KSBN-The Last 25 Years! 1988-2013<br />

In 1988 the Executive Administrator reported<br />

that KSBN continue to assess the computer system<br />

as well as in-<strong>of</strong>fice procedures, to streamline,<br />

update and continue to modernize the operations.<br />

The CIL Committee reported they were discussing<br />

details <strong>of</strong> the contract for Peer Assistance with<br />

representatives from KSNA. At the November 15,<br />

1988 special meeting conducted for KAR 60-11-<br />

104a the board spent approximately one hour in<br />

the basement garage during a tornado alert. The<br />

<strong>Board</strong> had a total <strong>of</strong> 15,557 phone calls from July<br />

through December, 1988, averaging 2590 calls<br />

per month. The Peer Assistance Program contract<br />

was signed in 1989. Discussion started about LPN<br />

providing IV therapy and new plastic licenses<br />

cards were initiated.<br />

In 1990 two Mental Health Technician schools<br />

closed. The <strong>Board</strong> voted in 1993 to not <strong>of</strong>fer the<br />

Peer Assistant Contract to KSNA and to continue<br />

the program with another peer assistance<br />

provider. It was reported that computerized<br />

testing would begin in 1994 with Wichita and<br />

Topeka having testing sites. The cost <strong>of</strong> the<br />

computerized test for nursing candidates was<br />

$88.00 with $22.00 going to National Council.<br />

The IV Therapy statute became effective <strong>Apr</strong>il<br />

24, 1994. Discussion was held in 1995 to provide<br />

licensure verification information accessible to<br />

the public through a computer link. Discussion<br />

at the national and state level started in 1996<br />

about the possibility <strong>of</strong> a national licensure or<br />

a multi state licensure and National Council <strong>of</strong><br />

State <strong>Board</strong>s <strong>of</strong> <strong>Nursing</strong> electronic verification<br />

information system. A special telephone line was<br />

opened up to verify current licensure the last day<br />

<strong>of</strong> the month. The computer link for verification<br />

began in 1997. A committee was also established<br />

during 1997 to write rules <strong>of</strong> conduct for the <strong>Board</strong><br />

review and approval. Many <strong>of</strong> the <strong>Board</strong> meetings<br />

in 1998 and 1999 had discussion <strong>of</strong> the multi-state<br />

licensure which was planned to start in 2000. The<br />

<strong>Board</strong> President and the Executive Administrator<br />

were instructed by the <strong>Board</strong> to visit with the<br />

Governor to inform him <strong>of</strong> the progress on multistate<br />

licensure and where the <strong>Board</strong> stands on<br />

the issue. The constitutionality <strong>of</strong> the multi-state<br />

licensure was discussed and it was determined<br />

to seek constitutional opinion. The legal opinion<br />

from the Attorney General’s <strong>of</strong>fice stated that<br />

a nurse licensure compact which purports to<br />

grant unrestricted recognition <strong>of</strong> nursing licenses<br />

issued in other states would constitute an<br />

unconstitutional delegation <strong>of</strong> legislative authority.<br />

New licensing s<strong>of</strong>tware was installed in 1999.<br />

During 2001 on line renewal was initiated.<br />

A Legislative Post Audit was conducted on the<br />

agency and additional staff was hired. The <strong>Board</strong><br />

approved changing fees for initial licensure <strong>of</strong> all<br />

categories to the cap. They also approved that<br />

renewal fees be increase to $60.00. The position<br />

paper on medical delegation was finalized.<br />

The goal <strong>of</strong> the <strong>Board</strong> in 2001 was to reduce<br />

meeting time while processing <strong>Board</strong> business<br />

as quickly as possible. The format <strong>of</strong> the <strong>Board</strong><br />

meeting was changed to make things move more<br />

expeditiously. It was decided that starting with<br />

the July 2001 meeting the investigative committee<br />

would meet on Monday, all other committee<br />

meetings would be on Tuesday and the <strong>Board</strong><br />

meeting would be on Wednesday.<br />

In 2002 the <strong>Board</strong> approved the acceptance <strong>of</strong><br />

