V. POLICIES, STRATEGY AND ACTIONS<br />

This secti<strong>on</strong> examines the steps taken to ensure that visi<strong>on</strong> definiti<strong>on</strong> leads to acti<strong>on</strong>. A brainstorming<br />

workshop * entitled ‘<strong>From</strong> visi<strong>on</strong> to strategic plan and nati<strong>on</strong>al policy’ was organized <strong>on</strong> 3 March<br />

2000. In this workshop, nati<strong>on</strong>al policies, corresp<strong>on</strong>ding strategic guidelines and acti<strong>on</strong>s were<br />

formulated (Subsecti<strong>on</strong> 1). <str<strong>on</strong>g>The</str<strong>on</strong>g>se and the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong> as defined in Secti<strong>on</strong> IV were<br />

presented to the roundtable meeting held <strong>on</strong> 19-20 June 2000 (Subsecti<strong>on</strong> 2; the programme of the<br />

meeting is attached as Appendix 2). To legitimize and implement these policies, they were presented<br />

to NWRC, which adopted them with minor modificati<strong>on</strong>s in its 20 July 2000 meeting. Details of the<br />

endorsed policies are in Subsecti<strong>on</strong> 3.<br />

1. Proposed policies<br />

Results of the brainstorming workshop are summarized and presented in Appendix 1.<br />

2. <str<strong>on</strong>g>The</str<strong>on</strong>g> roundtable meeting<br />

Accepting the proposed visi<strong>on</strong>, strategy, policies and acti<strong>on</strong>s, the roundtable meeting focused <strong>on</strong> what<br />

was required to start fulfilling the visi<strong>on</strong> and <strong>on</strong> the details of some important <strong>water</strong> subsectors. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

outcome of the meeting came under the five following headings:<br />

1. Implementati<strong>on</strong> of the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong><br />

2. Water for the people: <strong>water</strong> supply, sanitati<strong>on</strong> and health<br />

3. Water visi<strong>on</strong> for agriculture and rural development<br />

4. Water management in the Chao Phraya river basin<br />

5. Thrust of <strong>water</strong> management in the Ninth Nati<strong>on</strong>al Plan<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> first four were formulated in corresp<strong>on</strong>ding working group discussi<strong>on</strong>s, the fifth during the final<br />

sessi<strong>on</strong> of the meeting.<br />

2.1 Implementati<strong>on</strong> of the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong><br />

Implementati<strong>on</strong> was c<strong>on</strong>sidered to c<strong>on</strong>sist of five comp<strong>on</strong>ents:<br />

1. Acceptance of the visi<strong>on</strong>: ONWRC is resp<strong>on</strong>sible for<br />

a) Cabinet or ministerial endorsement and acceptance;<br />

b) Campaign through the mass media;<br />

c) Organizati<strong>on</strong> of an NGO forum; and<br />

d) Incorporati<strong>on</strong> of the visi<strong>on</strong> into the Ninth Nati<strong>on</strong>al Plan.<br />

2. M<strong>on</strong>itoring of the progress towards the visi<strong>on</strong>: ONWRC is to do the m<strong>on</strong>itoring <strong>on</strong> behalf of<br />

NWRC through the river basin committees and the c<strong>on</strong>cerned line agencies. To achieve this<br />

will require:<br />

a) Capacity building for ONWRC and river basin committees.<br />

b) An effective <strong>water</strong> law.<br />
