3. Water for agriculture and aquaculture<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> priority acti<strong>on</strong>s for this sector are geared towards pursuing the rehabilitati<strong>on</strong> of existing irrigati<strong>on</strong><br />

systems, reviewing the irrigati<strong>on</strong> pricing policies and intensifying the collecti<strong>on</strong> of irrigati<strong>on</strong> service<br />

fees as well as promoting modern <strong>water</strong> c<strong>on</strong>servati<strong>on</strong> technology.<br />

A source of funding for these programmes could be government subsidies, though whether they<br />

would really help the irrigati<strong>on</strong> sector is in doubt. <str<strong>on</strong>g>The</str<strong>on</strong>g> fact is, irrigati<strong>on</strong> is essential to food security<br />

and food security will be paramount in coming decades because the exportable surplus of rice is<br />

declining worldwide. Besides, the irrigati<strong>on</strong> sector in its current form cannot sustain itself financially<br />

because a) irrigati<strong>on</strong> fees at present preclude self-financing irrigati<strong>on</strong> systems and b) the irrigati<strong>on</strong> fee<br />

collecti<strong>on</strong> efficiency – of 30 percent in Central Luz<strong>on</strong> and 90 percent in Mindanao – cannot sustain<br />

even Nati<strong>on</strong>al Irrigati<strong>on</strong> Administrati<strong>on</strong> operati<strong>on</strong>s.<br />

With this scenario, there have to be programmes to ultimately turn over the system to farmer<br />

organizati<strong>on</strong>s, so that later <strong>on</strong> NIA is not saddled with the provisi<strong>on</strong> of excessive subsidies to farmers.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> following are alternatives for sustaining irrigati<strong>on</strong> in the country:<br />

1. Subsidy<br />

a) Subsidize NIA.<br />

b) Find funds for irrigati<strong>on</strong> from other sources (local government units).<br />

2. No subsidy<br />

a) Divest irrigati<strong>on</strong> systems to <strong>water</strong> users’ associati<strong>on</strong>s.<br />

3. Gradual phasing from 1 to 2<br />

a) Decreasing subsidy.<br />

b) Subsidy shall include periodic rehabilitati<strong>on</strong> works, depending <strong>on</strong> the viability of <strong>water</strong><br />

users’ associati<strong>on</strong>s.<br />

4. Other measures<br />

a) Rollback irrigati<strong>on</strong> support funds to ‘pre-Estrada’ levels.<br />

b) Promote decentralized small-scale irrigati<strong>on</strong> techniques that would also use resources.<br />

c) Reduce graft and corrupti<strong>on</strong>, which account for 20 to 70 percent of government<br />

infrastructure costs.<br />

4. River basin management<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> priority programme is the establishment of 16 river basin organizati<strong>on</strong>s within the next five years.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> operati<strong>on</strong>al plan includes the development of public awareness and c<strong>on</strong>sultati<strong>on</strong> campaigns,<br />

establishment of a database and form-m<strong>on</strong>itoring system and the formulati<strong>on</strong> of a comprehensive or<br />

indicative master plan.<br />

5. Water quality, envir<strong>on</strong>ment and <strong>water</strong>-related disasters<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> thrust of the strategic acti<strong>on</strong> plan in this sector is directed towards the following:<br />

1. Water quality<br />

a) Providing adequate treatment and m<strong>on</strong>itoring facilities.<br />

b) Strictly penalizing illegal users.<br />