$1,000 for scholarships. They approved $500.00<br />

for an RN and PN student. Discussion was held on<br />

the possibility <strong>of</strong> eliminating 1 board meeting and<br />

meeting 4 times a year instead <strong>of</strong> 5. The following<br />

was considered: education calendars, legislative<br />

schedules, petitions for retest, investigative issues,<br />

fiscal impact and future recruitment <strong>of</strong> board<br />

members.<br />

The first scholarships were presented in 2003<br />

to the RN and PN student. The <strong>Board</strong> approved<br />

sending a letter to Governor Sebelius stating the<br />

<strong>Board</strong>s support <strong>of</strong> “opt out” and include language<br />

which clarifies “opt out” is consistent with<br />

current regulations and statutes with no change<br />

in scope <strong>of</strong> practice for the RNAs. The <strong>Board</strong><br />

approved the position statement “Analgesia by<br />

catheter techniques monitoring and intravenous<br />

by the Registered Pr<strong>of</strong>essional Nurse” and the<br />

endorsement statement titled “<strong>Kansas</strong> State <strong>Board</strong><br />

<strong>of</strong> <strong>Nursing</strong> position statement on Licensee Rights<br />

and Responsibilities Related to Work Release<br />

during a Disaster.” They also approved the position<br />

statement “Admission <strong>of</strong> IV Conscious Sedation” by<br />

the registered pr<strong>of</strong>essional nurse. The <strong>Board</strong> voted<br />

to arrange a 4 meeting a year schedule to begin<br />

December 2003.<br />

During 2004 the <strong>Board</strong> Voted to accept massage<br />

therapy for CNE but determined Fen Shui did not<br />

meet the criteria for CNE approval in <strong>Kansas</strong>. The<br />

<strong>Board</strong> decided to request an enhancement to the<br />

budget <strong>of</strong> $160,000 for new licensing s<strong>of</strong>tware. The<br />

<strong>Board</strong> also approved to purchase laptop computers<br />

and s<strong>of</strong>tware to support a paperless board meeting.<br />

The <strong>Board</strong> approved the requirement that<br />

transcripts be required for all new graduates and<br />

endorsements and that a clinical component be an<br />

integral part <strong>of</strong> the educational program.<br />

In 2005 the <strong>Board</strong> approved that graduates<br />

from any program that does not document clinical<br />

learning experience across the life span who has<br />

been licensed as an RN in another state and who<br />

worked a minimum <strong>of</strong> 1000 hours as an RN are<br />

eligible to apply for RN licensure in <strong>Kansas</strong> by<br />

endorsement. It was the consensus <strong>of</strong> the <strong>Board</strong><br />

that KSBN go forward for legislative authority<br />

for fingerprinting and background checks for<br />

endorsements, reinstatements, and new applicants.<br />

Joint board meetings were held in 2006 and<br />

2007 with the <strong>Kansas</strong> <strong>Board</strong> <strong>of</strong> Healing Arts and<br />

the <strong>Kansas</strong> <strong>Board</strong> <strong>of</strong> <strong>Nursing</strong>. Discussion was<br />

held on fingerprinting, foreign applicants, how<br />

to increase the number <strong>of</strong> students and licensees<br />

without lowering standards, and the proposed<br />

ARNP regulations. At the December 2007 <strong>Board</strong><br />

meeting discussion was held on the letter received<br />

regarding CRNA practice. It was moved that<br />

the <strong>Board</strong> <strong>of</strong> <strong>Nursing</strong> ask for an AG opinion that<br />

states: “Upon the order <strong>of</strong> a physician or dentist<br />

requesting anesthesia or analgesia care, each<br />

registered nurse anesthetist is authorized to:<br />

select medication to be given by an RN or LPN<br />

during the preoperative, intraoperative and<br />

postoperative period as well as requesting any<br />

additional tests (lab, EKG, e-ray, etc) necessary for<br />

the anesthesia care <strong>of</strong> the patient.”<br />

It was the consensus <strong>of</strong> the <strong>Board</strong> in 2008 to<br />

allow staff to visit with KSBOR regarding the<br />

Associate Degree <strong>Nursing</strong> Core Curriculum. It was<br />

recommended that the pre-requisites be aligned,<br />

the terminal outcomes be developed and be<br />

similar, and that the programs use a standardized<br />

test at the completion <strong>of</strong> the educational program<br />

(NCLEX-RN). It was also suggested that the<br />

curriculum <strong>of</strong> each program be developed by the<br />

individual program within guidelines provided by<br />

the <strong>Board</strong> <strong>of</strong> Regents. September 2009 the <strong>Board</strong><br />

had a joint meeting with KSNA. Discussion was<br />

held on planning for nursing education and KSNA<br />

concerns that nurses under investigation have had<br />

confidential information shared with others by the<br />

board.<br />

September 2010 the <strong>Board</strong> approved the ADN<br />

Alignment Program Outcomes one through<br />

seven and implementation by fall 2012. They also<br />

accepted the September 3, 2010 Letter <strong>of</strong> Guidance<br />

from the <strong>Kansas</strong> <strong>Board</strong> <strong>of</strong> Regents regarding<br />

