Assessing Project and Non Project Factors Due to these practical and ethical concerns, most impact assessments of humanitarian projects will use the first approach to assessing attribution by comparing the relative importance of project and non project factors. This can be done by prioritizing, ranking, or scoring the different factors that contributed to any positive or negative changes that took place in the project area. Figure 6.2 shows (fictitious) results of a scoring exercise to assess changes in food security following an agricultural recovery project in a post conflict setting. The results show a positive change in food security status, and the participants have listed the key reasons effecting this change. However, they also show that the project had a considerable impact in contributing towards an overall improvement in Food Security.
