1. Geopolitical<br />

Turkey is a major regi<strong>on</strong>al power that is strategically placed<br />

between Europe <strong>and</strong> the Middle East, <strong>and</strong> Europe <strong>and</strong> Central<br />

Asia. It represents a bulwark aga<strong>in</strong>st <strong>in</strong>stability <strong>in</strong> both these very<br />

volatile parts of the world, <strong>and</strong> is also a potential bridge between<br />

Christian Europe <strong>and</strong> the Islamic world. Cultural ties through<br />

academia, bus<strong>in</strong>ess <strong>and</strong> the Turkish Diaspora are further evidence<br />

that Turkey's place is <strong>in</strong> Europe.<br />

2. Ec<strong>on</strong>omic<br />

Turkey has experienced growth rates which would be the envy of<br />

most EU countries with per capita <strong>in</strong>come doubl<strong>in</strong>g s<strong>in</strong>ce 2003. It<br />

has a youthful populati<strong>on</strong> provid<strong>in</strong>g an excellent market for<br />

European goods <strong>and</strong> a potential s<strong>our</strong>ce of lab<strong>our</strong> s<strong>in</strong>ce EU birth<br />

rates are tumbl<strong>in</strong>g. It attracts large amounts of foreign direct<br />

<strong>in</strong>vestment (€9 billi<strong>on</strong> <strong>in</strong> 2007) <strong>and</strong> has robust car <strong>and</strong> appliance<br />

manufactur<strong>in</strong>g <strong>in</strong>dustry.<br />

3. Energy<br />

Turkey could be an alternative route for Russian energy to transit<br />

<strong>in</strong>to the EU with plans underway to make the Nabucco pipel<strong>in</strong>e<br />

operati<strong>on</strong>al by 2013. It potentially could also be a transit route for<br />

energy supplies from the central Asia <strong>and</strong> the Middle East.<br />

4. Defense<br />

Turkey has been a staunch ally of Europe <strong>and</strong> defender of<br />

European <strong>in</strong>terests s<strong>in</strong>ce the Cold War. Turkish troops have served<br />

al<strong>on</strong>gside EU troops <strong>in</strong> various missi<strong>on</strong>s, most recently <strong>in</strong><br />

Afghanistan <strong>and</strong> the Democratic Republic of C<strong>on</strong>go. It will be an<br />

important ally <strong>in</strong> deal<strong>in</strong>g with Iran <strong>on</strong> its nuclear threat <strong>and</strong> with<br />

Iraq <strong>on</strong> its transiti<strong>on</strong> to a peaceful, democratic state. Turkey has<br />

also been at the fr<strong>on</strong>tl<strong>in</strong>e of the war <strong>on</strong> terror <strong>and</strong> has itself been<br />

the target of terrorist attacks <strong>in</strong> recent years. By <strong>in</strong>clud<strong>in</strong>g Turkey<br />

<strong>in</strong> the EU, co-operati<strong>on</strong> <strong>on</strong> defence <strong>and</strong> security matters will<br />

strengthen.<br />

5. Reforms<br />

Turkey has been an associate member of the EU s<strong>in</strong>ce 1963 <strong>and</strong><br />

applied formally to jo<strong>in</strong> the Uni<strong>on</strong> <strong>in</strong> 1987. S<strong>in</strong>ce then successive<br />

leaders <strong>in</strong> Europe have given Turkey every reas<strong>on</strong> to believe its<br />

membership applicati<strong>on</strong> is genu<strong>in</strong>e. Turkey has <strong>in</strong>troduced many<br />

reforms to prepare for EU membership, <strong>in</strong>clud<strong>in</strong>g abolish<strong>in</strong>g<br />

capital punishment, reform<strong>in</strong>g its police by crack<strong>in</strong>g down <strong>on</strong><br />

torture <strong>and</strong> giv<strong>in</strong>g rights to its m<strong>in</strong>ority Kurdish populati<strong>on</strong>.<br />

Turkey is <strong>in</strong>troduc<strong>in</strong>g these reforms <strong>and</strong> mov<strong>in</strong>g closer towards a<br />

European-style democracy because of its c<strong>and</strong>idate status for the<br />