Associate Degree <strong>Nursing</strong> programs.<br />

There was a joint meeting <strong>of</strong> KSBN and KSNA<br />

APRN Task Force in 2011. The <strong>Board</strong> approved<br />

the replacement <strong>of</strong> existing <strong>Board</strong> member<br />

program and hardware with a new <strong>Board</strong> program<br />

and Ipads hardware. The <strong>Board</strong> approved all<br />

electronic transcripts from KBOR. The <strong>Board</strong><br />

suspended approval <strong>of</strong> any new schools/programs<br />

<strong>of</strong> nursing education or increase in enrollment<br />

<strong>of</strong> existing programs pending a staff review <strong>of</strong><br />

clinical resources for students in <strong>Kansas</strong> for<br />

the next 3 months. The <strong>Board</strong> voted to support<br />

conceptually the removal <strong>of</strong> a collaborative practice<br />

agreement mandate and prescriptive authority<br />

protocol if the licensee has demonstrated through<br />

a transitional practice or experience <strong>of</strong> at least<br />

3 years the ability to practice independently. In<br />

2013 the <strong>Board</strong> approved an Ad Hoc Committee<br />

to work with the APRN Task Force on statutory<br />

language for APRN independent practice. The<br />

<strong>Board</strong> approved the removal <strong>of</strong> the requirement for<br />

a photograph as an attachment to initial licensure<br />

applications. The 6 months suspension <strong>of</strong> the<br />

approval <strong>of</strong> any new schools/programs <strong>of</strong> nursing<br />

education or increase in enrollment <strong>of</strong> existing<br />

programs was lifted.<br />

July 1, 2013 a ceremonial <strong>Board</strong> meeting and<br />

reception was held with Governor Brownback<br />

presenting the <strong>Board</strong> a proclamation in honor <strong>of</strong><br />

100 years <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Nursing</strong> and nursing<br />

regulation in <strong>Kansas</strong>.<br />

How would the healthcare world function<br />

without nurses? Nurses are the eyes and the ears<br />

<strong>of</strong> doctors. They are there by the bedside day and<br />

night. They are the comforting hand there to hold<br />

yours when you are told earth-shattering news.<br />

They are the words <strong>of</strong> encouragement that you<br />

need to get back onto the path <strong>of</strong> health. Without<br />

expecting anything in return, they bend over<br />

backwards to make sure you are comfortable and<br />

safe. Nurses are the center <strong>of</strong> patient care. They<br />

are the patient’s main advocate fighting for the<br />

needs, rights, and wants <strong>of</strong> the patient. Oh how on<br />

earth would the healthcare world function without<br />

nurses?<br />

Many people have the wrong idea <strong>of</strong> nurses.<br />

They just think that nurses are there to take<br />

vital signs, record your height and weight, and<br />

then leave to go get the doctor. They think nurses<br />

just give medications, clean up big messes, and<br />

wipe bottoms all day. Yes, some <strong>of</strong> that may be<br />

true, but people do not realize what all a nurse<br />

does. The nurse is a detective. He or she is there<br />

to constantly monitor the patient, looking for<br />

any changes in the patient’s baseline. Has the<br />

patient had a change in level <strong>of</strong> consciousness?<br />

Did the patient have an allergic reaction to a blood<br />

transfusion? Has the patient had a decrease in<br />

heart rate? Why is the patient’s potassium level<br />

so low? What is causing the patient’s condition <strong>of</strong><br />

respiratory acidosis? Is the patient experiencing<br />

respiratory depression due to the administration<br />

<strong>of</strong> narcotic pain medication and should the narcotic<br />

be withheld? These are examples <strong>of</strong> questions<br />

nurses ask <strong>of</strong> themselves during a typical shift.<br />

The nurse is a coordinator. The nurse is at the<br />

center <strong>of</strong> care. Take for example, a patient facing<br />

an end <strong>of</strong> life process, experiencing respiratory<br />

failure, and is on a ventilator to help him breathe.<br />

The nurse has to call respiratory therapy so they<br />

can draw blood gases <strong>of</strong>f the patient so the nurse<br />

can monitor the patient’s acid-base balance. The<br />

nurse has to call the physician to update the<br />

physician about the progress <strong>of</strong> the patient, any<br />

changes in his baseline, and to let the physician<br />

know <strong>of</strong> any needs or wishes <strong>of</strong> the patient. The<br />

