Corporate and business
planning
Consistent with the alignment of the
Building Commission and the Plumbing
Industry Commission, the implementation
of the 2007–12 Corporate Plan strategic
objectives resulted in a greater organisational
focus on staff involvement through the
development of cross-organisation
strategy teams.
Teams took responsibility for the four
strategic objectives of Regulatory Excellence,
Industry Responsibility, Environmental Best
Practice and Community Accountability.
Each team’s approach to translating
strategic objectives into specific operational
plans resulted in increased integration
and alignment between business activities
and corporate direction to develop and
implement the 2008–09 Annual Business
Plan and Annual Budget.
The commitment to enhance community
and stakeholder accountability and
Corporate Plan measurement also led to
the development of an organisation-wide
planning, measurement and reporting
software system, known as CorVu. This
system will strengthen integrated planning
and reporting on organisational capacity to
deliver corporate and business objectives
against predetermined targets and within
the budgetary frameworks. The system
will be fully implemented for corporate
and business plan reporting in the first half
of 2008–09.
The enhancement of the already existing
quality assurance program with an
extensive cross organisational processmapping
exercise contributed to building
organisational capability and increased
organisational integration. This exercise will
continue into the next financial year by
translating the process maps into quality
procedures for implementation across the
organisation.
Risk management
In 2007–08, the Commission continued to
enhance its Business Risk Management
Policy and annual Business Risk Management
Strategy with the development of an
overarching Risk Management Framework
consistent with the Victorian Government
Risk Management Framework.
The Commission’s Risk Management
Framework, Business Risk Management
Policy and Strategy are tailored around
a quarterly review of the business risks
identified by the Executive Leadership
Team and the Commission’s Operational
Management Team.
The Commission’s risk evaluation/analysis
criteria and definitions of risk likelihood and
consequence are based on the Australian
Standard on Risk Management AS/NZS
4360:2004. The Commission’s Business
Risk Matrix or Register has been developed
from this, and subsequently forms the basis
for the Commission’s Audit Committee,
internal auditor and insurer to assess areas
of risk exposure for the Commission and its
ability to manage or mitigate business risks.
The Commission’s internal audit conducted
in May/June 2008 by Internal Auditors
RSM Bird Cameron, focused on a business
risk audit methodology. The internal
audit confirmed the Commission’s risk
management system was performing as
intended, including its compliance with the
Australian Standard on Risk Management
(i.e. AS/NZS 4360:2004).
