Chairman’s report
i wish to sincerely thank all supporters and benefactors of the
State Library of nSW Foundation for their continued loyalty
and valued patronage. Your generous donations have provided
significant grants to the Library for digitisation, conservation,
acquisitions and fellowships.
the 2008/09 year has been an eventful one. Like many
other sectors, the global financial crisis has impacted on the
Foundation’s financial investments. While i am pleased to
report that our conservative investment strategy in t Corp has
recorded a positive return, nevertheless our ability to assist the
Library has been significantly reduced.
the Foundation’s impressive digitisation strategy, initiated
in 2004, continues to grow. to date around 400,000 digital
images have been created with links to several hundred
thousand more pages. the Library now boasts 23 major
discover Collections online stories supported by over
30 partners.
the latest exciting addition to discover Collections, Botanica:
Illustrating the Exotic, was launched in april 2009. it features
exquisite digitised botanical works from the Library’s rare book
collections of the 18th and early 19th centuries.
new material has enriched and added vibrancy to existing
discover Collections stories, including several unique
indigenous vocabularies (Indigenous Australians); journals
of astronomer William Wales and First Lieutenant James
Burney (Voyages of Discovery); rare material from the Francis
Greenway collection (The Macquarie Era); Frank Hurley’s
dramatic photographs and the journal of the loss of the
Endurance (Hurley’s Antarctica); and over 60 Sydney theatre
scene photographs (Sydney Exposed).
the discover Collections program received an outstanding
accolade in august 2008 for its online initiative. a prestigious
australian Business arts Foundation (abaF) Marsh Partnering
award for nSW acknowledged the collaborative partnership
of Rio tinto and the Library. the online discover Collections
story Indigenous Australians showcases the Library’s extensive
collection of the historical records of the language, art and
culture of the aboriginal peoples of australia.
the Foundation is playing a key role in supporting the Library’s
strategic initiatives and this has been enhanced by the energy
and commitment of the Foundation Board members —
Elsa atkins, ian Smith and Regina Sutton — and members
of the Capital Campaign Committee — Paul Murnane (Chair),
Graham Bradley aM, Peter Crossing, Belinda Hutchinson aM,
Christine Liddy ao, Samantha Meers and Stephen Menzies.
i would especially like to thank Foundation staff Kay Payne
and Helen Clark for their ongoing dedication and support.
Many of you will be aware of our plans to reinvigorate the
Foundation under our new Executive director, Susan Hunt.
over the next year, we will be offering exciting new initiatives as
we move towards 2010 and will provide greater opportunities
to engage with our supporters. i look forward to the Foundation
building from strength to strength in the forthcoming year.
an exciting new project to digitise the Holtermann Collection’s
3,500 glass plate negatives is now well underway, with the
overwhelming support of more than 60 benefactors. a blog on
the State Library website charting the project’s progress has
attracted great interest.
From the nSW State Librarian
& Chief Executive
the continued support of our many and varied benefactors,
Friends, Custodians, Foundation members, Library Circle and
discover Collections partners is critical to the success of the
Library. the Foundation continues to support key projects
that have enabled us to increase access to the unique and
significant elements of our collection. i would like to express
my gratitude for your generosity and belief in the value of
our collection and the importance of sharing it and making it
accessible to anyone who visits us onsite or online.
to renew our vision for the Foundation, i am delighted to
announce the appointment of Susan Hunt as the Library’s
new Foundation Executive director. Susan brings a wealth
of experience to this role and has held a number of senior
management roles with the Historic Houses trust of nSW.
We are delighted that she has joined our institution as she
also brings with her a deep appreciation for and familiarity
with our collection.
our Fellowship Program continues to grow and strengthen.
it was significantly enhanced this year with the addition of the
david Scott Mitchell Fellowship and Merewether Scholarship,
and the Religion Church & Missions and Environment &
Conservation fellowships. these were supported during the
year through generous donations from Foundation benefactors.
next year we celebrate a landmark event for the State Library
of nSW: the centenary of the official opening of the Mitchell
Library in March 1910. this event is not only significant for the
Library, but for australia as a whole. one hundred years later,
david Scott Mitchell’s unsurpassed private gift to the people of
nSW has developed into an internationally renowned research
library. australia’s history is embedded within the State
Library’s unrivalled collection and, with your continued passion
and involvement, our collection will provide a legacy for future
generations as the Mitchell Library embarks on its second
century.
thank you.