nurse is the one who calls the family to update the<br />

family on the patient’s progress and wishes. The<br />

nurse is there to make sure the patient gets all <strong>of</strong><br />

his medications, is safe, that his endotracheal tube<br />

does not come out, that the correct IV medications<br />

are running at the right rate and right time, that<br />

the patient’s vital signs are kept within normal<br />

range and intervening when they aren’t. The<br />

nurse has to make sure the patient is comfortable,<br />

turning the patient every two hours, suctioning<br />

his mouth and airway so secretions do not block<br />

his airways, making sure he has enough pain<br />

medication to keep him as pain free as possible.<br />

The nurse multitasks to meet the needs <strong>of</strong> the<br />

patient.<br />

The nurse is the teacher that a patient needs.<br />

The nurse is there to teach the patient what<br />

medications they are on, why they are on them,<br />

the importance <strong>of</strong> the medications, how to take<br />

them, when to take them, and any side effects <strong>of</strong><br />

the medications. Nurses are there to encourage<br />

patients to ambulate soon after surgery and give<br />

reasons why such as: preventing pneumonia,<br />

decreasing chances <strong>of</strong> developing a blood clot in<br />

their legs that could travel to their lungs causing<br />

a pulmonary embolism, increasing circulating<br />

blood flow, preventing skin breakdown, and also<br />

preventing wasting away <strong>of</strong> muscles. Without<br />

the knowledge that nurses give patients, patients<br />

would be less motivated to get back on the path to<br />

health.<br />

Nurses are the support and comfort that<br />

patients need just to get through their day. My<br />

father told me that he would never forget a nurse<br />

that cared for him as a young child. After having<br />

an appendectomy, he had to stay in the hospital<br />

for a few days. His parents worked, had other kids<br />

to take care <strong>of</strong>, and they could not always be there<br />

with him. It was very scary for him to be in the<br />

hospital as a young child all by himself. The nurse,<br />

knowing this, took her lunch breaks in his room so<br />

that he could talk to her and so that he would not<br />

be all alone. My dad told me that just her presence<br />

and listening to him made his hospital stay less<br />

scary and gave him comfort. That is a nurse. This<br />

happened forty years ago, and to this day, my dad<br />

still remembers what all that nurse did for him.<br />

A nurse is the patient’s detective, the<br />

coordinator <strong>of</strong> care, a teacher, a patient advocate<br />

and the support and comfort the patient needs to<br />

get through his or her day. Healthcare would not<br />

function without the dedication, hard work, and<br />

warm heart <strong>of</strong> a nurse. This is one pr<strong>of</strong>ession<br />

that will never die, is always needed, sometimes<br />

underappreciated, but is one <strong>of</strong> the most trusted<br />

and honorable pr<strong>of</strong>essions out there. Healthcare<br />

cannot function without nurses. I am 100%<br />

thankful and proud to one day be called a nurse.<br />

<strong>of</strong> Laura Ingalls, who sprinted on foot for miles<br />

to fetch the doctor. We have said good bye to the<br />

neighbor’s wife, trying her level best to help a<br />

sick or injured family member while sporting a<br />

mere second grade education. However, those days<br />

must not be discounted. The spirit <strong>of</strong> these early<br />

American care-givers lives on in nursing care<br />

today, and all benefit by carrying the same pride<br />

and determination and displaying it in every task<br />

assigned.<br />

Sure, technological advancements were key<br />

in ramping up the speed in which information<br />

sharing, research, education, diagnostics, and<br />

overall nursing cares were delivered and accessed.<br />

Lawmakers listened when nurses advocated for<br />

change. Nurse associations were formed, lobbyists<br />

were hired, and regulations were enacted. Schools<br />

were established, with specific parameters for<br />

acceptance and progression through the program.<br />

All <strong>of</strong> these things have been, and continue to be,<br />

so important for ensuring safe, competent care–<br />

but are any <strong>of</strong> these unique?<br />

Many other fields can also assert that they<br />

are unique and list the very same types <strong>of</strong><br />

contributions to health care. Companies that<br />

build hospitals and provide equipment, insurance,<br />

and medications tout what is perceived as one<strong>of</strong>-a-kind.<br />

Attorneys who file class action law<br />

suits assert that they are uniquely contributing<br />

to health care by protecting those harmed by the<br />

mistakes <strong>of</strong> others–but are any <strong>of</strong> these unique?<br />

