The <strong>Bureau</strong> <strong>of</strong> <strong>Contract</strong> <strong>Administration</strong><br />

has endeavored over its long history to<br />

be the eyes and ears <strong>of</strong> the taxpayers<br />

<strong>of</strong> our great city. We recognize and<br />

take seriously the responsibility for administering the<br />

billions <strong>of</strong> tax dollars for the building <strong>of</strong> streets, sewers,<br />

treatment plants, harbor facilities, bridges, libraries,<br />

animal shelters, police and fire stations and airport<br />

facilities. Our department ensures that the funds<br />

provided for this construction are properly spent.<br />

This work requires highly trained and competent<br />

inspection and administration staff to oversee these<br />

complex projects. <strong>BCA</strong> has committed itself to provide<br />

the type <strong>of</strong> training that gives our staff the best<br />

knowledge and expertise possible to carry out their<br />

mission. We cannot afford to settle for average. <strong>BCA</strong><br />

now has the finest Construction Inspector training<br />

program in the nation. The <strong>BCA</strong> <strong>Training</strong> Division recently<br />

received recognition from the International Association<br />

for Continuing Education & <strong>Training</strong> (IACET). <strong>BCA</strong> is one<br />

<strong>of</strong> only seven city agencies in North America<br />

designated as an authorized Provider <strong>of</strong> Continuing<br />

Education Units (CEU).<br />

During FY07/08 <strong>BCA</strong> provided 10,000 hours <strong>of</strong> employee<br />

training and awarded over 100 hours <strong>of</strong> CEUs.<br />

STATEMENT<br />

It is the mission <strong>of</strong> the <strong>Bureau</strong> <strong>of</strong><br />

<strong>Contract</strong> <strong>Administration</strong> <strong>Training</strong><br />

Section to provide the most complete<br />

and comprehensive inspection training<br />

to meet the requirements <strong>of</strong> the city’s<br />

capital improvement program.<br />

Through its commitment to training,<br />

development, and continuing education<br />

<strong>of</strong> its employees, <strong>BCA</strong> seeks to ensure<br />

that each and every employee <strong>of</strong> the<br />

<strong>Bureau</strong> is provided the training<br />

necessary to further their knowledge,<br />

enhance their skills, and provide<br />

<strong>Bureau</strong> Policy:<br />

The <strong>Bureau</strong> <strong>of</strong> <strong>Contract</strong> <strong>Administration</strong> has three groups<br />

that assess and develop training for its staff;<br />

1. Inspector <strong>Training</strong> Section – managed by a Principal<br />

Construction Inspector.<br />

2. Administrative Services Division <strong>Training</strong> Coordinator<br />

3. Program Manager <strong>of</strong> the Office <strong>of</strong> <strong>Contract</strong><br />

Compliance<br />

<strong>Bureau</strong> <strong>of</strong> <strong>Contract</strong><br />

<strong>Administration</strong> Supervisors<br />

and Managers at every<br />

level are responsible for<br />

identifying skill development<br />

needs which are based on<br />

the <strong>Bureau</strong> Mission. <strong>BCA</strong><br />

Management takes a proactive response to the need for<br />

employee training and development. Once a class has<br />

been taught, the supervisors perform periodic evaluations<br />

to affirm that the training was adequate. Supervisors and<br />

managers are additionally responsible for <strong>of</strong>fering<br />

continuing education to their employees and making<br />

nominations for class attendance. The ability <strong>of</strong> each<br />

supervisor and/or manager to develop his/her staff is<br />

critical to the <strong>Bureau</strong>’s ability to complete its mission and<br />

provide quality, pr<strong>of</strong>essional service to the citizens <strong>of</strong> the<br />

