<str<strong>on</strong>g>The</str<strong>on</strong>g> strategy and plan of acti<strong>on</strong> to realize the visi<strong>on</strong> are to be formulated, adopted and<br />

disseminated to all stakeholders, so that everybody is committed to c<strong>on</strong>serving <strong>water</strong><br />

resources and their ecosystems. Water is everybody’s business. <str<strong>on</strong>g>The</str<strong>on</strong>g> seven strategic steps<br />

identified and recommended by the nati<strong>on</strong>al c<strong>on</strong>sultati<strong>on</strong> workshop for implementati<strong>on</strong> are as<br />

follows:<br />

(1) Endorsement and acceptance of the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong> by all stakeholders.<br />

(2) Establishment of river-basin organizati<strong>on</strong>s.<br />

(3) Establishment of a mechanism for coordinati<strong>on</strong> and m<strong>on</strong>itoring.<br />

(4) Sensitizing and facilitating the involvement of NGOs in implementing the framework for<br />

acti<strong>on</strong>.<br />

(5) Enhancement of public awareness of the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong>.<br />

(6) Establishment of a mechanism for participatory management of stakeholders in all<br />

subsectors.<br />

(7) Maintaining and regularizing dialogue am<strong>on</strong>g the key partners of the nati<strong>on</strong>al <strong>water</strong><br />

visi<strong>on</strong>.<br />

• Philippines<br />

In order to achieve the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong>, a framework of acti<strong>on</strong> would include the<br />

following:<br />

• Managing <strong>water</strong> resources efficiently and effectively by (a) creating an envir<strong>on</strong>ment for<br />

sector agencies enabling them to perform legislati<strong>on</strong>, regulati<strong>on</strong>, resource mobilizati<strong>on</strong> and<br />

investment generati<strong>on</strong>, (b) eliminating or significantly reducing wastage (pricing,<br />

reducti<strong>on</strong> of n<strong>on</strong>-revenue <strong>water</strong>, educati<strong>on</strong>, research and development), and protecting<br />

aqueducts and supply lines;<br />

• Expediting socially resp<strong>on</strong>sive private sector participati<strong>on</strong> and enhancing public-private<br />

partnerships;<br />

• Moving towards integrated river basin management by increasing the number of river<br />

basin authorities from 2 to 18 by the year 2025, and protecting <strong>water</strong> resources and<br />

integrated <strong>water</strong>shed management;<br />

• Advocating political decisi<strong>on</strong>s and political support to implement the visi<strong>on</strong>;<br />

• Mobilizing and instituti<strong>on</strong>alizing broad partnerships between government and n<strong>on</strong>government<br />

organizati<strong>on</strong>s, people’s organizati<strong>on</strong>s, private sector and academic bodies, etc,<br />

to put the visi<strong>on</strong> into acti<strong>on</strong> and m<strong>on</strong>itor performance with a view to develop a str<strong>on</strong>g<br />

gender-sensitive <strong>water</strong> culture at all levels;<br />

• Moving towards adequate and affordable <strong>water</strong>, sanitati<strong>on</strong>, sewerage services favouring<br />

the poor and marginalized sectors of society;<br />

• Putting in place a m<strong>on</strong>itoring and evaluati<strong>on</strong> system with a view to improve performance<br />

and accountability; and<br />

• Recognizing the overwhelming need to create a government authority resp<strong>on</strong>sible for<br />

policy formulati<strong>on</strong> and law enforcement.<br />

A four-year plan of acti<strong>on</strong> was drawn up to implement the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong>. For a start, a<br />

press c<strong>on</strong>ference will be held by NWRB to drum up interest in the Philippine <strong>water</strong> visi<strong>on</strong>,<br />

and the legislators behind the Clean Water Act will be invited to participate. Bills <strong>on</strong> <strong>water</strong><br />

pending in C<strong>on</strong>gress will be reviewed with a view to integrate them into a single bill.<br />

Simultaneous with the press c<strong>on</strong>ference, ground working with politicians and executives will<br />
