d. Problems addressed and needs identified<br />

As recommended in the Ministerial Declarati<strong>on</strong> at the Sec<strong>on</strong>d World Water Forum, the Secretary<br />

General of the United Nati<strong>on</strong>s called <strong>on</strong> governments to make efforts to reach the various targets<br />

identified, particularly the reducti<strong>on</strong> of the number of people who do not have access to safe <strong>water</strong><br />

supply and sanitati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> forum also enjoined the UN system to re-assess periodically the state<br />

of fresh<strong>water</strong> resources and related ecosystems, to assist countries, where appropriate, to develop<br />

systems to measure progress towards the realizati<strong>on</strong> of targets and to report in the biennial World<br />

Water Development Report as part of the overall m<strong>on</strong>itoring of Agenda 21. In this c<strong>on</strong>necti<strong>on</strong>, the<br />

General Assembly at its Nineteenth Special Sessi<strong>on</strong> in June 1997 called for a strategic approach<br />

for the implementati<strong>on</strong> of all aspects of the sustainable use of fresh <strong>water</strong> for social and ec<strong>on</strong>omic<br />

purposes. It is therefore necessary to develop and implement a collaborative regi<strong>on</strong>al strategic<br />

acti<strong>on</strong> programme <strong>on</strong> <strong>water</strong> resources development and management to support efforts of<br />

developing countries to address regi<strong>on</strong>al ec<strong>on</strong>omic and social priorities, in particular poverty<br />

alleviati<strong>on</strong>, food security and envir<strong>on</strong>mental protecti<strong>on</strong>.<br />

e. Project implementati<strong>on</strong> strategy<br />

In order to achieve a good integrated perspective of <strong>water</strong> resources management in the regi<strong>on</strong>, it<br />

is necessary to involve not <strong>on</strong>ly the member countries, but also key United Nati<strong>on</strong>s agencies,<br />

NGOs and the private sector. This strategy is expected to build <strong>on</strong> the achievements of the <str<strong>on</strong>g>pilot</str<strong>on</strong>g><br />

<str<strong>on</strong>g>project</str<strong>on</strong>g> initiated by <str<strong>on</strong>g>ESCAP</str<strong>on</strong>g> and <str<strong>on</strong>g>FAO</str<strong>on</strong>g> <strong>on</strong> the formulati<strong>on</strong> of nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g>se<br />

c<strong>on</strong>certed efforts will be developed and coordinated through the adopti<strong>on</strong> and development of an<br />

integrated c<strong>on</strong>ceptual approach by key partners and a detailed programme of implementati<strong>on</strong>.<br />

With such a c<strong>on</strong>ceptual approach and detailed programme, the <str<strong>on</strong>g>project</str<strong>on</strong>g> will have sufficient<br />

flexibility in management while facilitating coordinati<strong>on</strong> of efforts. Furthermore, the <str<strong>on</strong>g>project</str<strong>on</strong>g> also<br />

aims to develop a comm<strong>on</strong> method of strategic planning and management am<strong>on</strong>g the sectors<br />

regi<strong>on</strong>-wide and promote cooperati<strong>on</strong> am<strong>on</strong>g a selected group of <strong>water</strong> resources planners and<br />

experts in relevant fields to form the core of a regi<strong>on</strong>al network to carry <strong>on</strong> the process bey<strong>on</strong>d the<br />

Third World Water Forum.<br />

f. Output<br />

• Reports <strong>on</strong> the status and achievements in the various aspects of <strong>water</strong> resources<br />

management for ec<strong>on</strong>omic and social development in the regi<strong>on</strong> and identificati<strong>on</strong> of<br />

related priority needs in the regi<strong>on</strong>.<br />

• C<strong>on</strong>solidated report <strong>on</strong> integrated regi<strong>on</strong>al perspective of <strong>water</strong> resources development<br />

and management.<br />

• Strategic acti<strong>on</strong> programme for collaborati<strong>on</strong> towards ensuring sustainable management<br />

of <strong>water</strong> resources in the regi<strong>on</strong>.<br />

• C<strong>on</strong>solidated recommendati<strong>on</strong> <strong>on</strong> the strategy and policies in <strong>water</strong> resources management<br />

for submissi<strong>on</strong> to the Third World Water Forum.<br />

• A core group of officials trained in the latest methodologies and practices in <strong>water</strong><br />

resources planning and management.<br />

g. Target beneficiaries: Governments, training instituti<strong>on</strong>s, financing instituti<strong>on</strong>s and the private<br />

sector in developing countries and internati<strong>on</strong>al agencies working in <strong>water</strong> resources. <str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>project</str<strong>on</strong>g><br />

publicati<strong>on</strong>s are expected to be of use to the ACC Subcommittee <strong>on</strong> Water Resources and CSD.<br />
