Law Number Two (2)<br />

Law No (2) <strong>of</strong> 1998 with Amendment <strong>of</strong> 2007 Concerning the Regulation <strong>of</strong> the<br />

Water and Electricity Sector in the Emirate <strong>of</strong> Abu Dhabi, places a number <strong>of</strong> legal<br />

obligations on the Abu Dhabi Water and Electricity Company. The key Articles are<br />

reproduced below.<br />

Article 30<br />

Duty to Match <strong>Capacity</strong> to Demand<br />

It shall be the duty <strong>of</strong> the Abu Dhabi Water and Electricity Company to ensure that<br />

there is provided sufficient production capacity to ensure that, at all times, all<br />

reasonable demands for water and electricity in the Emirate are satisfied.<br />

Article 32<br />

<strong>Capacity</strong> Planning Duty<br />

The Abu Dhabi Water and Electricity Company shall, for the purpose <strong>of</strong> ensuring the<br />

long term security <strong>of</strong> the supply <strong>of</strong> water and electricity in the Emirate, determine<br />

annually in respect <strong>of</strong> each year and the next five years, the requirement for the<br />

provision <strong>of</strong>:<br />

(1) new or additional capacity for water desalination<br />

(2) new or additional electricity generation capacity<br />

(3) new or additional water storage capacity.<br />

In order to perform its obligations in Article 30 <strong>of</strong> this Law and in any case where<br />

such requirement exists, the Abu Dhabi Water and Electricity Company shall contract<br />

for the provision <strong>of</strong> such new or additional production capacity with those persons<br />

operating existing production facilities or persons wishing to provide new such<br />

facilities.<br />

In order to meet the above legal requirements <strong>ADWEC</strong> prepares the following items<br />

annually:<br />

(1) A Long Term Electricity and Water Demand Forecast<br />

(2) A <strong>Statement</strong> <strong>of</strong> <strong>Future</strong> <strong>Capacity</strong> <strong>Requirements</strong>.<br />

This <strong>ADWEC</strong> <strong>Statement</strong> <strong>of</strong> <strong>Future</strong> <strong>Capacity</strong> <strong>Requirements</strong> replaces all previous<br />

<strong>ADWEC</strong> <strong>Statement</strong>s <strong>of</strong> <strong>Future</strong> <strong>Capacity</strong> <strong>Requirements</strong>.<br />

<strong>ADWEC</strong>’s latest demand forecast, <strong>ADWEC</strong>’s Electricity & Water Demand Forecasts<br />

<strong>2008</strong> – 2030, (for the Emirate <strong>of</strong> Abu Dhabi only) is available on request or via<br />

<strong>ADWEC</strong>’s website www.adwec.ae<br />
