It is through hands-on experience and close interaction with senior experienced specialists and
project managers that maximum benefit can be derived. Therefore, officials will be afforded the
opportunity to accompany the team on field assessments, interviews and workshops, in order to
obtain a comprehensive exposure to the EMF development process.
12. ROLES & RESPONSIBILITIES
The roles and responsibilities of the PMT, PSC and Nemai Consulting during the development of
the EMF are listed in Table 8.

During the implementation of the EMF, the MEC will act as the custodian of the EMF once it has
been formally adopted. KZN DAEA will duly consider and apply the EMF during decision-making
on EIA applications for environmental authorisations and activities which may have a negative
impact on the geographical area.
The UTDM, LMs and key government departments (e.g. DWA, DMR, Ezemvelo KZN Wildlife,
Amafa, etc.) will use the EMF as a tool for planning, environmental screening, regulatory functions
and overall decision-making