Today, with so many specialties, not many can<br />

say that they are viewing the person as a whole.<br />

Care can be, and has become, fragmented in<br />

some areas. The one thing that is consistent, and<br />

the rock upon which patients can stand, is the<br />

role <strong>of</strong> the nurse. The nurse assesses the whole<br />

individual, not just one system or the other, and<br />

applies evidence-based practice when making<br />

decisions and planning cares–but is any <strong>of</strong> this<br />

unique?<br />

To find that one special uniqueness, that one<strong>of</strong>-a-kind<br />

something that is unlike anything else,<br />

one must look into the heart <strong>of</strong> every person within<br />

the nursing pr<strong>of</strong>ession. It is not something that<br />

can be measured, it is subjective. The effectiveness<br />

<strong>of</strong> a nurse’s contribution to health care through<br />

her heart, determination, perseverance, and<br />

persistency can only be measured by a smile on<br />

the face <strong>of</strong> the one receiving care, their family<br />

members, and their friends. This contribution<br />

<strong>of</strong> one’s whole self is the driving force behind<br />

consistent competency, leadership, patient<br />

advocacy, and care. Without the unique spirit <strong>of</strong><br />

the nurse, nursing would not have grown to be the<br />

most trusted role in the United States.<br />

advocate for a patient that doesn’t trust us, or that<br />

we haven’t invested enough <strong>of</strong> ourselves to get<br />

to know? Most people wouldn’t want to tell other<br />

individuals embarrassing aspects <strong>of</strong> their life or<br />

lifestyle decisions, especially if they feel they are<br />

being judged or scolded. Nurses are entrusted with<br />

their information and, as a result, the vulnerability<br />

<strong>of</strong> their patients. Therefore it is imperative to<br />

treat them with the utmost respect and privacy,<br />

remembering that each patient should be treated as<br />

we would want our family member, or ourselves to<br />

be treated. As nurses obtain essential information<br />

from the patients for doctors, it is important that we<br />

respect our patients and that they know that we are<br />

not there to criticize or develop opinions, but rather<br />

to assess, teach, and help modify lifestyle choices,<br />

when that is appropriate.<br />

It doesn’t matter if it’s a doctor’s appointment due<br />

to minor sickness, or a trip to the emergency room<br />

presenting extreme trauma, most every individual’s<br />

anxiety heightens with a visit to the hospital.<br />

Undergoing questions, observation, and tests can all<br />

be very foreboding. This stress and anxiety can be<br />

displayed much differently from patient to patient.<br />

That is why it is vital that a nurse is calming to<br />

her patients’ nerves and is able to help diffuse a<br />

stressful situation. Letting patients know that we<br />

are there for them by providing outstanding quality<br />

<strong>of</strong> care, balanced with the ability to listen and<br />

empathize with them, can assist in making them<br />

feel more comfortable. The more relaxed the patient<br />

is, the more they trust the nurse, and the more<br />

likely they are to provide truthful and pertinent<br />

information regarding their lives.<br />

Communication is an essential key for<br />

achievement <strong>of</strong> these goals. We must know what the<br />

patient’s fundamental concern is. After establishing<br />

what the patient’s care will entail, we need to<br />

prioritize accordingly. Cooperation is a must from<br />

the patient in implementing and achieving goals,<br />

thus, it is most advantageous that we include them<br />

on the planning. The well-known “golden-rule” is<br />

a great example that applies to life in general and<br />

demonstrates nursing at its finest. It is important<br />

to stay pr<strong>of</strong>essional, understanding and cooperative<br />

no matter what job the nurse is handed, and nurses<br />

are delegated some <strong>of</strong> the most difficult jobs every<br />

day. They may be heartbreaking or joyful, they<br />

could even be downright messy, but that is what<br />

makes nurses unique. In the great words <strong>of</strong> Art<br />

Wiliam – “I’m not telling you it’s going to be easy. I’m<br />

telling you it’s going to be worth it.”