City <strong>of</strong> Los Angeles.<br />

Construction<br />

Inspector<br />

<strong>Training</strong> Policy:<br />

Newly hired Construction Inspectors (Class Code – 7291)<br />

are required to attend six (6) months <strong>of</strong> extensive<br />

classroom and field training during their initial probation<br />

period. This training is mandatory regardless <strong>of</strong> the<br />

education, experience, or knowledge that new employee<br />

brings to the job. During this probation period each<br />

inspector will be given three written evaluations. If the<br />

inspector receives a negative evaluation, or fails to pass<br />

the training exams, they will not pass probation.<br />

Inspection Staff<br />

<strong>Training</strong> Policy:<br />

All inspection staff is required to maintain a level <strong>of</strong><br />

competence in their field <strong>of</strong> expertise by attending<br />

on-going refresher classes.<br />

In addition, all staff is required to attend all mandatory<br />

training that is provided by the <strong>BCA</strong> <strong>Training</strong> Section or the<br />

Personnel Department.<br />

Any employee may attend supplementary training,<br />

<strong>of</strong>fered by the Personnel Department or an outside vendor<br />

provided they get approval from <strong>BCA</strong> management.<br />

Employees are strongly encouraged to attend any<br />

pr<strong>of</strong>essional training, college courses or seminars for their<br />

career enhancement.<br />

Non-Inspection<br />

Staff <strong>Training</strong><br />

Policy:<br />

Curriculum:<br />

<strong>Bureau</strong> administrative, clerical, and support personnel are<br />

provided training as a means <strong>of</strong> enhancing their skills,<br />

furthering their knowledge, and ensuring optimum<br />

performance <strong>of</strong> their assigned tasks.<br />

The training curriculum is organized based on the three<br />

groups responsible for training. The course descriptions<br />

and certificates are located in the appendices.<br />

The enclosed training matrix and class descriptions (see<br />

Appendix) describe the mandatory in-house Inspector<br />

<strong>Training</strong> required <strong>of</strong> each and every new employee hired<br />

as a Construction Inspector. Also included is the<br />

International Code Council (ICC) certified Deputy Building<br />

Inspector training program.<br />

In addition to mandatory in-house Inspector <strong>Training</strong>, the<br />

<strong>Bureau</strong> is committed to continuing education for its<br />

Supervisors and Managers as well as the career<br />

enhancement <strong>of</strong> all its employees. To that end, the<br />

Career Enhancement Classes, Supervisor and<br />

Management Classes, and Safety <strong>Training</strong> Classes listed<br />

are <strong>of</strong>fered upon availability to each and every employee.<br />

As an integral part <strong>of</strong> its mission to provide the finest<br />

inspection, project and construction management, and<br />

contract compliance service possible, the <strong>Bureau</strong> <strong>of</strong><br />

<strong>Contract</strong> <strong>Administration</strong> has developed a Master <strong>Training</strong><br />

Plan in order to consolidate all <strong>of</strong> its training functions in<br />

one location under one manager. The <strong>Bureau</strong> <strong>Training</strong><br />

Section will continue to evolve in response to changing<br />

demands and to achieve its core focus <strong>of</strong> providing<br />

<strong>Bureau</strong> Construction Inspectors the best continuing<br />

education and career enhancement opportunities<br />

Construction Inspector Program<br />

<strong>Bureau</strong> <strong>of</strong> <strong>Contract</strong> <strong>Administration</strong> (<strong>BCA</strong>) has one <strong>of</strong> the most rigorous Public<br />

Works inspection training programs available. Even though the average inspector<br />

starts with <strong>BCA</strong> with over 10 years <strong>of</strong> construction experience, each one must<br />

begin by passing a 6 month probationary period <strong>of</strong> intensive training, supervised<br />

field work, exams and progress evaluations. All newly hired employees must enter<br />

as either a Construction Inspector or Assistant Inspector. The requirements for<br />

application for Construction Inspector are very comparable with both American<br />

Public Works Association (APWA) and American Construction Inspectors<br />

Association (ACIA) minimum requirements.<br />

The newly hired Construction Inspector is required to attend six (6) months <strong>of</strong><br />

extensive classroom and field training during their initial probation period in the<br />

<strong>Bureau</strong>. This training is mandatory regardless <strong>of</strong> the education, experience, or<br />

knowledge <strong>of</strong> construction a new employee brings to the job.<br />

New Construction Inspectors are evaluated monthly during their probation period.<br />