Regina Sutton
nSW State Librarian & Chief Executive
the number of discover Collections partners has grown in
the past year. it is particularly encouraging to recognise the
increasing interest in funding the digitisation of critical and
significant areas of the collection. over the past year, more
than 60 benefactors have supported the digitisation of the
Holtermann Collection.
this year the Volunteer Program has been included in the State
Library Foundation. these 156 specially trained individuals
make an extraordinary contribution of time and expertise to the
Library. they are a key component of the Library’s involvement
with the community. their generosity and commitment is of
paramount importance to us and is highly valued by those who
use the Library and visit our exhibitions, and by members of
our staff who have the honour of working with them.
Fellowships and scholarships
the State Library’s Fellowship Program is an important
component of our services. the past year has been a period
of consolidation and review for the program after its rapid
expansion during the previous year. a review of the Fellowship
Program identified several areas for improvement, including
strengthening its financial base, exploring new promotional
opportunities and more effectively presenting fellows’ research
outcomes to clients and staff.
nelson Meers Foundation
Heritage Collection
the displays in the Nelson Meers Foundation Heritage
Collection have continued to attract a high level of interest
since the gallery was established in 2003. Highlights include
stamps from the internationally renowned HL White collection,
beautiful artists’ books and a display of the Library’s carbon
copy of a Schindler list. a total of 137,000 people visited
the Library’s galleries, including the Heritage Collection, in
2008/09. this represents an increase of 28% on 2007/08.
the david Scott Mitchell Fellowship and the Merewether
Scholarship — new perpetual scholarships — were awarded
for the first time in 2008. these fellowships were established
in March 2008 with the generous benefaction of the late John
Merewether, a longstanding friend and supporter of the Library.
these awards focus on the study of australian and nSW
history.
the inaugural david Scott Mitchell Fellow is Michael davis,
who is studying European representations of aboriginal culture
through the papers of curator and archaeologist Frederick
McCarthy. the inaugural Merewether Scholar, dr Peter tyler,
is investigating the social and cultural dimensions of the Royal
Society of nSW.
the CH Currey Memorial Fellowship, which has supported
historical research from original resources since 1975, was
this year won by dr Ruth Pullin, for research into the Library’s
collections of Eugene von Guerard sketchbooks.
the nancy Keesing Fellowship — established in 1993 through
the generosity of former Library Council President dr Mark
Hertzberg ao in honour of his late wife, the poet and writer
nancy Keesing — was this year won by dr Melanie Swalwell,
who is investigating the development of computer games
in the 1980s.
two Milt Luger fellows substantially completed their
fellowships. the aims and development of these fellowships
have been reviewed with Roslyn Mcdonald, who funds them in
memory of her late husband Milt Luger. it is hoped that more
tightly defined goals, milestones and outcomes will enhance
the value of these important fellowships, which are aimed at
emerging scholars under the age of 25.
Staff members and tom Keneally ao examine a Schindler list, now on display
in the Heritage Collection, which has generated global media exposure for
the Library
two single-year fellowships — the Religion, Church &
Missions Fellowship (supported by the Vincent Fairfax Family
Foundation) and the Environment & Conservation Fellowship
(supported by the Purves Environmental Fund) — progressed
this year. the Environment & Conservation Fellow, Emeritus
Jean Garling Bequest
Conservators perform a specialised treatment on papers from the King family collection
the Foundation continues to support the Jean Garling Bequest
project with funds made available from this bequest.
the Jean Garling Bequest allocation for preservation allows the
Library to undertake complex treatments of collection items in
addition to normal conservation work. in 2008/09 one highlight
was the conservation of Drawings Made by Syms Covington
on the Voyage of the Beagle, 1831–1836. Some of these pencil
and watercolour sketches were displayed in the Library’s
exhibition Charles Darwin Down Under, 1836 and others are
on loan for exhibition at other institutions.