Throughout the ages nurses have played a<br />

vital role in healthcare. During the wars they<br />

were there to heal the wounded. Through disease<br />

outbreaks they have been lined up to take care<br />

<strong>of</strong> the sick, without weighing the consequences<br />

to their own health. Through the original AIDS<br />

Epidemic, nurses were taking care <strong>of</strong> AIDS<br />

patients before anyone knew exactly how this<br />

disease was contracted and spread. It goes<br />

without saying, but a nurses’ job is never done.<br />

A great nurse must be a Jack, (or Jill) <strong>of</strong> all, and<br />

master <strong>of</strong> most. I feel the quote “To whom much<br />

is given, much is expected” is greatly relevant<br />

to a nurses’ contribution to health care and the<br />

responsibility that comes with the title.<br />

A nurse gives her knowledge in every dose<br />

<strong>of</strong> medication, vital sign, lab result, and daily<br />

monitoring charted. Every time a nurse steps into<br />

a room with a patient, she is quietly assessing<br />

the patient, through conversation, physical<br />

assessment, monitors, atmosphere, and even<br />

what the patient may not be saying. A great nurse<br />

to the care <strong>of</strong> the patient. Every chart a nurse<br />

reviews is a glimpse into someone’s life and their<br />

health story. A great nurse understands the<br />

importance and intimate details that some may<br />

not even share with family.<br />

A nurse is a liaison between the doctor and<br />

patient, the daily eyes and ears. The doctor<br />

assesses and diagnoses, but it is the nurse who<br />

must diligently follow through with every detail,<br />

assessing and making a plan <strong>of</strong> action for the<br />

wellness and comfort <strong>of</strong> the patient. It is the<br />

nurse who will hold the hand <strong>of</strong> a patient grieving<br />

over the news <strong>of</strong> a new diagnosis, or through a<br />

terrifying procedure. She is the one who will<br />

encourage, comfort, and calm the mother giving<br />

birth, and then rock her sweet baby so the mother<br />

can get some sleep. While she must contribute an<br />

empathetic side, she must also be tough.<br />

A great nurse is an advocate for the patient,<br />

who will contribute a gentle, yet sometimes tough<br />

side when the moment presents itself. The nurse<br />

will be in the middle <strong>of</strong> it all, between the patient<br />

and the doctor, the family, and friends. She will<br />

be the one to tell the family that the patient<br />

is too tired for visitors when the patient needs<br />

some rest to heal. At times she will be the great<br />

negotiator between the doctor and the patient.<br />

Believe it or not, at times patients may not want<br />

to take a medicine, and though the nurse may not<br />

agree, she explains the reasoning and ultimately<br />

respects the patients’ final decision. There may<br />

be times the patient doesn’t have the financial<br />

resources to pay for a new medication. It is a great<br />

nurse that will help the patient find the right<br />

resources, or person that may serve them best, to<br />

fulfill their health care needs. This also includes<br />

making sure the patient that can no longer drive<br />

has arrangements for food and transportation<br />

once they leave the facility. The nurse stands in<br />

the eye <strong>of</strong> the storm, so to say, to advocate for her<br />

patient while in her care and after they return<br />

home.<br />

Being a patient advocate also means she must<br />

be tough enough to stand for the patient when<br />

something does not seem right, even if it means<br />

standing in the fire. Making sure that everything<br />

is done for the patients’ best interest, even if you<br />

must call a doctor at two in the morning. She<br />

must also be tough enough to encourage and make<br />

a patient ambulate, or cough and deep breathe<br />

after a surgery when they just really want to<br />

lay in bed and do nothing. A great nurse knows<br />

that sometimes you must have tough love for the<br />

interest <strong>of</strong> your patients healing. For a great nurse<br />

knows she is, in that moment, a guardian to her<br />

patient.<br />

What is a nurses’ unique contribution to health<br />

care? A great nurse gives every aspect <strong>of</strong> her<br />

being to the care <strong>of</strong> her patients. Her/his job is<br />

never done. People do not become a nurse for the<br />

glamour, the glitz, the glory, but for the simple<br />

fact that nursing is relentlessly giving <strong>of</strong> oneself.<br />

<strong>Nursing</strong> is not a pr<strong>of</strong>ession that you choose,<br />

but a pr<strong>of</strong>ession that chooses you. It is caring in<br />

your sleep. It is, for most, a calling. The greatest<br />

contribution <strong>of</strong> nursing to health care is being<br />

someone’s care-taker, advocate, and guardian for a<br />

moment in time. The greatest contribution a nurse<br />

gives is that <strong>of</strong> her heart, that <strong>of</strong> herself, a true<br />

