The success <strong>of</strong> OA archives relies <strong>on</strong> <strong>the</strong><br />

authors’ self-archiving <strong>of</strong> <strong>the</strong>ir research papers.<br />

As already menti<strong>on</strong>ed in some disciplines<br />

pre-print disseminati<strong>on</strong> practices have definitely<br />

determined <strong>the</strong> success <strong>of</strong> subject-based archives.<br />

But <strong>the</strong> c<strong>on</strong>tents <strong>of</strong> instituti<strong>on</strong>al repositories<br />

appear to grow more slowly (PALS 2004).<br />

Indeed, two recent surveys 95 show that authors<br />

are not knowledgeable about instituti<strong>on</strong>al<br />

repositories or do not know whe<strong>the</strong>r <strong>the</strong>ir<br />

university has <strong>on</strong>e. However it seems that a<br />

majority <strong>of</strong> researchers would be willing to<br />

deposit <strong>the</strong>ir articles in an open repository if<br />

<strong>the</strong>y were required to do so by <strong>the</strong>ir employer<br />

or funding body 96 . Some research instituti<strong>on</strong>s<br />

have started to establish author-archiving<br />

policies in order for <strong>the</strong>ir instituti<strong>on</strong>al repositories<br />

to reach <strong>the</strong> necessary critical mass (see<br />

Secti<strong>on</strong> 7.4) 97 .<br />

7.2.3. COMMENTS ON CONCERNS EXPRESSED BY PUBLISHERS<br />

Medium-sized commercial publishers seem most<br />

reluctant to authorise self-archiving “possibly<br />

due to a c<strong>on</strong>scious effort to retain subscripti<strong>on</strong><br />

revenue” 98 . Learned societies that make a surplus<br />

from <strong>the</strong>ir publishing rely <strong>on</strong> it to support <strong>the</strong>ir<br />

scholarly activities (c<strong>on</strong>ferences, bursaries, grants,<br />

public educati<strong>on</strong> <strong>and</strong> society organisati<strong>on</strong>).<br />

They fear that open access to articles in<br />

subject-based archives might lead to journal<br />

cancellati<strong>on</strong>s <strong>and</strong> threaten <strong>the</strong>ir existence <strong>and</strong><br />

activities. The experience in physics has however<br />

shown <strong>the</strong> c<strong>on</strong>trary: <strong>the</strong> availability in arXiv <strong>of</strong><br />

articles published by <strong>the</strong> Institute <strong>of</strong> Physics<br />

<strong>and</strong> by <strong>the</strong> American Physical Society has not<br />

brought journal cancellati<strong>on</strong>s 99 , but may ra<strong>the</strong>r<br />

have enhanced <strong>the</strong> journals visibility. As stressed<br />

in <strong>the</strong> UK House <strong>of</strong> Comm<strong>on</strong>s (2004) report,<br />

<strong>the</strong> academic community values several<br />

functi<strong>on</strong>s <strong>of</strong> <strong>the</strong> traditi<strong>on</strong>al journal very highly:<br />

peer review, subject-specific groupings <strong>of</strong><br />

articles, access to research c<strong>on</strong>ducted around<br />

<strong>the</strong> world. “All this suggests that, in <strong>the</strong><br />
