Guideline: Operating Reserve<br />
Activations<br />
When load receives an operating‐reserve<br />
activation (ORA):<br />
•it is expected to reduce its consumption to<br />
provide at least the amount of reserve activated<br />
•if consumption is in blocks of MW, this can<br />
mean a reduction that is greater than the amount<br />
of ORA requested<br />
•if the ORA occurs during a normal down period<br />
(e.g. arc furnace) load is expected to accept the<br />
dispatch instruction, and stay down.<br />