selfless act <strong>of</strong> giving. There is no greater feeling<br />

than giving to someone who can never repay you.<br />

September Finance<br />

Committee<br />

The September Finance Committee was called<br />

to order September 18, 2013 at 8:32 a.m. in room<br />

560 <strong>of</strong> the Landon State Office Building in Topeka<br />

by Bernard Becker, Chair. Chairman Becker<br />

introduced Mark Dapp, budget analysis with the<br />

Legislative Research Department who is assigned<br />

the budget for the <strong>Board</strong> <strong>of</strong> <strong>Nursing</strong>. Office space<br />

was added to the agenda under new business. The<br />

minutes <strong>of</strong> the June 12, 2013 Finance Committee<br />

were approved as written.<br />

Mary Blubaugh reported that she submitted the<br />

budget and the analysis was still reviewing it. It<br />

had not changed since it was approved last year.<br />

Ms. Blubaugh reported that she appeared before<br />

the State Finance Council and the monies for the<br />

FY14 salaries for two new investigator positions<br />

were approved. Since the money was not approved<br />

for FY 15, it was included in a change package in<br />

the FY15 budget.<br />

It was reported that the fee fund balance has<br />

increased. M Blubaugh has done some calculating<br />

to see if we decrease the renewal fees for 2 years<br />

how much it would lower our fee fund balance.<br />

M. Blubaugh will research what amount other<br />

states agencies and other State <strong>Board</strong>s <strong>of</strong> <strong>Nursing</strong><br />

maintain in their fee funds. The committee voted<br />

to reduce renewal license fees by $5.00 for a two<br />

year period beginning July 1, <strong>2014</strong>.<br />

M. Blubaugh explained that two new <strong>of</strong>fices<br />

for the new investigators are being constructed<br />

in the current <strong>of</strong>fice space. She explained where<br />

staff would be moved to in the <strong>of</strong>fice and where the<br />

walls for an <strong>of</strong>fice would be built. The bid for the<br />

work was around $7000 but M. Blubaugh thinks it<br />

will be under that amount.<br />

2013 Education<br />

Committee<br />

The Education Committee met September 17,<br />

2013 and was called to order by Jeanne Walsh, RN,<br />

MSN Chair at 8:40 a.m. in Room 509 <strong>of</strong> the Landon<br />

State Office Building. The committee reviewed<br />

the onsite packet. A certificate <strong>of</strong> appreciation was<br />

presented to Wanda Bonnel for her time served on<br />

the Education Committee. The minutes from June<br />

11, 2013 were approved. The Education Specialist<br />

report was given by Carol Moreland, MSN, RN.<br />

Breckenridge School <strong>of</strong> <strong>Nursing</strong> at ITT Technical<br />

Institute, Wichita, ADN Program had a re-approval<br />

site visit on July 9 – 10, 2013. It was moved to<br />

accept the site visit report with recommendations<br />

and to reapprove the program for five years.<br />

graduates (within two years <strong>of</strong> graduation) who<br />

elect to take the LPN examination.<br />

It was moved to approve K.A.R. 65-1119, 60-1-<br />

102, 60-1-103, 60-1-1-4, 60-2-107, 60-17-102, 60-17-<br />

103, 60-17-106, 60-17-107, 60-17-108, 60-17-109 and<br />

60-6-101 language for five years as currently stated<br />

to begin immediately upon approval.<br />

tele impatient units, for 3 years and in outpatient<br />

cardiology for almost 5 years. I am married with<br />

a terrific husband and have 2 wonderful boys, one<br />

7 and one 12. My husband and I stay very busy<br />

and involved in sports and school activities with<br />

our boys. They both play football and baseball, my<br />

favorite to watch and get involved in is baseball.<br />

We also as a family enjoy running in the evenings<br />

and attending local charity runs anywhere from<br />

5-10K, with hopes to do a half or full marathon<br />

in the near future. I am very excited to join the<br />

the country. It can be utilized as a volunteer<br />

management system at the local and state levels.<br />

During an event, a community may<br />

improves the efficiency <strong>of</strong> volunteer deployment<br />

and utilization by verifying in advance the<br />

credentials <strong>of</strong> volunteer healthcare pr<strong>of</strong>essionals.<br />

to quickly and efficiently send and receive<br />

September 2013 CNE<br />

Committee<br />

A. The following items are from the approved minutes <strong>of</strong> the<br />

September 2013 CNE committee and other places:<br />

1. The following long term CNE providerships were granted<br />

renewal for 5 years, with some <strong>of</strong> the providers being required<br />

to make modifications in the presentation for approval: CHEX,<br />

Overland Park Medical Center, ARJ Infusion, and Advanced<br />

Mobile HealthCare.<br />

2. A preliminary count <strong>of</strong> CNE figures submitted by the Long<br />

Term CNE Providers revealed the following numbers <strong>of</strong> CNE<br />

a. 4,034 CNE <strong>of</strong>ferings; 25,701.8 contact hours given; 39,643<br />

