6.2.1 Project Inception
Project inception serves to clarify the project scope.
An Inception Meeting was held between the UTDM, KZN DAEA and Nemai Consulting on 20
March 2012 (refer to minutes attached in Appendix A).
The Inception Report (i.e. this document), which is considered to be a revised comprehensive,
technical and financial proposal, includes the following:
Confirmation of the ToR and scope of work for the project;
Project Management Plan;
Project Team and Methodology;
Project Deliverables;
Project Programme;
Project Communication and Stakeholder Engagement Plan;
Project Budget and Timeframes;
Skills and Knowledge Transfer Programme;
Roles and Responsibilities;
Adoption and Approval of the final product; and
Project Monitoring and Reporting
The draft Inception Report will be submitted to the PMT for review and a workshop will be held to
present the document. The updated Inception Report will be circulated to the PSC for review
following a kick-off PSC meeting. The PSC will be granted two weeks to review the Inception
Report. The Inception Report will be finalised following the requisite amendments, based on
comments received. The final Inception Report will be signed-off by UTDM and KZN DAEA.
The Inception Report will be used during the execution of the project to ensure alignment with the
approved approach.

Information will be gathered throughout the compilation of the EMF, where the purpose will
