IN THE ELECTRONIC<br />

ERA: INSIGHTS FROM<br />

INDUSTRIAL ECONOMICS<br />

The previous secti<strong>on</strong> has documented <strong>the</strong><br />

significance <strong>of</strong> price differences across <strong>scientific</strong><br />

journals. The next secti<strong>on</strong>s discuss <strong>the</strong><br />

evoluti<strong>on</strong>s <strong>of</strong> <strong>the</strong> market implied by <strong>the</strong><br />

‘electr<strong>on</strong>ic revoluti<strong>on</strong>’. After stressing <strong>the</strong> key<br />

features <strong>of</strong> this industry which are relevant in<br />

this current c<strong>on</strong>text, <strong>the</strong> report turns to pricing<br />

policies <strong>and</strong> access issues.<br />

4.1. TWO-SIDED MARKETS,<br />

NETWORK EFFECTS AND<br />

BUSINESS MODELS<br />

As stressed earlier, a key feature <strong>of</strong> <strong>the</strong><br />

“traditi<strong>on</strong>al” reader/library-pay <strong>scientific</strong><br />

publishing model is its ‘two-sided’ nature <strong>and</strong><br />

<strong>the</strong> presence <strong>on</strong> each side <strong>of</strong> <strong>the</strong> same agents,<br />

with publishers being intermediaries between<br />

authors/producers <strong>and</strong> libraries, which represent<br />

readers/c<strong>on</strong>sumers: 49<br />

• Upstream: authors want to be published <strong>and</strong><br />

<strong>the</strong>refore view publishers <strong>and</strong> journals as<br />

substitutes, possibly imperfect substitutes<br />

when journals carry different reputati<strong>on</strong>s.<br />

• Downstream: readers want to have access to<br />

<strong>the</strong> stock <strong>and</strong> flow <strong>of</strong> knowledge <strong>and</strong> <strong>the</strong>refore<br />

view publishers <strong>and</strong> <strong>the</strong>ir journals as<br />

complements (it is not enough for <strong>the</strong>m to<br />

have <strong>on</strong>ly a subset <strong>of</strong> <strong>the</strong> top journals for<br />

example).<br />

Publishers fulfill a double missi<strong>on</strong> for individual<br />

researchers:<br />

• Disseminati<strong>on</strong> <strong>of</strong> good research: distributi<strong>on</strong><br />

<strong>and</strong> producti<strong>on</strong> <strong>of</strong> journals<br />

• Certificati<strong>on</strong>: in fact provided by upstream<br />

<strong>and</strong> downstream segments: researchers<br />

provide services as referees <strong>and</strong> editors for<br />

peer review, <strong>and</strong> also “vote with <strong>the</strong>ir<br />

writing” by citing o<strong>the</strong>r researchers’ works.<br />

Technological evoluti<strong>on</strong> has a different impact<br />

<strong>on</strong> <strong>the</strong> two missi<strong>on</strong>s <strong>of</strong> academic journals,<br />

disseminati<strong>on</strong> <strong>and</strong> certificati<strong>on</strong>. Indeed, while<br />

<strong>the</strong> Internet is not currently affecting <strong>the</strong><br />

certificati<strong>on</strong> process (except for <strong>the</strong> fact that,<br />

with <strong>the</strong> computati<strong>on</strong> <strong>of</strong> impact factors <strong>and</strong> <strong>the</strong><br />

increased reliance <strong>of</strong> such indicators in academic<br />

incentive schemes, <strong>the</strong> ‘unavoidability’ <strong>of</strong><br />

highly-cited journals has been streng<strong>the</strong>ned in<br />

recent years), it is making disseminati<strong>on</strong> <strong>of</strong><br />

existing research much easier (through individual<br />

homepages <strong>and</strong> search engines).<br />

Recent evoluti<strong>on</strong>s suggest that certificati<strong>on</strong><br />

could be d<strong>on</strong>e through o<strong>the</strong>r means than journal<br />

publishing. 50 It is an open questi<strong>on</strong> at this<br />

point whe<strong>the</strong>r future business models will<br />

c<strong>on</strong>tinue to bundle <strong>the</strong>se two activities, or<br />

whe<strong>the</strong>r a separate certificati<strong>on</strong> service will<br />

emerge, distinctly from disseminati<strong>on</strong>.<br />

The ability <strong>of</strong> authors to post <strong>the</strong>ir articles <strong>on</strong><br />

web pages or within repositories modifies <strong>the</strong><br />

role <strong>of</strong> intermediati<strong>on</strong>. Traditi<strong>on</strong>al intermediaries<br />

(publishers) are not really needed for publicati<strong>on</strong><br />

<strong>of</strong> <strong>the</strong>se articles (since <strong>the</strong>y are produced by<br />

<strong>the</strong> authors) nor for <strong>the</strong> diffusi<strong>on</strong> <strong>of</strong> <strong>the</strong>se<br />

articles (which is performed via <strong>the</strong> www).<br />

But even in this ‘open access model’ (hereafter<br />

OA model) <strong>the</strong>re is a role for intermediaries to<br />

facilitate access to informati<strong>on</strong>, to certify it <strong>and</strong><br />

to ensure that <strong>the</strong> flow <strong>of</strong> knowledge that is<br />

embodied in <strong>the</strong> articles posted <strong>on</strong> <strong>the</strong> www will<br />

be preserved. These activities are costly (see <strong>the</strong><br />

chapter <strong>on</strong> preservati<strong>on</strong> <strong>of</strong> archives in this study)<br />

<strong>and</strong> will be provided by commercial intermediaries<br />

<strong>on</strong>ly if <strong>the</strong> return <strong>on</strong> <strong>the</strong> activity is positive.<br />

In ei<strong>the</strong>r model (<strong>the</strong> traditi<strong>on</strong>al reader/library-pay<br />

model <strong>and</strong> <strong>the</strong> OA model), some intermediati<strong>on</strong><br />

is needed <strong>and</strong> <strong>the</strong> sustainability <strong>of</strong> <strong>the</strong> business<br />

model will reflect <strong>the</strong> ability to generate network<br />

effects, that is, to attract both authors <strong>and</strong><br />

readers in such a way that both find a benefit <strong>of</strong><br />

participating. Authors because <strong>the</strong>ir reputati<strong>on</strong><br />

benefits from participating <strong>and</strong> readers because<br />

<strong>the</strong>y have access to quality informati<strong>on</strong>.<br />