a significant volume of the King family papers also received
conservation attention. this collection includes diagrams of
HMS Beagle which had been adhered between tissue paper,
obscuring the detailed drawings. a clay poultice was applied
to soften the adhesive, and the tissue was then delicately
removed (pictured).
this staff member also coordinated the very popular Rimini
antiphonal concerts and presented a paper to the international
association of Music Libraries entitled ‘Bringing the music of
the Rimini antiphonal to life at the State Library of nSW’.
another well-received event in this area was the celebration
of australian composer ann Carr-Boyd’s 70th birthday, with
an archival display from the Library’s extensive ann Carr-Boyd
collection. Following this event, a music manuscript by ann’s
father, norbert Wentzel, was transferred from the Sydney
Conservatorium of Music library to the State Library of nSW,
ensuring that the family archives are kept together.
also through the Jean Garling Bequest Performing arts
allocation, a music archivist acquires, processes and
catalogues performing arts collections for the Library. in the
past 18 months, the Library has acquired the Stuart Challender
collection (donation), further Ross Edwards papers (purchase),
Brandenburg Friends records (donation), pianist Enith Clarke’s
papers (purchase), singer George Mcneilly’s papers, and
several smaller music collections.
Holtermann Collection
the Foundation supports the Library Services division and
has sponsored the employment of the discover Collections
photographer in imaging Services and the Garling Conservator
in Collection Preservation & Storage. a newly appointed
digitisation officer has recently commenced, who brings to the
Library extensive knowledge and skills in digitisation of glass
plate negatives.
a highlight of this year has been the commencement of the
Holtermann Collection digitisation Project. With collaborative
support of more than 60 generous benefactors, the Foundation
has raised sufficient funds (over $127,000) to digitise the
Holtermann Collection’s 3,500 wet-plate glass negatives.
this internationally significant collection was commissioned
by Bernard otto Holtermann, a successful gold miner and
merchant. Between 1872 and 1875 he engaged the amercian
and australian Photographic Company to document towns
in nSW and Victoria to promote the colonies abroad.
these photographs provide an extraordinary record of the
development of Sydney and Melbourne in the latter half of
the 19th century and, in particular, the goldfield towns of nSW
and Victoria.
Work has begun on this collection with the proceeds from the
donations. a large format glass plate scanner has been purchased
through a generous donation from Graham Bradley aM and
Charlene Bradley. Rachel and Geoffrey o’Conor and Simon
and Catriona Mordant have also offered exceptional support
for this initiative.
Each negative will undergo preservation work, which includes
cleaning, conservation treatment and rehousing to protect
the fragile glass plates. a museum-quality crate will be
constructed to house the two largest glass plate negatives.
as the digital images are produced, they will be loaded into the
Library’s digital asset Management system and linked to the
catalogue records. the final step of this project is the discover
Collections website presentation of the collection. this will act
as a digital portal, providing curatorial interpretation for this
famous collection.
detail from Sophia and Esther Holtermann on the veranda of their house at
St Leonards[?], 1870–75, american & australasian Photographic Company,
wet plate negative, on 4 Box 38 no [1]
throughout this project a blog on the State Library website
is being used to communicate with our generous sponsors
and supporters, colleagues and the public. the blog provides
updates on the project’s progress and challenges, and
interesting facts that may be discovered along the way. it also
allows input from interested parties on the project and the
collection itself. the blog has already garnered an enthusiastic
following.
journals as well as letters and pictorial material, was made
available online for the first time. the launch event was well
attended and featured a reading from one of the First Fleet
journals by actor Jack thompson.
an addition to Religion, Church & Missions in Australia
(sponsored by the Vincent Fairfax Family Foundation) was
the story of the Sunday School movement’s beginnings in
australia. the story is told through the papers of Reverend
thomas Hassall, who established the first Sunday School
in Parramatta in 1813. in addition, several of our most
beautiful medieval illuminated manuscripts have been
added to Religion, Church & Missions, representing part
of the western religious tradition brought to australia with
European settlement.
