Performance outcomes<br />

An adequate, safe and reliable supply of potable water is<br />

provided to the <strong>camping</strong> ground.<br />

The level of traffic generated by the development does not<br />

result in unacceptable impacts on adjacent land uses or<br />

the safety and efficiency of the external road network.<br />

Camping ground access, vehicle parking, queuing<br />

and associated manoeuvring areas are sufficient to<br />

accommodate the expected vehicle traffic in terms<br />

of vehicle types, numbers and frequency without<br />

compromising the safety and efficiency of the internal or<br />

external road network.<br />

Internal road design does not compromise the safety of<br />

park users in the event of an emergency.<br />

Acceptable outcomes<br />

The <strong>camping</strong> ground is connected to the local<br />

reticulated water supply system or has tank water<br />

managed to the standards of the Public Health Act 2005.<br />

Provide traffic impact report that identifies:<br />

(a) the expected traffic movements to be generated<br />

by the facility<br />

(b) any associated impacts on external road networks<br />

(c) any works that will be required to address the<br />

identified impacts.<br />

Vehicular access is limited to one major entry/exit<br />

located on the lowest order road frontage.<br />

Internal roads/areas facilitate unobstructed access to<br />

every site and building by emergency services vehicles.<br />

All refuse stored in weatherproof and securable<br />

receptacles to prevent them from attracting vermin<br />

and wildlife.<br />

On-site manoeuvring provides access to refuse<br />

collection areas and ensures that refuse collection<br />

vehicles can enter and exit the site in forward gear.<br />

caravans, campervans and motorhomes of sufficient<br />

Local governments are encouraged to provide a more flexible and less prescriptive approach to working with caravan park<br />

operators to encourage the private sector to meet the needs of the market where the demand is seasonal. This particularly<br />

applies to the level of facilities required under the planning definitions (see Table G.3) and the charges allocated in peak<br />

and off-peak seasons where a park primarily attracts self-contained travellers and operates with a distinct peak season.<br />

Where a park can demonstrate it operates with a clear seasonal peak, local governments could consider a seasonal<br />

fee structure that recognises the use of water, sewer and sullage differs in the seasons and charges could be applied<br />

accordingly. Further, local governments could consider providing caravan parks with the option to close an area<br />

seasonally and not charge fixed provision fees for water, sewer and sullage during dedicated closure periods. The<br />

planning definitions in Table G.3 are suggested for a seasonal caravan park.<br />
