This document was prepared to support the proposed project’s historic<br />

preservation review under Hawai‘i Revised Statutes (HRS) Chapter<br />

6E-8 and Hawai‘i Administrative Rules (HAR) Chapter 13-275. Due<br />

to federal (FTA) funding, this project is a federal undertaking,<br />

requiring compliance with Section 106 of the National Historic<br />

Preservation Act (NHPA), the National Environmental Policy Act<br />

(NEPA), and Section 4(f) of the Department of Transportation Act. In<br />

consultation with the SHPD, this AIS Plan was prepared in advance of<br />

an AIS of the project area. This plan defines the scope of work and<br />

details the proposed methods of the AIS, in accordance with the<br />

requirements for an AIS Plan stated in HAR Chapter 13-275-5(c).<br />

An AIS of Construction Phase I of the HHCTCP (extending east from<br />

the East Kapolei Station to the Pearl Highlands Station), was<br />

completed by CSH in February 2010. The AIS of Construction Phase I<br />

also included the western portion of Construction Phase II, from the<br />

Pearl Highlands Station extending east to Waimano Home Road in<br />

Pearl City. The Archaeological Inventory Survey of Construction<br />

Phase I for the <strong>Honolulu</strong> High-Capacity <strong>Transit</strong> Corridor <strong>Project</strong>,<br />

Honouliuli, Hō‘ae‘ae, Waikele, Waipi‘o, Waiawa, and Manana<br />

Ahupua‘a, ‘Ewa District, Island of O‘ahu (Hammatt 2010) is currently<br />

under review by the SHPD. In addition, identification and<br />

National/Hawai‘i Register eligibility recommendations for the project<br />

area’s architectural cultural resources, including historic roads,<br />

bridges, and structures, was conducted by historic architectural firm<br />

Mason Architects, Inc., in association with the project’s Environmental<br />

Impact Statement (EIS) (USDOT/FTA and C&C/DTS 2008).<br />
