>r study in this area.<br />

In <strong>the</strong> EPIC (2004) report, a distincti<strong>on</strong> is drawn between<br />

“e-print archives”, which refers to a collecti<strong>on</strong> <strong>of</strong> material<br />

published in journals, <strong>and</strong> “e-print repositories” which<br />

defines a collecti<strong>on</strong> <strong>of</strong> material including grey literature <strong>and</strong><br />

published material. However, in <strong>the</strong> literature both terms<br />

are being used as generic terms as well, referring to any<br />

server <strong>of</strong> e-prints <strong>and</strong>/or o<strong>the</strong>r material, whe<strong>the</strong>r published<br />

or not. This is also <strong>the</strong> case in this report, unless fur<strong>the</strong>r<br />

specified.<br />
