VI. CONCLUSIONS<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> effective implementati<strong>on</strong> of integrated <strong>water</strong> resources management (IWRM) will c<strong>on</strong>tribute to<br />

the realizati<strong>on</strong> of the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong> in 2025. Reform and initiatives are needed to provide an<br />

adequate and enabling envir<strong>on</strong>ment for this purpose. <str<strong>on</strong>g>The</str<strong>on</strong>g>y include:<br />

• An IWRM awareness-raising campaign in political and technical circles and am<strong>on</strong>g the public to<br />

gain active support at all levels.<br />

• Reform of the instituti<strong>on</strong>al framework for the integrated planning and regulati<strong>on</strong> of <strong>water</strong><br />

resources, the <strong>water</strong> rights system and envir<strong>on</strong>mental issues (through legislati<strong>on</strong>).<br />

• Strict implementati<strong>on</strong> and enforcement of laws and policies and streamlining of the bureaucracy<br />

(through executive orders).<br />

• Improvement of data and informati<strong>on</strong>, including a review and rehabilitati<strong>on</strong> of the data collecti<strong>on</strong><br />

network for surface <strong>water</strong>, ground<strong>water</strong> and <strong>water</strong> quality.<br />

• Enhanced transfer of knowledge and informati<strong>on</strong> based <strong>on</strong> global experiences and best practices<br />

<strong>on</strong> all aspects of IWRM – policy, law, management procedures, etc.<br />

• Capacity building for both professi<strong>on</strong>als and instituti<strong>on</strong>s.<br />

• Research and development to develop and disseminate knowledge, methods and tools to facilitate<br />

comprehensi<strong>on</strong> of the complex <strong>water</strong> system, forecast its l<strong>on</strong>g-term dynamics and compare the<br />

impact of various policies and management approaches with the instituti<strong>on</strong>al framework.<br />

Many different visi<strong>on</strong>s can be described. Without some positive visi<strong>on</strong>, without some thought about<br />

what truly sustainable <strong>water</strong> use means, Malaysia risks c<strong>on</strong>tinuing <strong>on</strong> a path that will take her further<br />

and further in the wr<strong>on</strong>g directi<strong>on</strong>. Whether we succeed in ensuring that the future we want is the<br />

future we get will depend almost entirely <strong>on</strong> whether large numbers of people, <strong>water</strong> experts,<br />

specialists in other fields, policymakers and stakeholders generally, are c<strong>on</strong>vinced it is the future we<br />

need. <str<strong>on</strong>g>The</str<strong>on</strong>g> way forward to realize the nati<strong>on</strong>al <strong>water</strong> visi<strong>on</strong> is to establish associated programmes in<br />

the Eighth Malaysian Plan and the Third Outline Perspective Plan. Water is everybody’s business and<br />

we should endeavour to make every drop count.<br />