Voyages of Discovery (sponsored by the Bruce & Joy Reid
Foundation) saw two additional stories during the year.
the journal of astronomer William Wales, who sailed with
Captain Cook on the Resolution, was digitised to tell the
story of his voyage and his contribution to the development
of accurate navigational techniques at sea. the dramatic
tale of the death of Captain James Cook was explored
through the journal of First Lieutenant James Burney and
published accounts.
Looking East — Darling Point & Beyond (sponsored by
Belinda Hutchinson aM & Roger Massy-Greene) now
showcases the stories of two eminent 19th century
darling Point families — the Morts and the Horderns
— and their architect-designed villas. Photographs and
architectural plans by Edmund Blacket and the firm of
after the successful launch of the online collection Eureka!
The Rush for Gold (sponsored by St Barbara) in May 2008,
additional research was undertaken on the social life of
gold prospectors and the lively forms of entertainment
on the goldfields and nearby towns. at a Friends event
in october we displayed portraits and posters relating
to the australian visit of entertainer Lola Montez, along
with photographs and artworks depicting public houses
on the goldfields of nSW and Victoria. these collection
items have been digitised and an additional story relating
to goldfield entertainments will be developed.
Sydney’s vibrant theatre scene from the late 19th to the
mid-20th century is explored through photographs added
to the Sydney Exposed online collection (sponsored by the
digitised for addition to the Library’s catalogue and around
60 were used in the online collection.
Curatorial talks
throughout the year, the Foundation conducted exclusive
viewings for Library supporters. these events are wonderful
occasions for the Library to showcase collection treasures
and display original material too fragile for general exhibition.
our curators and librarians have the opportunity to share their
expertise with enthusiastic Foundation supporters.
in 2008/09, these events covered a wide range of topics:
• the work of famous 16th and 17th century cartographers —
including ortelius, Mercator, Jansson and Blaeu — from the
Library’s extensive map collections
• behind-the-scenes tours of the highly successful exhibition
Bondi Jitterbug: George Caddy and his Camera and the
international premiere of Wisdom
• presentations on our Discover Collections online stories,
covering diverse subjects from the social life and
entertainment on the australian goldfields to botanical
illustrations from 16th century herbals
• talks on the Library’s rare European printed book
collections, with volumes on display such as Fox’s Book
of Martyrs (1563), Shakespeare’s First Folio (1623) and the
Kelmscott Chaucer (1896).
Volunteer Program
a volunteer interpreting the tasman Map
in 2009 the Volunteer Program has come under the auspices
of the Foundation. Proudly, we can report that our 156
volunteers supporting the program have contributed a record
number of 12,700 hours to the Library in 2008/09.
our volunteers are rich in experience, enthusiasm and
commitment, and are integral to the culture and the
development of the Library. Most are retired and continue to
contribute to the community with the benefit of knowledge
gained in their careers. as ambassadors for the Library,
they display enormous passion for the collection and great
dedication to their work.
Volunteer tasks are divided into two main categories:
front-of-house and behind-the-scenes. Front-of-house tasks
include tour guiding, exhibition hosting, Shakespeare Room
hosting, speaking to community groups, assisting with
hospitality at events, and supporting educational programs.
Behind-the-scenes tasks include transcribing letters, diaries
and oral history interviews, recording information relating to our
newly acquired aCP negatives collection, sorting ephemera,
checking data entry, tidying shelves, and various administrative
tasks. the transcription of 35 World War i diaries has been
completed by a particularly dedicated team working within the
Library’s original Materials branch.
in 2008 we conducted in-depth research with our volunteers
in order to understand their needs and expectations of the
Library, provide feedback on our services for volunteers,
and explore future possibilities for the Volunteer Program.
the research included a survey of all volunteers as well as
several focus groups.
the results of this survey provided the Library with our highest
ever satisfaction rating (96%). a mentoring program to enable
the transfer of skills from more experienced volunteers to those
new to the Volunteer Program was an important idea to come
out of the research.
trustees’ report
for the year ended 30 June 2009
the trustees present their report together with the financial statements of the State Library of new South Wales Foundation (the
Foundation) for the year ended 30 June 2009.