Newly hired inspectors are currently required to attend over 250 hours (see full list<br />

<strong>of</strong> courses in the <strong>Training</strong> Matrix) <strong>of</strong> mandatory classroom training in addition to<br />

on-going on-the-job training during their six month probation period. Failure to pass<br />

required training exams and/or make acceptable progress toward becoming a<br />

skilled inspector will result in failure to pass probation to become a full-time<br />

employee with the <strong>Bureau</strong>.<br />

Assistant Inspector Program<br />

If a newly hired inspector does not meet all the requirements for Construction<br />

Inspector (CI) - Class Code 7291, but does have significant specialized experience<br />

<strong>BCA</strong> can hire that person as an Assistant Inspector (AI) – Class Code 4208. This is<br />

a 5 year probationary period that requires additional class training to meet the<br />

minimum requirements for Construction Inspector. If the inspector is unable to<br />

promote to Construction Inspector within the 5 year probationary period then that<br />

individual is terminated. Once the AI promotes to CI they must then begin the<br />

mandatory 6 month probationary period required for hiring.<br />

The Assistant Inspector program class schedule requires each inspector to take<br />

more comprehensive training. A thorough evaluation is made <strong>of</strong> their skill and<br />

knowledge set and then appropriate training is scheduled so that they become well<br />

informed on public works inspection.<br />

Inspector Certification Program<br />

The <strong>Bureau</strong> <strong>of</strong> <strong>Contract</strong> <strong>Administration</strong> issues Inspector Certification in 10<br />

disciplines. To be considered for certification an Inspector must successfully<br />

complete all course content, receive a passing grade on the course exams and<br />

fulfill the required 2,000 hours <strong>of</strong> inspection in the field <strong>of</strong> emphasis. The certificate<br />

programs are:<br />

Deputy Programs<br />

<strong>Bureau</strong> <strong>of</strong> <strong>Contract</strong> <strong>Administration</strong> has developed a full training<br />

program to satisfy the requirements for International Code<br />

Council (ICC) Special Inspection Certification. Certain types <strong>of</strong><br />

construction or operations require special inspection. The<br />

<strong>Training</strong> Section - Deputy Inspection Program, which exceeds ICC requirements,<br />

prepares each candidate to successfully apply and pass the ICC written and oral<br />

testing as well as the Los Angeles Department <strong>of</strong> Building and Safety (LADBS)<br />

written and oral examination.<br />

There are six Special Inspector Classifications that LADBS issues Deputy<br />

Inspector licenses. (See Appendix for full summary <strong>of</strong> the ICC Special Inspector<br />

Certification)<br />

BUREAU OF CONTRACT ADMINISTRATION<br />

TRAINING<br />

In its commitment to mandatory Inspector training, on-going education, and career<br />

enhancement, the <strong>Bureau</strong> <strong>of</strong> <strong>Contract</strong> <strong>Administration</strong> provides training classes conducted<br />

by its <strong>Training</strong> Section, City Personnel Department, and private vendors.<br />

All training classes <strong>of</strong>fered by the <strong>Bureau</strong> are audited and affirmed by the <strong>Bureau</strong><br />

Assistant Director prior to making them available to <strong>Bureau</strong> personnel<br />

Comprehensive hard copy records and a <strong>Bureau</strong> <strong>Training</strong> Database <strong>of</strong> class attendance<br />

hours and exam performance (when applicable) are maintained by the <strong>Bureau</strong> <strong>Training</strong><br />

Section and the Administrative Services Division as a permanent record <strong>of</strong> training<br />

classes attended.<br />

<strong>Training</strong> records are updated by the <strong>Training</strong> Section and Administrative Services<br />

Division at the completion <strong>of</strong> each scheduled class<br />

All training records are considered a part <strong>of</strong> each employee’s permanent Personnel File,<br />

and as such are kept strictly confidential. Permanent Personnel Files are maintained by<br />

the <strong>Bureau</strong> Personnel Coordinator as well as by the Office <strong>of</strong> Management-Employee<br />

