HARMONIZATION OF PRACTICES WITH IMPLEMENTING PARTNERS (IPs)<br />

The term “Implementing Partner (IP)” refers to Government Agencies, NGOs and<br />

Private Institutions.<br />

Background:<br />

1) The harmonized Per Diem rates for Government Officials were already established and became<br />

effective as of 1 January 2008. The UN‐OMT Working Group further recommends that the harmonized<br />

Per Diem rates be applied also to other IPs, namely: NGOs and private institutions.<br />

2) Having harmonized the Perdiem rates for Government officials, NGOs and private institutions, the<br />

OMT Working Group has been further tasked to review and recommend harmonized rated for other<br />

costs related to UN programme and project funded activities, such as: workshops/seminars/trainings<br />

that include the following payments: a) Allowance for Contributors (Resource Person/Speaker,<br />

Moderator/Note‐taker, Trainer/Facilitator, and Interpreter); b) In‐Town Transportation; and c)<br />

Transport to and from the Airport.<br />

In the case of Government Official, it is recommended that the In‐town transportation, Per Diem, Allowance<br />

for Contributors and Transport to and from the Airport are to be borne by the Government as part of their<br />

contribution to the related UN programmes/project. In case it is not possible, the following practices are to<br />

be adopted by UN agencies in Indonesia starting 1 July 2008.<br />

Against the above background, the Working Group recommended the following:<br />

1. Per Diem for IPs<br />

In the case that the IP staff is not provided with Per Diem from his/her office, UN agencies in Indonesia are<br />

to adopt the established harmonized Per Diem rates as appeared in below table for traveling on mission in<br />

relation to UN funded programmes.<br />