RNs participating; 4,175 LPNs participating; and 172<br />

LMHTs participating. 15, 901.95 <strong>of</strong> the CNE hours were<br />

taught by RNs and the remaining hours were taught by<br />

others, including LPNs or non-nurses. There were 713<br />

total independent study topics taken for a total <strong>of</strong> 4,334<br />

independent study contact hours. A total <strong>of</strong> 27, 192 RNs, 620<br />

LNPs, and 1 LMHT participated in independent study CNE.<br />

3. Nurses continue to submit requests for individual approval <strong>of</strong><br />

their continuing education without including the supporting<br />

documentation. Some <strong>of</strong> this may be caused by anxiety over<br />

meeting the deadline before their renewal expires, but not<br />

all <strong>of</strong> it. The instructions on the IOA form are very clear. If<br />

all documentation is not submitted with the request for CNE<br />

approval, your CNE will not be reviewed or approved. If you are<br />

depending on this CNE approval to renew your license, it could<br />

cause problems when you miss the deadline.<br />

Investigative Committee<br />

The Investigative Committee met on Monday and Tuesday December 9<br />

and 10.. Costs <strong>of</strong> actions information is being gathered by administration.<br />

Information regarding a two year window will be presented later in the year.<br />

Draft language for a question regarding impairments was reviewed and it<br />

was decided to move it forward to the <strong>Board</strong> at this December meeting. A<br />

recommendation was made that the application fee and exam costs for<br />

LMHTs be set at the same rate as LPNs. A second recommendation was<br />

made that refresher course language for LMHTs mirror that <strong>of</strong> RNs and<br />

LPNs. The issue <strong>of</strong> CNE required for renewal will be moved forward to the<br />

<strong>Board</strong> for a discussion by all members.<br />

Practice Committee<br />

The Practice Committee met on December 10. The discussion on<br />

LMHT refresher courses continues. A checklist is being drafted and will<br />

be presented at the March meeting. KSNO brought forward a question<br />

regarding the medication administration regulation and the ability to<br />

delegate tube feedings through tubes that are not inserted directly into<br />

the abdomen. Additional information and a revised delegation grid will be<br />

reviewed at the March meeting. A multidisciplinary committee is currently<br />

being formed and scheduled to review the Joint Policy Statement on the Use<br />

<strong>of</strong> Controlled Substances should be considered. Brenda M<strong>of</strong>fitt and Diane<br />

Glynn will participate on behalf <strong>of</strong> the agency.<br />

ADDRESS CHANGE<br />

What is KNAP?<br />

KNAP is a pr<strong>of</strong>essional assistance program<br />

designed to assist all nurses and mental health<br />

technicians who have a problem or illness that has<br />

or could impair their ability to practice safely.<br />

The Goal <strong>of</strong> KNAP<br />

Mental and physical illness, including alcohol<br />

and other drug addiction, can potentially impair<br />

practice and health. We estimate that at any<br />

given time, approximately 10% <strong>of</strong> the population<br />

is affected. This same percentage is thought to be<br />

true <strong>of</strong> healthcare pr<strong>of</strong>essionals.<br />

Alcohol and other drug addiction, as well as<br />

mental and physical illnesses, are treatable.<br />

KNAP works with the program participants to<br />

obtain an evaluation, treatment (if indicated), and<br />

monitoring throughout the recovery process.<br />

Referrals<br />

Self-referrals to the program are encouraged,<br />

but referrals may be made by a family member,<br />

a friend, employer or anyone concerned about the<br />

nurse/LMHT.<br />

Anonymous referrals are not accepted. A person<br />

may call for information or advice without giving<br />

their name, however. Referrals may be made by<br />

calling 913-236-7575.<br />

Psychiatric Advanced Practice Registered Nurse<br />

The APRN is a member <strong>of</strong> the Medical Services team and prescribes under collaborative agreement<br />
