TANGIPAHOA PARISH SCHOOL BOARD PROCEEDINGS<br />
MARCH <strong>19</strong>, <strong>2013</strong><br />
The <strong>Tangipahoa</strong> <strong>Parish</strong> School Board met in regular session <strong>Tuesday</strong>, <strong>March</strong><br />
<strong>19</strong>, <strong>2013</strong> at 6:00 p.m. in the Central Office Board room, 59656 Puleston Road, Amite,<br />
Louisiana, with President Chris Cohea presiding.<br />
MEMBERS PRESENTS: Ann Smith, Gail Pittman-McDaniel, Andy Anderson,<br />
Al Link, Brett Duncan, Eric Dangerfield, Rose<br />
Dominguez and Sandra Bailey-Simmons<br />
MEMBERS ABSENT:<br />
None<br />
Trey Inbornone, a student of Loranger High School led the Pledge of<br />
Allegiance. The Loranger High School Chorus sang the “Star-Spangled Banner” and<br />
“One Candle.”<br />
It was moved by Ms. Bailey-Simmons, seconded by Ms. Smith, to approve the<br />
Board minutes of February <strong>19</strong>, <strong>2013</strong> as distributed. Hearing no objection, the motion<br />
was adopted.<br />
Superintendent Mark Kolwe recognized Mr. Gordon Burgess, <strong>Parish</strong> President.<br />
Mr. Burgess, Mr. David Heinrich – Asst. General Manager of Wal-Mart Distribution<br />
Center of Robert, Ms. Beth Gray – Human Resource Manager of Wal-Mart Distribution<br />
Center of Robert, Mr. David Vial, <strong>Parish</strong> Councilman-District 8, and Mr. Lionel Wells,<br />
<strong>Parish</strong> Councilman – District 7 presented Wal-Mart funds to the School System in the<br />
amount of $18,920.00, 8 th Ward Fire District in the amount of $89,<strong>19</strong>2.00 and the<br />
Champ Cooper School District #106 in the amount of $158,440.00.<br />
Ms. Bailey-Simmons recognized the recipient of the Enos “Jake” Bailey, Jr.<br />
Above and Beyond Award, Tamika Smith – Hammond Westside Elementary<br />
Montessori School.<br />
President Cohea gave an update of the <strong>2013</strong> Louisiana School Boards<br />
Association Conference held in Marksville, Louisiana on <strong>March</strong> 4-6, <strong>2013</strong>. She stated<br />
that she and fellow Board members Andy Anderson, Sandra Bailey-Simmons, Eric<br />
Dangerfield, Ann Smith, Gail McDaniel and Rose Dominguez were in attendance<br />
thereby earning mandated CLU’s as required by Louisiana Revised Statue 17:53, Act<br />
705 for the year <strong>2013</strong>. She requested this to be entered into the official Board<br />
minutes.<br />
It was moved by Ms. Bailey-Simmons, seconded by Mr. Link, to approve the<br />
Committee and Delegation Reports contained on the agenda. Following are the<br />
reports as approved:

CURRICULUM COMMITTEE – FEBRUARY <strong>19</strong>, <strong>2013</strong>:<br />
1. The Committee discussed the high school industry based certifications offered to<br />
students, such as: NCCER Welding, Carpentry, Electrician, Veterinary Technician and<br />
Pharmacy Technician.<br />
2. Ms. Theresa Hamilton, Chief Academic Officer, gave an update on the STEM Program.<br />
She stated that the four (4) STEM schools are Amite Elementary, Hammond Junior<br />
High Magnet, Woodland Park Elementary Magnet and Kentwood High School.<br />
FINANCE COMMITTEE – MARCH 12, 2012:<br />
1. The Committee reviewed the Accounts Payable/Check Register dated January<br />
16, <strong>2013</strong> through February 15, <strong>2013</strong> in the amount of $13,886,824.49. There<br />
were no questions.<br />
2. It was moved by Ms. Cohea, seconded by Mr. Duncan, to approve a withdrawal<br />
from the Tobacco Settlement Funds, held by the State Treasury, in an amount<br />
not to exceed $346,867.72 to be used to fund activities authorized by the<br />
<strong>Tangipahoa</strong> <strong>Parish</strong> School Board’s Education Excellence Fund Plan for the<br />
fiscal year 2012-13. Hearing no objection, the motion was adopted.<br />
3. It was moved by Mr. Duncan, seconded by Ms. McDaniel, to approve and<br />
award Bid <strong>2013</strong>-2, Instructional Supplies Catalog, to School Specialty. Hearing<br />
no objection, the motion was adopted.<br />
4. It was moved by Mr. Duncan, seconded by Ms. McDaniel, to approve and<br />
award Bid #<strong>2013</strong>-14, Janitorial Supplies, to lowest price vendors indicated on<br />
bid specs. Hearing no objection, the motion was adopted.<br />
5. It was moved by Mr. Duncan, seconded by Ms. McDaniel, to approve and<br />
renew Bid #2012-15, Janitorial Chemicals, for the same prices from Economical<br />
Janitorial & Paper Supplies, Inc. Hearing no objection, the motion was adopted.<br />
6. It was moved by Ms. McDaniel, seconded by Mr. Duncan, to approve the low<br />
quote for a 2-year grass cutting/ground maintenance contract for the C.M.<br />
Fagan property by DeMarco’s Lawn Service in the amount of $375.00 per<br />
month. Hearing no objection, the motion was adopted.<br />
7. It was moved by Ms. McDaniel, seconded by Mr. Duncan, to approve the low<br />
bid for a 2-year grass cutting contract for the Champ Cooper School Campus by<br />
Lombardo Industries, LLC in the biannual amount of $14,850.00. Hearing no<br />
objection, the motion was adopted.<br />
8. It was moved by Ms. Cohea, seconded by Ms. McDaniel, to approve the low bid<br />
for a 2-year grass cutting contract for the Ponchatoula High School Campus by<br />
Lombardo Industries, LLC in the biannual amount of $36,450.00. Hearing no<br />
objection, the motion was adopted.<br />

1. The Hammond High Magnet School Auditorium Seating Replacement Project,<br />
was pulled.<br />
2. It was moved by Ms. Bailey-Simmons, seconded by Mr. Duncan, to approve the<br />
recommendation by the Hammond High Magnet School Student Council and<br />
Ms. Teresa Brown, Director of Child Nutrition on the color and style of the 57<br />
cafeteria tables for Hammond High Magnet School’s cafeteria. Hearing no<br />
objection, the motion will be adopted.<br />
3. The request seeking Court approval to resurface and renovate the Hammond<br />
High Magnet School’s Running Track and Field Events was deferred.<br />

4. It was moved by Mr. Duncan, seconded by Ms. Cohea, to approve seeking<br />
quotes for re-roofing the Hammond High Magnet School Cafeteria/Dining Area.<br />
Hearing no objection, the motion was adopted.<br />
5. It was moved by Mr. Duncan, seconded by Ms. Bailey-Simmons, to approve the<br />
purchase of a presentation system which includes a PA system, projector,<br />
screen and podium for Hammond Westside Elementary Montessori School’s<br />
multipurpose room from Howard Technology Solutions in the amount of<br />
$9,994.00 to be paid from Pay-As-You-Go Funds. Hearing no objection, the<br />
motion was adopted.<br />
6. It was moved by Ms. Bailey-Simmons, seconded by Ms. Cohea, to approve the<br />
purchase of two (2) LEGO Mindstorm’s NXT with Tetrix software kits for<br />
Hammond High Magnet School Engineering classes and related LEGO<br />
Mindstorm’s NSX with Tetrix site licenses in the amount of $21,187.85 to be<br />
paid from Pay-As-You-Go Funds. Hearing no objection, the motion was<br />
adopted.<br />
INDEPENDENCE DELEGATION – MARCH 12, <strong>2013</strong>:<br />
1. Mr. Anderson was selected Delegation Chairman of year <strong>2013</strong>.<br />
2. It was moved by Mr. Link, seconded by Ms. Cohea, to seek Court approval for<br />
Independence High School Cafeteria/Dining Area renovations and re-roof<br />
repairs. Hearing no objection, the motion was adopted.<br />
3. It was moved by Ms. Smith, seconded by Mr. Link, to seek quotes to replace<br />
the roof on the Independence High School Science Annex at an estimated cost<br />
of $90,720.00 to be paid from Roof Funds. Hearing no objection, the motion<br />
was adopted.<br />
LORANGER DELEGATION – MARCH 12, <strong>2013</strong>:<br />
1. It was moved by Mr. Anderson, seconded by Ms. Pittman-McDaniel, to approve<br />
purchasing ten (10) Virco tables for Loranger High School’s health classroom<br />
from Virco, Inc. in the amount of $727.40 to be paid from Pay-As-You-Go<br />
Funds. Hearing no objection, the motion was adopted.<br />
2. It was moved by Ms. Pittman-McDaniel, seconded by Mr. Anderson, to approve<br />
purchasing a Smartboard for Loranger High School’s classroom teacher from<br />
Detel Computer Solutions in the amount of $4,279.23 to be paid from Pay-As-<br />
You-Go Funds. Hearing no objection, the motion was adopted.<br />
3. It was moved by Ms. Cohea, seconded by Ms. Pittman-McDaniel, to approve<br />
low bid for the Loranger High School Gymnasium New Metal Retrofit Roof<br />
Project by Ray Bros. in the amount of $134,877.00 to be paid from the Roofing<br />
Fund. Hearing no objection, the motion was adopted.<br />
4. It was moved by Ms. Pittman-McDaniel, seconded by Mr. Anderson, to approve<br />
low quote for the Loranger Elementary School Cafeteria New Metal Retrofit<br />
Roof Project by Ivy Industries, LLC in the amount of $66,298.00 to be paid from<br />
the Roofing Fund. Hearing no objection, the motion was adopted.<br />