Services.<br />

<strong>Training</strong> records will be made immediately available to requesting individuals who<br />

submit a properly completed Transcript Request.<br />

INSPECTOR TRAINING<br />

Records <strong>of</strong> training classes attended as part <strong>of</strong> the Inspector mandatory training<br />

requirement, continuing education, and career enhancement are maintained by the <strong>Bureau</strong><br />

<strong>Training</strong> Section. Comprehensive hard copy records <strong>of</strong> all Inspector <strong>Training</strong> are<br />

maintained at the Van Nuys <strong>Training</strong> Center as well as in the <strong>Training</strong> Section Database.<br />

Records <strong>of</strong> Inspector <strong>Training</strong> are immediately available upon request to the <strong>Bureau</strong><br />

<strong>Training</strong> and Personnel Coordinators.<br />

At the end <strong>of</strong> the Inspector six-month probation period, training records are reviewed by<br />

the <strong>Bureau</strong> Personnel Coordinator for verification that all required classes have been<br />

attended and passed in a satisfactory manner.<br />

recorded by use <strong>of</strong> Blue Books. This course covers the<br />

construction <strong>of</strong> the project Blue Book. Each Blue Book is a<br />

complete record <strong>of</strong> the cash contract and includes project<br />

specific forms for bid items, change orders, progress payments,<br />

and general record keeping. This is the <strong>of</strong>ficial job record that is<br />

kept for seven (7) years after the project has been accepted.<br />

Underground placement <strong>of</strong> vitrified clay and plastic pipe sewers.<br />

Sequence and methods <strong>of</strong> construction including trenching,<br />

bedding, pipe laying, backfilling, compaction, and testing.<br />

course trains qualified staff in the evaluation and assessment <strong>of</strong><br />

structures damaged from a natural disaster. Rapid and detailed<br />

noted damage. The afternoon section covers lifeline facilities and<br />

To obtain certification as a Reinforced Concrete Special Inspector, you must complete four components:<br />

1. Obtain the Certificate <strong>of</strong> Completion by passing the ICC Reinforced Concrete Special Inspector certification<br />

exam. You must become certified within six years from the first time you have taken the<br />

exam, or you may be required to take a new examination.<br />

2. Obtain certification by ACI as an ACI Concrete Field Testing Technician - Grade I; and achieve the<br />

Associate Reinforced Concrete Special Inspector Certification (*see below); then<br />

3. Meet one <strong>of</strong> the following three education/work experience requirements:<br />

• Two years <strong>of</strong> verified college or technical school (copy <strong>of</strong> diploma or transcript required) and<br />

two years <strong>of</strong> verified work experience in reinforced concrete construction inspection<br />

• High school or equivalent graduate (copy <strong>of</strong> diploma or certificate required) and three years <strong>of</strong><br />

verified work experience in reinforced concrete construction inspection<br />

• Five years <strong>of</strong> verified work experience in reinforced concrete construction inspection<br />

4. Provide verification <strong>of</strong> the work experience:<br />

• Complete Sections A and B <strong>of</strong> the Education/Work Experience Form located on page 33.<br />

Note: Work experience during this time period must include decision-making responsibility and<br />

authority; verification <strong>of</strong> compliance with plans, specifications, and codes; evaluation <strong>of</strong> reinforced<br />

concrete construction in the field; and documentation and reporting <strong>of</strong> inspection results.<br />

Inspection experience must include the following: formwork installation; reinforcements;<br />

embedments; sampling and testing <strong>of</strong> freshly mixed concrete; conveying, placing, consolidating,<br />

finishing, and jointing; curing protection; and formwork removal.<br />

• Submit copies <strong>of</strong> this form along with the Information for Respondent sheet on page 32 to<br />

your present and/or former employers, who are called Respondents. Send this form to as<br />

many respondents as needed to prove the amount <strong>of</strong> work experience that applies to your particular<br />

situation as described above.<br />

• Each respondent completes Section C <strong>of</strong> the Education/Work Experience form, signs it, and<br />

returns the form to you in a sealed envelope.<br />

• Complete the Payment Information Form on page 35 and send it with the fee, along with all<br />

