6) Legal framework: to support the implementati<strong>on</strong> of the above strategies, such as the<br />
comprehensive new <strong>water</strong> law and the legislati<strong>on</strong> for the introducti<strong>on</strong> of discharge<br />
licenses.<br />
(b) Important comp<strong>on</strong>ents of the <strong>on</strong>going <strong>water</strong> resources strengthening programme<br />
Apart from the achievements in the development of a nati<strong>on</strong>al <strong>water</strong> policy already menti<strong>on</strong>ed,<br />
the <strong>on</strong>going <strong>water</strong> resources-strengthening programme is expected to achieve other important<br />
results through the implementati<strong>on</strong> of the following comp<strong>on</strong>ents:<br />
• A <str<strong>on</strong>g>pilot</str<strong>on</strong>g> <str<strong>on</strong>g>project</str<strong>on</strong>g> to organize river basin committees in the sub-basins of the Chao Phraya,<br />
which include the Upper Ping, Lower Ping and Pasak river basins.<br />
• A study <strong>on</strong> the establishment of the Chao Phraya Basin Organizati<strong>on</strong>, to take into<br />
c<strong>on</strong>siderati<strong>on</strong> the improvement of the <strong>water</strong> sector capacity.<br />
• A study <strong>on</strong> the right-based allocati<strong>on</strong> of <strong>water</strong>, to address some aspects of the c<strong>on</strong>cept of<br />
basin-based management, such as implementati<strong>on</strong> policies and a <str<strong>on</strong>g>pilot</str<strong>on</strong>g> programme for this<br />
approach.<br />
• River basin management: to formulate a river basin management system in three areas: the<br />
Ping River in the North, the Mun River in the Northeast and Kl<strong>on</strong>g Thatapao in the South,<br />
including a review of the available informati<strong>on</strong> and data for <strong>water</strong> resources management<br />
and <strong>water</strong>shed protecti<strong>on</strong>.<br />
• <str<strong>on</strong>g>The</str<strong>on</strong>g> Thailand Integrated Water Resources Management System, which aims to promote<br />
research work and activities <strong>on</strong> <strong>water</strong> resources management.<br />
• Modernizati<strong>on</strong> of the irrigati<strong>on</strong> system, to study the c<strong>on</strong>junctive use of surface and<br />
ground<strong>water</strong>, cost recovery in irrigati<strong>on</strong> <str<strong>on</strong>g>project</str<strong>on</strong>g>s, and to promote people’s participati<strong>on</strong> in<br />
irrigati<strong>on</strong> management, and the privatisati<strong>on</strong> of irrigati<strong>on</strong>.<br />
It may be important to note the active collaborati<strong>on</strong> of many agencies and internati<strong>on</strong>al<br />
organizati<strong>on</strong>s, including <str<strong>on</strong>g>ESCAP</str<strong>on</strong>g> and <str<strong>on</strong>g>FAO</str<strong>on</strong>g>, in the implementati<strong>on</strong> of the comp<strong>on</strong>ents funded<br />
by the Asian Development Bank.<br />
(c) Directi<strong>on</strong> of <strong>water</strong> resources management in the Ninth Nati<strong>on</strong>al Plan (2002-06)<br />
It was pointed out during the implementati<strong>on</strong> of <str<strong>on</strong>g>project</str<strong>on</strong>g>s <strong>on</strong> <strong>water</strong> resources management that<br />
the Ninth Nati<strong>on</strong>al Plan would focus mainly <strong>on</strong> (1) balanced development, (2) quality of<br />
development and (3) strengthening of the nati<strong>on</strong>al development foundati<strong>on</strong>. In this c<strong>on</strong>necti<strong>on</strong>,<br />
incorporati<strong>on</strong> of <strong>water</strong> resources policies in the Ninth Nati<strong>on</strong>al Plan would aim to achieve<br />
strategic results at the end of the plan <strong>on</strong> c<strong>on</strong>servati<strong>on</strong> and rehabilitati<strong>on</strong> of <strong>water</strong> resources<br />
and the establishment of management plans for the sustainable use of <strong>water</strong> resources and<br />
optimum efficiency and effectiveness. This would involve (1) establishment of mechanisms<br />
for the effective management of <strong>water</strong> resources at nati<strong>on</strong>al, basin and local levels, (2)<br />
completi<strong>on</strong> of the management plan, which includes a crisis management plan, (3) definiti<strong>on</strong><br />
of a social code and <strong>water</strong> laws for assessment and public participati<strong>on</strong>, (4) instituti<strong>on</strong>al<br />
reforms and (5) capacity building.<br />
In tandem with the strategic incorporati<strong>on</strong> of <strong>water</strong> resources management issues in the Ninth<br />
Nati<strong>on</strong>al Plan, efforts are made to vigorously implement the programme <strong>on</strong> decentralizati<strong>on</strong> of<br />
<strong>water</strong> resources management as stipulated in the new C<strong>on</strong>stituti<strong>on</strong>. According to Senator<br />