PONCHATOULA DELEGATION – MARCH 12, <strong>2013</strong>:<br />
1. It was moved by Ms. Cohea, seconded by Ms. Bailey-Simmons, to approve low<br />
quote to secure the administration areas at Ponchatoula High School from<br />
Cangelosi Glassworks in the amount of $14,340.00 to be paid from Pay-As-You<br />
Go Funds. Hearing no objection, the motion was adopted.<br />
2. It was moved by Ms. Cohea, seconded by Ms. Bailey-Simmons, to approve low<br />
quote to install a door buzzer system to secure the administration area at<br />
Ponchatoula High School from Marty’s Lock & Security Co. in the amount of<br />
$1,950.44 to be paid from Pay-As-You-Go Funds. Hearing no objection, the<br />
motion was adopted.<br />
It was moved by Mr. Link, seconded by Mr. Duncan, to approve the Certificate<br />
of Substantial Completion for the Hammond High Magnet School Girls Locker Room<br />
Addition by Brunt Construction. Hearing no objection, the motion was adopted.<br />
It was moved by Ms. Bailey-Simmons, seconded by Ms. Smith, to approve the<br />
Youth Art and Music in Our <strong>Schools</strong> Month Proclamation. Hearing no objection, the<br />

WHEREAS, art education contributes powerful educational benefits to all<br />

BE IT FURTHER RESOLVED, it is proclaimed that <strong>March</strong> be observed as<br />
YOUTH ART MONTH. All citizens are urged to take interest in and give full support to<br />
quality school art programs for children and youth.<br />

for the TARC Radiothon and the total amount raised by TARC was $83,360.00.<br />
In personal privilege, Ms. Cohea conveyed the Board’s sympathy and prayers<br />
for Mr. Bret Schnadelbach, Chief Financial Officer, and family for the death of his<br />
father, Thomas Schnadelbach.<br />

It was moved by Ms. Dominguez, seconded by Ms. Bailey-Simmons, to enter<br />
into Executive Session to discuss the case of Joyce M. Moore vs. TPSB; Rickey<br />
Collins vs. TPSB, Robert Collins vs. TPSB; Carl D. Williams vs. TPSB, LaShonda<br />
Jackson vs. TPSB and Lisa Vernon vs. TPSB.. Hearing no objection, the motion was<br />
adopted.<br />
The Board entered Executive Session.<br />
The Board returned to Open Session.<br />
There was no action in the Joyce M. Moore vs. TPSB case.<br />
There was no action in the Rickey Collins vs. TPSB; Robert Collins vs TPSB;<br />