<strong>of</strong> the sealed envelopes from respondents and copies <strong>of</strong> your transcript(s) or diploma(s), if applicable,<br />

by traceable mail (certified, registered, UPS, etc.) to:<br />

What happens next?<br />

ACI will evaluate the form(s) and notify you <strong>of</strong> the results <strong>of</strong> the evaluation within 60 days <strong>of</strong> the receipt<br />

<strong>of</strong> the information. ACI will then send a copy <strong>of</strong> these results to ICC to process your certification.<br />

Personnel Department <strong>Training</strong> and Development Programs<br />

Administrative <strong>Training</strong> and Development Workshop: This course provides an overview <strong>of</strong> the structure and functions <strong>of</strong> City<br />

government, budgeting principles, the personnel process, and reviews authoritative documents including the City Charter and<br />

Civil Service Commission Rules. Target Group: Beginning level administrative and personnel pr<strong>of</strong>essionals. Course Sessions: 2;<br />

Hours: 8:30 a.m. – 3:30 p.m.<br />

Advanced Supervision: This program is designed to build upon the knowledge and skills gained as a supervisor. Participants<br />

will learn what City organizations expect <strong>of</strong> them as leaders, what it means to be a “change agent,” how to solve workplace<br />

problems, how to set objectives for supervisors and their teams, and how to motivate employees. Target Group: Bonafide<br />

supervisors who have supervised for at least two years or have completed the Frontline Supervision training program. Course<br />

Sessions: 2; Hours: 8:30 a.m. – 3:30 p.m.<br />

Citywide Cadre <strong>Training</strong> Program: In August 2003, the Personnel Department implemented the Cadre <strong>Training</strong> Program (CTP)<br />

as a vehicle to expand the curriculum <strong>of</strong> its annual Citywide <strong>Training</strong> and Development Program. The CTP currently <strong>of</strong>fers the<br />

following courses: Change Management, City Budget Process, Speak With Confidence, and Team Building. For more information<br />

Civil Service Rules for Supervisors: This program is designed to enhance supervisory knowledge <strong>of</strong> selected Rules <strong>of</strong> the<br />

positions, filling vacant positions, transfers, reversions, leaves <strong>of</strong> absence, and discipline. Target Group: All supervisors; Course<br />

Sessions: 1; Hours: 8:00 a.m. – 12:00 noon<br />

Conducting the Selection Interview: The participant learns how to prepare for and conduct selection interviews. Instruction<br />

includes a discussion <strong>of</strong> the “Rule <strong>of</strong> Three Whole Scores,” equal employment opportunity, structuring the interview to ensure jobrelatedness,<br />

and effective interviewing techniques; and mock interviews. Target Group: All levels <strong>of</strong> supervisory, administrative<br />

and personnel pr<strong>of</strong>essionals who conduct interviews. This course is not designed as preparation for selection interviews. Course<br />

Sessions: 1; Hours: 8:30 a.m. – 3:30 noon<br />

Conquering Public Speaking: This course will teach you how to develop and deliver a speech, including tips on how to get your<br />

thoughts together, plan and practice your presentation, walk to the podium without tripping over your feet, and deliver an<br />

interesting, informative speech with such poise and confidence that your audience will actually think you enjoyed the whole<br />

experience. Learn what the pros do to combat stage fright, use vocal and visual techniques to improve your delivery, and field<br />

questions with self-confidence. Course Sessions: 1; Hours: 8:30 a.m. – 3:30 p.m.<br />

Customer Service Essentials: This course will provide tips and strategies for delivering quality service (both in person and on<br />

the telephone) to internal and external customers. <strong>Training</strong> topics include attitude, listening skills, face-to-face interactions,<br />

coping strategies, and dealing with difficult situations. In addition, participants will learn how to properly navigate the City’s<br />

telephone system. Target Group: All employees who interface with public or internal customers. Course Sessions: 1; Hours:<br />

