A tragic blunder, a cynical massacre or a deliberate attempt to underm<strong>in</strong>e Turkey’s government? The<br />
questi<strong>on</strong> was raised <strong>on</strong> December 28th, when Turkish F-16 war planes dropped bombs <strong>on</strong> a group of<br />
Kurdish civilians just south of the Turkish border <strong>in</strong> the mounta<strong>in</strong>s of Kurdish-c<strong>on</strong>trolled northern Iraq,<br />
kill<strong>in</strong>g 34 of them. Security officials <strong>in</strong> Sirnak, a Turkish town near the site, blamed a lack of coord<strong>in</strong>ati<strong>on</strong><br />
between the civilian <strong>and</strong> military authorities. “The governor [of Sirnak] had no idea what had<br />
happened until h<strong>our</strong>s after the bomb<strong>in</strong>g,” said <strong>on</strong>e.<br />

In 1995, fewer than 20,000 Greeks still lived <strong>in</strong> Turkey. They are the remnants of the estimated 200,000<br />

Greeks, or as they are called here Rum, <strong>on</strong>ce comprised a quarter of Istanbul's populati<strong>on</strong>. But now they<br />
