TANGIPAHOA PARISH SCHOOL BOARD PROCEEDINGS<br />

SEPTEMBER <strong>20</strong>, <strong>20</strong>11<br />

The <strong>Tangipahoa</strong> <strong>Parish</strong> School Board met in regular session <strong>Tuesday</strong>,<br />

<strong>September</strong> <strong>20</strong>, <strong>20</strong>11 at 6:00 p.m. in the Central Office Board room, 59656 Puleston<br />

Road, Amite, Louisiana, with President Rose Dominguez presiding.<br />

MEMBERS PRESENTS: Ann Smith, Gail Pittman-McDaniel, Andy Anderson,<br />

Al Link, Brett Duncan, Chris Cohea, Eric Dangerfield<br />

and Sandra Bailey-Simmons<br />

MEMBERS ABSENT:<br />

None<br />

Mikala Mount and Francis Scott, students from Midway Elementary School, led<br />

the Pledge of Allegiance. Midway Elementary School 2 nd grade students sang “My<br />

Country Tis of Thee,” “The Constitution is the Law,” and “Yankee Doodle Dandy.”<br />

It was moved by Mr. Anderson, seconded by Ms. McDaniel, to approve the<br />

Board minutes of <strong>September</strong> 6, <strong>20</strong>11 as distributed. Hearing no objection, the motion<br />

was adopted.<br />

Superintendent Mark Kolwe, Chief Academic Officer Melissa Stilley, and<br />

President Dominguez recognized and presented plaques to the following <strong>20</strong>11<br />

Leadership Academy Graduates.<br />

It was moved by Mr. Link, seconded by Ms. Bailey-Simmons, to approve the<br />

Personnel Committee Report contained on the agenda. Following is the reports as<br />

It was moved by Mr. Link, seconded by Mr. Dangerfield, to approve the Finance<br />

Committee Report contained on the agenda. Ms. Bailey-Simmons objected to Item<br />

#2.<br />

After discussing this matter, Mr. Link withdrew his motion.<br />

It was moved by Mr. Link, seconded by Mr. Dangerfield to approve Item #1 of<br />

the Finance Committee Report of <strong>September</strong> 6, <strong>20</strong>11. Hearing no objection, the<br />

motion was adopted. Following is the item as approved:<br />

FINANCE COMMITTEE, ITEM 1 – SEPTEMBER 6, <strong>20</strong>11:<br />

1. It was moved by Ms. Cohea, seconded by Ms. Dominguez, to approve the<br />

Accounts Payable/Check Register dated July 16, <strong>20</strong>11 through August 15, <strong>20</strong>11<br />

in the amount of $9,919,979.52. Hearing no objection, the motion was adopted.<br />

It was moved by Mr. Dangerfield, seconded by Ms. Cohea, to approve Item #2 of<br />

the Finance Committee Report of <strong>September</strong> 6, <strong>20</strong>11. Mr. Duncan objected. The<br />

motion passed as evidenced by the following roll call vote:<br />

FINANCE COMMITTEE, ITEM 2 – SEPTEMBER 6, <strong>20</strong>11:<br />

2. It was moved by Mr. Duncan to table the elimination of the <strong>20</strong>11-12 Perfect<br />

Attendance Incentive Program. The motion died for lack of a second.<br />

It was moved by Ms. Dominguez, seconded by Ms. Cohea, to eliminate the<br />

<strong>20</strong>11-12 Perfect Attendance Incentive Program in light of the anticipated budget<br />

deficit. Mr. Duncan objected. The motion passed as evidenced by the following<br />

roll call vote:<br />

YEAS (3): Eric Dangerfield, Rose Dominguez and Chris Cohea<br />

NAYS (1): Brett Duncan<br />

ABSENT (0): None<br />

Superintendent Kolwe presented a video spotlight on the Hammond Westside<br />

Elementary Montessori and Independence Middle Magnet <strong>Schools</strong>.<br />

There was no Public Input.<br />

In personal privilege, Ms. Dominguez wished Ms. McDaniel a “Happy Birthday.”<br />

In personal privilege, Ms. Smith stated that she was visited several schools and<br />

the atmosphere is very different and the students stated that they are having fun. She<br />

thanked the administration and schools for all their hard work. She also recognized<br />

Ms. Jenita Knighten, a Kentwood High School senior, who is working on her Senior<br />

Project as she shadows Ms. Smith in her goal to be a future School Board member.<br />

In personal privilege, Mr. Link stated he attended the Arts and Music Fundraiser<br />

at the Lion’s Club in Ponchatoula and was very pleased to see many School System<br />

administrators and teachers supporting this cause.<br />

In personal privilege, Mr. Anderson stated that according to the Department of<br />

Labor statistics, the job outlook is very grim. He reported shortages will be in the<br />

medical profession, but that the School System is aligned with this in offering<br />

vocationally oriented curriculum in the high schools.<br />

In personal privilege, Mr. Duncan stated he was pleased to be invited to the All<br />

Pro Dad’s meeting at Hammond Eastside School. He thanked Mr. Lionel Jackson,<br />

Assistant Superintendent, and school staff for all their hard work on this event. He<br />

stated that he is excited about having dads more involved in the school.<br />

In personal privilege, Ms. McDaniel stated that she attended Open House at all<br />

District B schools and was pleased with the very good start of each school’s year and<br />

is looking forward to the All Pro Dad’s meeting coming to the north end of the parish.<br />

It was moved by Mr. Anderson, seconded by Ms. Bailey-Simmons, to enter into<br />

Executive Session to discuss the case of Joyce M. Moore vs. TPSB. Hearing no<br />

objection, the motion was adopted.<br />

The Board entered Executive Session.<br />

The Board returned to Open Session.<br />

It was moved by Mr. Link, seconded by Mr. Anderson, to accept the counsel’s<br />

recommendation to file a motion for the Criteria for Interactions between the Chief<br />

Desegregation Implementation Officer and the School Board and School System<br />

Employees in the case of Joyce M. Moore vs. TPSB. Hearing no objection, the motion<br />

was adopted.<br />

It was moved by Mr. Anderson, seconded by Mr. Duncan, to adjourn the<br />

meeting. Hearing no objection, the meeting was adjourned. (7:14 p.m.)<br />