8:30 a.m. – 3:30 p.m.<br />

Disability and Reasonable Accommodation Awareness: A program designed to increase the level <strong>of</strong> employee knowledge<br />

and understanding about Disability, Reasonable Accommodation and Placement; and to improve employee awareness and<br />

sensitivity to City employees living and working with disabilities. Target Group: co-workers <strong>of</strong> the disabled, first-line supervisors,<br />

and managers; Course Sessions: 1; Hours: 8:00 a.m. – 12:00 p.m.<br />

Discipline and the Supervisor: This program introduces the participant to the disciplinary process. Topics include early<br />

disciplinary concerns, concepts <strong>of</strong> discipline, tools <strong>of</strong> progressive discipline, techniques <strong>of</strong> discipline, preparing for and conducting<br />

a Skelly hearing, and other disciplinary concerns <strong>of</strong> the supervisor. Target Group: First-level supervisors and above. Course<br />

Sessions: 2; Hours: 8:00 a.m. – 12:00 noon.

Diversity In The Workplace: Diversity in the Workplace is designed to ask participants to consider the efforts made by the City<br />

to promote, embrace, and value differences to ensure Mutual Respect in the workplace. Topics will include a definition for<br />

diversity in the workplace; participants will discuss the relationship between EEO/AA and Diversity; explore and recognize<br />

personal biases and stereotypes; and create a personal action plan to embrace workforce diversity and practice culture<br />

sensitivity. Course Sessions: 1; Hours: 8:00 a.m. – 12:00 noon.<br />

Equal Employment Opportunities for Supervisors: This course addresses the supervisor’s equal employment opportunity<br />

responsibilities, including the City’s non-discrimination policies. Participants learn how to identify and eliminate discrimination,<br />

how to investigate employee complaints, how to prevent retaliation against those employees, and when and how to accommodate<br />

a disabled employee under State and Federal Disability laws. Target Group: All supervisory personnel; Course Sessions: 2;<br />

Hours: 8:00 a.m. – 12:00 noon.<br />

First Aid/CPR: This course provides instruction on administering first aid and the proper use <strong>of</strong> Cardiopulmonary Resuscitation<br />

(CPR) on individuals, ages 8 and older. Skills acquired in the class include treating injuries, recognizing the symptoms <strong>of</strong> heart<br />

attacks and strokes, performing rescue breathing, responding to a poisoning emergency, caring for fractures and sprains, treating<br />

the ill effects <strong>of</strong> heat and cold, and providing CPR. Target Group: Employees in all classifications. Priority is given to floor<br />

wardens and employees responsible for providing First Aid to co-workers; Course Sessions: 1; Hours: 8:30 a.m. - 3:30 p.m.<br />

Frontline Supervision <strong>Training</strong>: Program content includes basic supervisory responsibilities, principles, and practices that<br />

promote efficiency and results-oriented job performance. After completing this program, participants should demonstrate<br />

increased knowledge <strong>of</strong> supervisory responsibilities, work delegation, and performance appraisals. They will also learn<br />

techniques for providing subordinates with constructive feedback, coaching, and counseling. Target Group: New and potential<br />

supervisors; Course Sessions: 2; Hours: 8:30 a.m. – 3:30 p.m.<br />

General Orientation: The program format consists <strong>of</strong> various presentations on the organization <strong>of</strong> City government, medical and<br />

dental benefits, deferred compensation information, credit union services, information about the City’s Employee Assistance<br />

Program (EAP), Commuter Services program, and career development opportunities for City employees. Target Group: New<br />

hires to the City including those who have previously worked for the Department <strong>of</strong> Water and Power; Course Sessions: 1; Hours:<br />

8:30 a.m. – 3:30 p.m.<br />

Office <strong>Administration</strong> Skills: Office <strong>Administration</strong> Skills is conducted in two, six-hour sessions. This course is designed for<br />

all clerical support job classifications and covers successful skills and knowledge needed in the workplace to enhance<br />

participants’ work performance. The training topics include <strong>of</strong>fice organization; strategies for effective multitasking; effective<br />

customer service including how to deal with difficult people; strategies for stress management; grammar and English usage; and<br />

how to develop a personal action plan for improving skills and knowledge base. Course Sessions: 2, Hours: 8:30 a.m. – 3:30 p.m.<br />