EU. To refuse the country entry would see these reforms rowed<br />

back <strong>on</strong>.<br />

THE DAY AFTER<br />

AGAINST Turkey jo<strong>in</strong><strong>in</strong>g the EU<br />

1. Too big<br />

Turkey’s current populati<strong>on</strong> st<strong>and</strong>s at just over 70 milli<strong>on</strong>. If<br />

Turkey jo<strong>in</strong>ed the EU tomorrow <strong>on</strong>ly Germany would have a<br />

bigger populati<strong>on</strong>, with 82 milli<strong>on</strong>. But with fall<strong>in</strong>g fertility rates <strong>in</strong><br />

Germany Turkey could c<strong>on</strong>ceivably become the biggest member<br />

state of the EU. With the Lisb<strong>on</strong> treaty giv<strong>in</strong>g even greater say <strong>in</strong><br />

EU decisi<strong>on</strong>-mak<strong>in</strong>g to countries with higher populati<strong>on</strong>s through<br />

the weighted vot<strong>in</strong>g system <strong>in</strong> the <strong>Council</strong> of M<strong>in</strong>isters, Turkey <strong>in</strong><br />

the EU would have a huge say over matters effect<strong>in</strong>g European<br />

citizens daily lives.<br />

2. Too poor<br />

In 2005, Turkey’s populati<strong>on</strong> represented 15% EU populati<strong>on</strong>, but<br />

its GDP was just 2% of the EU’s GDP. Such an underdeveloped<br />

country would put enormous stra<strong>in</strong> <strong>on</strong> the EU budget, most<br />

notably the Comm<strong>on</strong> Agricultural Policy.<br />

3. Too Muslim<br />

Turkey’s secularism has been defended through the decades but<br />

the populati<strong>on</strong> is overwhelm<strong>in</strong>gly Muslim, st<strong>and</strong><strong>in</strong>g at 98%. The<br />

country has seen struggles between secular forces <strong>and</strong> more<br />

religious forces <strong>in</strong> recent years through the rul<strong>in</strong>g AKP party’s<br />

<strong>in</strong>sistence <strong>on</strong> lift<strong>in</strong>g a ban <strong>on</strong> women wear<strong>in</strong>g the hijab <strong>in</strong><br />

university. The nightmare scenario would be a powerful Muslim<br />

country at the helm of the EU <strong>in</strong>fluenc<strong>in</strong>g debate <strong>on</strong> a range of<br />

moral <strong>and</strong> social issues.<br />

4. Geography<br />

Turkey has <strong>on</strong>ly a toe-hold <strong>in</strong> Europe. It is predom<strong>in</strong>antly a part of<br />

the Asian c<strong>on</strong>t<strong>in</strong>ent <strong>and</strong> borders countries such as Iran, Iraq <strong>and</strong><br />

Syria – parties that for the EU would present c<strong>on</strong>siderable security<br />

risks.<br />

5. Politics<br />

Turkish politics have always been turbulent with several coups<br />

staged by the military over the years. The current political rul<strong>in</strong>g<br />

class while br<strong>in</strong>g<strong>in</strong>g greater stability than previous rul<strong>in</strong>g classes<br />

have n<strong>on</strong>etheless brought their own br<strong>and</strong> of <strong>in</strong>stability. The AKP<br />

party has come close to be<strong>in</strong>g dissolved <strong>and</strong> have chosen to take<br />

<strong>on</strong> c<strong>on</strong>troversial issues such as lift<strong>in</strong>g a ban <strong>on</strong> women wear<strong>in</strong>g the<br />

hijab <strong>in</strong> university <strong>and</strong> impos<strong>in</strong>g a law to outlaw speak<strong>in</strong>g about<br />

the Armenian genocide. It has also ratcheted up the war with the<br />

Kurdish militant group, the PKK. The European Commissi<strong>on</strong>’s<br />

progress reports have c<strong>on</strong>sistently shown problems <strong>in</strong> the Turkish<br />

reform process with judicial reform <strong>and</strong> rights of Turkey’s Kurdish<br />

populati<strong>on</strong> am<strong>on</strong>g the major problem areas.<br />
