TANGIPAHOA PARISH SCHOOL SYSTEM _____ JANUARY <strong>10</strong>, <strong>2013</strong>spoken to each Principal to make sure each school Crisis Plan was update and current.He stated that in the past few years the Board, through the Delegation Committees, hasspent over one million dollars in security cameras and/or upgrading security systems inschools. Improvements are being made to entrance doors and schools are beingupgraded with electronic devices to monitor visitors. He is in contact with <strong>Tangipahoa</strong><strong>Parish</strong> Sherriff Daniel Edwards and Chief Roddy Duvall, spokesman for parish PoliceChiefs, and a summit will be held with all law enforcement officials and School Systemstaff to further improve school security. He stated that future lockdown drills areplanned and he will be bringing a crisis expert to speak to the principals, review theirCrisis Plan, and teach them how to communicate with parents concerning a crisis.It was moved by Mr. Anderson, seconded by Ms. Smith, to enter into ExecutiveSession to discuss the case of Joyce M. Moore vs. TPSB and Items 8 and 9 relative tothe Joyce M. Moore case. Hearing no objection, the motion was adopted.The Board entered Executive Session.The Board returned to Open Session.It was moved by Mr. Duncan, seconded by Ms. Bailey-Simmons, that theSuperintendent and Administration be directed to take all necessary steps to open up7 th and 8 th grade magnet classes and spots at Hammond Eastside Magnet School andallow parents to begin registering for the magnet spots. Mr. Dangerfield objected.Mr. Duncan amended his motion, seconded by Ms. Bailey-Simmons, to readexactly as his motion in the <strong>January</strong> <strong>10</strong>, 2012 Board meeting: to direct theSuperintendent to take all necessary steps such that at least one (1) 7 th and one (1) 8 thgrade class are made available to the community at Hammond Eastside Magnet Schoolduring the <strong>2013</strong>-14 School Year. This motion will not change the current “Zone” for theschool; therefore, students for these classes will be selected according to the “MagnetTransfer Selection Criteria” outlined in the School System’s current DesegregationOrder. Mr. Dangerfield objected.Ms. Smith questioned whether this was in anyway against the DesegregationOrder. Assistant Superintendent Lionel Jackson stated it was not.Superintendent Kolwe stated that the Board Attorney will file the properpaperwork with the Court for approval. He stated that in present form the Order doessay that the 7 th and 8 th grade classes would be added to Hammond Eastside MagnetSchool at the time the new schools go online but the School System is asking that thistake place prior to that in the event that any modifications are made. He said that partof this motion is that he will instruct the Desegregation Attorney to draft the necessarymotion to file with the Court for approval.Hearing no other objection, the motion was adopted.It was moved by Mr. Link, seconded by Mr. Anderson, to approve a resolutionordering and calling a special election to be held in Consolidated School District No. 1 ofthe <strong>Parish</strong> of <strong>Tangipahoa</strong>, State of Louisiana, on May 4, <strong>2013</strong>, to authorize the levy andcollection of a special tax therein; making application to the State Bond Commission;and providing for other matters in connection therewith. Hearing no objection, themotion was adopted. TANGIPAHOA PARISH SCHOOL SYSTEM _____ JANUARY <strong>10</strong>, <strong>2013</strong>BE IT RESOLVED by the <strong>Parish</strong> School Board of the <strong>Parish</strong> of <strong>Tangipahoa</strong>,State of Louisiana (the "<strong>Parish</strong> School Board"), acting as the governing authority ofConsolidated School District No. 1 of the <strong>Parish</strong> of <strong>Tangipahoa</strong>, State of Louisiana (the"District"):SECTION 1. Election Call. Publication of Notice of Election. That there shall be published inthe Hammond Daily Star, a newspaper of general circulation within the District,published daily in theCity of Hammond, Louisiana, and being the official journal of this <strong>Parish</strong> School Board,once a weekfor four consecutive weeks, with the first publication to be made not less than forty-five(45) days nor more than ninety (90) days prior to the date fixed for election, notice ofsaid election, which notice shall be substantially in accordance with the Notice ofSpecial Election annexed hereto as "Exhibit A" and incorporated herein by reference thesame as if it were set forth herein in full.SECTION 3. Canvass. That this <strong>Parish</strong> School Board, acting as the governingauthority of the District, will meet at its regular meeting place, <strong>Parish</strong> School BoardBuilding, 59656 Puleston Road, Amite, Louisiana, on TUESDAY, MAY 21, <strong>2013</strong>, at SIX(6:00) O'CLOCK P.M., and shall then and there in open and public session proceed toexamine and canvass the returns and declare the result of the said special election.SECTION 4. That the officersdesignated to serve as Commissioners-in-Charge and Commissioners pursuant toSection 4 hereof, or such substitutes therefor as may be selected and designated incompliance with Section 1287 of Title 18 of the Louisiana Revised Statutes of 1950(R.S. 18:1287) shall hold the said special election as herein provided, shall make duereturns of said election for the meeting of the <strong>Parish</strong> School Board on May 21, <strong>2013</strong>,and that the compensation of said officers be and the same is hereby fixed at the sumprescribed by law. All registered voters in the District are entitled to vote at said specialelection and voting machines shall be used thereat.SECTION 6. Authorization of Officers. That the Secretary-Treasurer of the<strong>Parish</strong> School Board is hereby empowered, authorized and directed to arrange for andto furnish to said election officers in ample time for the holding of said election thenecessary equipment, forms and other paraphernalia essential to the proper holding ofsaid election and the President and/or Secretary-Treasurer are further authorized,empowered and directed to take any and all further action required by State and/orFederal law to arrange for the election.SECTION 7. Additionally, a realnecessity is hereby found for the employment of special counsel in connection with theissuance of bonds to be secured by the sales and use tax provided for herein, andaccordingly Foley & Judell, L.L.P., Baton Rouge, Louisiana, Bond Counsel, is herebyemployed and requested to do and perform comprehensive legal and coordinateprofessional work with respect to the issuance of the aforesaid sales tax bonds of the<strong>Parish</strong> for the purposes stated hereinabove. Said Bond Counsel shall prepare andsubmit to this Governing Authority for adoption all of the proceedings incidental to theauthorization, issuance, sale and delivery of the bonds, shall counsel and advise thisGoverning Authority as to the issuance and sale of the bonds, and shall furnish itsopinion covering the legality of the issuance thereof. The fee of special bond counsel inconnection with the issuance of the aforesaid bonds of the <strong>Parish</strong> is hereby fixed at asum not to exceed the maximum fee allowed by the Attorney General's fee guidelinesfor comprehensive legal and coordinate professional services in the issuance ofrevenue bonds, based on the amount of said bonds actually issued, sold, delivered andpaid for, plus "out-of-pocket" expenses. Bond Counsel fees may be paid from theproceeds of said bonds and shall be contingent upon the issuance, sale and delivery ofsaid bonds. Pursuant to instructions from the President of the Governing Authority,Bond Counsel shall also assist in the preparation of an official statement containingdetailed and comprehensive financial and statistical data required with respect to thesale of the aforesaid bonds; and the costs of the preparation and printing of such officialstatement may be paid from the proceeds of the issue for which it has been prepared.Said official statement shall be submitted to such nationally recognized bond ratingservice or services as may be recommended by Bond Counsel, together with a requestthat an appropriate rating be assigned.