the trustees at any time during the financial year are listed below:
Rob thomas
Paul Murnane
Regina Sutton
Elsa atkin
ian Smith
Principal activities
the principal activities of the Foundation during the period were as follows:
(a) to assist the State Library of new South Wales (the Library) to gain, maintain, improve and develop its collection of literary and
historical treasures, library artefacts and materials now held or hereafter to be held by the Library;
(b) to attract and retain for the Library the continuing interest and financial support of the community at large;
(c) to attract and encourage donations, gifts, bequests, endowments, trusts and other forms of financial assistance to or for the
benefit of the Library;
(d) to raise finance for the acquisition and preservation of objects of historic, educational and/or social interest, collections and
artefacts, works of art of importance and which would be obtained and/or maintained by the Library within the terms of its
charter;
(e) to do all such things as are incidental or conducive to the attainment of the above objects or any of them or to the
preservation, development and improvement of the Library’s collections, facilities and operations;
(f) to maintain and support the work of the Friends of the Library who are recognised as a vital part of the Library’s operational
and fundraising efforts, and
(g) to oversee the coordination and activities of some 170 volunteers which were incorporated into the Foundation since the
beginning of the reporting period.
Review and result of operations
the result for the period amounted to a surplus of $135,000 (2008: surplus of $315,000) after accounting for a loss of $586,000
as a result of the revaluation of investments due to the impacts of the global financial crisis. notwithstanding this loss, the overall
value of the Foundation’s investments grew by $79,000. the Foundation continued to assist the Library by conducting various
fundraising activities and managing investments.
the Foundation continued with the Capital Campaign, which formally commenced in March 2004. the objectives of the campaign
continued as follows:
(a) attain $10,000,000 in funding to enable the vision of the Library’s new website and digitisation project to be realised;
(b) create an innovative and interactive website to provide electronic access of the Mitchell Library collection on a national and
international scale; and
(c) evaluate the creation of commercial revenue streams (for ‘value-added’ services) that will perpetuate a recurrent income
source.
the Library’s website and digitisation project is an initiative which aims to bring online and to the world the unique and diverse
collections of the Mitchell Library, australia, responding to the increasing demand for electronic access to content and the
exponentially growing online audience. it is a catalyst to repositioning the Library on a national and international scale and
reshaping the way in which it delivers its services across a variety of audiences in an ever-increasing online world. the campaign
revenue for the digitisation development project generated income of $549,000 during the period.
donations and sponsorships amounted to $569,000 (2008: $1,081,000). Bequests amounted to $70,000 (2008: $698,000).
in line with the objectives of the Foundation, it was resolved to contribute $721,000 to the Library for the year ended 30 June 2009
(2008: $2,073,000).
notes to the financial statements
for the year ended 30 June 2009
1. Summary of significant accounting policies
(a) Reporting entity
the State Library of new South Wales Foundation (the Foundation) is a controlled entity of the Library Council of new
South Wales (the Library). the Foundation was established on 26 June 1989, is a not-for-profit organisation and it has
no cash generating units. the reporting entity is consolidated as part of the nSW total State Sector accounts.
the Foundation’s trust deed provides for monetary support for the development of the australian cultural heritage
collections of the Library. the Foundation holds authority to fundraise CFn 14813 under the provisions of the Charitable
Fundraising Act, 1991.
the financial report for the year ended 30 June 2009 has been authorised for issue by the trustees on
5 august 2009.
(b) Basis of preparation
the Foundation’s financial report is a general purpose financial report which has been prepared in accordance with:
• the provisions of the Trust Deed of 26 June 1989;
• applicable Australian Accounting Standards including Australian Accounting Interpretations;
• the requirements of the Public Authorities (Financial Arrangements) Act 1987 and Regulation;
• the requirements of the Public Finance and Audit Act, 1983 and Regulation;
• Treasurer’s Circulars issued by NSW Treasury; and
• The requirements of the Charitable Fundraising Act, 1991
Property, plant and equipment and collection assets and financial assets “at fair value through profit or loss” are
measured at fair value. other financial report items are prepared on an accrual basis and prepared in accordance with
the historical cost convention.
