Post Disaster SAP Evaluator<br />
Post Disaster Safety Assessment Program (SAP) is a State <strong>of</strong><br />
California - Office <strong>of</strong> Emergency Services (CAL-OES) program<br />
that is a mandatory course for all <strong>BCA</strong> inspection staff. This<br />
course trains qualified staff in the evaluation and assessment <strong>of</strong><br />
structures damaged from a natural disaster. Rapid and detailed<br />
assessments are discussed and all participants take part in a<br />
table top exercise <strong>of</strong> evaluating various structures based on<br />
noted damage. The afternoon section covers lifeline facilities and<br />
safety.<br />
Registration by the state requires that all applicants fill out a<br />
registration form, take an affirmation/loyalty oath and have their<br />
picture taken for a Disaster Service Worker (DSW) ID card.<br />

Post Disaster SAP Train-the-Trainer<br />

This course is given by State <strong>of</strong> California staff to certify<br />
instructors or trainers in the Post Disaster Safety Assessment<br />
Program training. This course trains and certifies instructors on<br />
how to teach/train material from Applied Technology Council<br />
(ATC). Covers ATC-20 (Field <strong>Manual</strong>: Post Earthquake Safety<br />
Evaluation <strong>of</strong> Buildings) and ATC-45 (Field <strong>Manual</strong>: Safety<br />
Evaluation <strong>of</strong> Buildings after Wind Storms and Floods).<br />

(LEED) "Green Building" design, construction, and inspection.<br />
Course covers the 69 possible point system for evaluation <strong>of</strong><br />

Certified 26–32 points Silver 33–38 points Gold 39–51<br />
points Platinum 52–69 points. Discusses the benefits <strong>of</strong> LEEDs<br />
and presents the council approved ordinance that all newly<br />
constructed city buildings be certified as a Green Building.<br />
