With Resource Managers<br />

Coordination between resource managers and ocean scientists will help ensure that the<br />

research needs for effective resource management are met and that the research results are<br />

applied by resource managers. The ICOSRMI provides a venue to integrate ocean <strong>science</strong><br />

and management at the federal level. The SIMOR, sister committee to the JSOST, is currently<br />

leading the federal effort to develop mechanisms for such scientist-resource manager<br />

coordination. One of these mechanisms is the establishment of task teams consisting<br />

of resources managers and researchers dedicated to improving two-way communication<br />

between these two communities (e.g., FSSMITT). Communication between resource<br />

managers and scientists can also occur as part of nationally sponsored regional outreach<br />

efforts (e.g., Sea Grant) and regional councils or groups (e.g., IOOS Regional Associations).<br />

Topical or region-oriented activities (e.g., National Dredging Team, coastal-zone<br />

conferences) or groups (e.g., RFMCs) can also be used to place new research results into<br />

the hands of resource managers, while providing a forum for resource managers to express<br />

their research needs and coordinate closely with the research community.<br />

New Mechanisms For Collaboration<br />

Although existing mechanisms for coordination should be used wherever possible, new<br />

mechanisms may be required to enable effective partnerships and collaboration. For areas<br />

where regional associations are not currently in place, the need for, and development of,<br />

a regional mechanism will be examined. Currently, there is no consistent and systematic<br />

set of coordinating mechanisms to develop broad-based regional research structures that<br />

would provide effective, ongoing regional implementation. The JSOST, working with the<br />

SIMOR, will guide a process leading to such a structure.<br />

Additional new mechanisms for other sectors may include industry-university cooperative<br />

research centers that promote long-term partnerships among industry, academic institutions,<br />

and government, among others. The JSOST IWG-OP, working with its COP<br />

partners (e.g., other interagency working groups, JSOST, SIMOR), will identify areas that<br />

require new mechanisms for collaboration (e.g., technology development) and develop<br />

mechanisms appropriate for those sectors.<br />