Judgements, key assumptions and estimations that have been made by management are disclosed in the relevant
notes to the financial report.
amounts in the financial report are rounded to the nearest one thousand dollars and are expressed in australian
currency.
(c) Insurance
the Foundation’s insurance activities are included with the Library’s insurance coverage through the nSW treasury
Managed Fund Scheme of self insurance for Government agencies. the expense (premium) is determined by the fund
manager based on past experience.
(d) Accounting for the Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount of GSt, except that:
(i) the amount of GSt incurred by the Foundation as a purchaser that is not recoverable from the australian taxation
office is recognised as part of the cost of acquisition of an asset or as part of an item of expense; and
(ii) receivables and payables are stated with the amount of GSt included;
the net amount of GSt recoverable from the australian taxation office is included as a current asset in the Balance
Sheet.
Cash flows are included in the cash flow statement on a gross basis. However, the GSt components of cash flows
arising from investing and financing activities which is recoverable from, or payable to, the australian taxation office are
classified as operating cash flows.
(e) Personnel services expense
the Foundation does not employ staff but utilises the personnel services of the Library on an ongoing basis. the
personnel services expense is charged by the Library according to services performed. the Foundation has no
employee obligations under this arrangement.
State Library of New South Wales Foundation annual Report 2008/09

notes to the financial statements
for the year ended 30 June 2009
1. Summary of significant accounting policies (continued)
(f)
Income recognition
income is measured at the fair value of the consideration or contribution received or receivable. additional comments
regarding the accounting policies for the recognition of income are discussed below.
(i)
(ii)
(iii)
Grants and contributions
Grants and contributions, including donations and government grants, are generally recognised as income when
the Foundation obtains control over the assets comprising the grants and contributions. Control over grants and
contributions is normally obtained upon the receipt of cash.
Sale of goods
Revenue from the sale of goods is recognised as revenue when the Foundation transfers the significant risks and
rewards of ownership of the assets.
Rendering of services
Revenue is recognised when the service is provided or by reference to the stage of completion.
(iv) Investment income
interest revenue is recognised using the effective interest method as set out in AASB 139 Financial Instruments:
Recognition and Measurement. Rental revenue is recognised in accordance with AASB 117 Leases on a
straight-line basis over the lease term. Royalty revenue is recognised in accordance with AASB 118 Revenue on an
accrual basis in accordance with the substance of the relevant agreement. imputation tax credits on investment
income are recognised as revenue when the application for refund is approved by the australian taxation office.
dividend revenue is recognised in accordance with AASB 118 Revenue when the right to receive the revenue is
established.
g) Assets
(i) Acquisitions of assets
the cost method of accounting is used for the initial recording of all acquisitions of assets controlled by the
Foundation. Cost is the amount of cash or cash equivalents paid or the fair value of the other consideration given
to acquire the asset at the time of its acquisition or construction or, where applicable, the amount attributed to that
asset when initially recognised in accordance with the specific requirements of australian accounting Standards.
assets acquired at no cost, or for nominal consideration, are initially recognised as assets and revenues at their fair
value at the date of acquisition.
Fair value is the amount for which an asset could be exchanged between knowledgeable, willing parties in an arm’s
length transaction.
Where payment for an item is deferred beyond normal credit terms, its cost is the cash price equivalent, i.e., the
deferred payment amount is effectively discounted at an asset specific rate.
(ii)
(iii)
Capitalisation thresholds
Property, plant and equipment and intangible assets costing $5,000 and above individually, or forming part of a
network costing more than $5,000, are capitalised.
Property, plant and equipment
the Foundation currently owns no property, plant and equipment. accordingly, no disclosures have been provided
for revaluation of property, plant and equipment, for impairment of assets, for assets not able to be reliably
measured, for depreciation of property, plant and equipment, for major inspection costs, for restoration costs, for
maintenance, for leased assets and for investment properties.
(iv) Intangible assets
the Foundation recognises intangible assets only if it is probable that future economic benefits will flow and the
cost of the asset can be measured reliably. intangible assets are measured initially at cost. Where an asset is
acquired at no or nominal cost, the cost is its fair value at the date of acquisition.
notes to the financial statements
for the year ended 30 June 2009
1. Summary of significant accounting policies (continued)
(v)
Trade and other receivables
trade and other receivables are non derivative financial assets with fixed or determinable payments that are not
quoted in an active market. these assets are recognised initially at fair value, usually based on the transaction cost
or face value. Subsequent measurement is at amortised cost using the effective interest method, less an allowance
for any impairment of receivables. any changes are accounted for in the income Statement when impaired,
derecognised or through the amortisation process.
Short term receivables with no stated interest rate are measured at the original invoice value where the effect of
discounting is immaterial.
(vi) Inventories
the Foundation holds no inventories.
(vii) Investments
investments are initially recognised at fair value and, in the case of investments not at fair value through profit
or loss, plus transaction costs. the Foundation determines the classification of its financial assets after initial
recognition and, when allowed and appropriate, re-evaluates this at each financial year end.
the Foundation subsequently measures investments designated upon initial recognition “at fair value through profit
or loss” at fair value. the Hour-Glass investment Facilities are designated at fair value through profit or loss using
the second part of the fair value option i.e., these financial assets are managed and their performance is evaluated
on a fair value basis, in accordance with a documented risk management strategy, and information about these
assets is provided internally on that basis to the Foundation trustees and the Library’s key management personnel.
(viii) Investments in associates
investments in associates are accounted for using the equity method after initially being recognised at cost. under
this method, the Foundation’s share of its associate’s post acquisition profits or losses is recognised in the income
Statement. during the year, the 2007 audited value of the investment in Max dupain & associates Pty. Ltd., was
reduced by $32,000 to remove the GSt component from the valuation of the underlying asset (refer note 6).
(ix) Impairment of financial assets
all financial assets, except for those measured at fair value through profit or loss, are subject to an annual review
for impairment. the Foundation’s only financial assets are valued at fair value through profit or loss and, as a result,
do not require an annual review.
(h) Liabilities
(i) Trade and other payables
trade and other payables represent liabilities for goods and services provided to the Foundation. these liabilities
are recognised initially at fair value, usually based on the transaction cost or face value. Subsequent measurement
is at amortised cost using the effective interest method. Short term payables with no stated interest rate are
measured at original invoice amount where the effect of discounting is immaterial.
(ii)
(iii)
Borrowings
the Foundation has no borrowings nor the capacity to borrow.
Personnel services expense and other payables.
the Foundation does not employ staff nor does it have the capacity to employ staff. the Foundation utilises the
personnel services of the Library on an ongoing basis. the personnel services expense is charged by the Library
according to services performed. the Foundation has no employee obligations under this arrangement.
16. Financial instruments and risk management
The Foundation's main risks arising from financial instruments are outlined below together with the Foundation's policies for
managing risk.
(a) Market risk
Market risk is the risk that the fair value or future cash flows of a financial instrument will fluctuate because of changes in
market prices. The Foundation's exposure to market risk is minimal as it has no borrowings.
notes to the financial statements
for the year ended 30 June 2009
16. Financial instruments and risk management (continued)
(b) Price risk
The Foundation is exposed to equity securities price risk arising from its investments in financial instruments at fair value
through profit or loss. These investments are placed with NSW Treasury Corporation (TCorp). The Foundation's investment
policies are supported by TCorp's risk management policies and processes.
(c) Credit risk
Credit risk is the risk of financial loss arising from another party to a contract or financial position
failing to discharge thereunder. The Foundation's maximum exposure to credit risk is represented by the carrying amounts of
the financial assets and liabilities included in the Balance Sheet.
(d) Liquidity risk
Liquidity risk is the risk that the Foundation will not be able to meet its payment obligations when they fall due. The
Foundation continually manages this risk through monitoring its cash flows and maintaining sufficient cash and cash
equivalents to meet projected outgoings. The Foundation's exposure to liquidity risk is considered insignificant based on the
data from prior periods and the current assessment of risk.
(e) Sensitivity analysis
The following table summarises the sensitivity of the Foundation's financial instrument's risks.
