fusulinid faunas and fairly well represented c<strong>on</strong>od<strong>on</strong>t<br />

faunas <str<strong>on</strong>g>of</str<strong>on</strong>g> Tethyan and Boreal affinities. We hope by collecting<br />

big samples <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> fusulinids <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> North American province<br />

we will be able to pick up smaller forams and rare fusulinids that<br />

may tie into <str<strong>on</strong>g>the</str<strong>on</strong>g> Tethyan fusulinid z<strong>on</strong>ati<strong>on</strong>, providing real insight<br />

into a combined fusulinid-c<strong>on</strong>od<strong>on</strong>t z<strong>on</strong>ati<strong>on</strong>.<br />

The Central Pequop Mountains secti<strong>on</strong> c<strong>on</strong>tinues through<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Kungurian into <str<strong>on</strong>g>the</str<strong>on</strong>g> Roadian, but we ran out <str<strong>on</strong>g>of</str<strong>on</strong>g> time to measure<br />

it in this rugged mountain range. Wardlaw measured <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

remainder <str<strong>on</strong>g>of</str<strong>on</strong>g> this secti<strong>on</strong> and did rec<strong>on</strong>naissance sampling for<br />

c<strong>on</strong>od<strong>on</strong>ts in 1976 and 1984. We plan to return in <str<strong>on</strong>g>the</str<strong>on</strong>g> spring<br />

and c<strong>on</strong>tinue work <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>se excellent reference secti<strong>on</strong>s.<br />

Introducti<strong>on</strong><br />

Authorizati<strong>on</strong> for organizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong><br />

Permian Stratigraphy (originally SCPS, now SPS) was provided<br />

by <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>al Commissi<strong>on</strong> <strong>on</strong> Stratigraphy (ICS) at its<br />

1972 M<strong>on</strong>treal meeting. The inaugural meeting was held in<br />

Moscow, three years later, but by 1978 some Permian workers<br />

were dissatisfied with formulati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> objectives and progress<br />

toward <str<strong>on</strong>g>the</str<strong>on</strong>g>ir achievement. Corresp<strong>on</strong>dence between ICS<br />

Chairman Anders Martinss<strong>on</strong> and SPS Vice-Chairmen S. V.<br />

Meyen (also Secretary) and W. W. Nassichuk produced <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

c<strong>on</strong>sensus that <str<strong>on</strong>g>the</str<strong>on</strong>g> problem arose from “...a simple matter <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

(inadequate) communicati<strong>on</strong>.” As a c<strong>on</strong>sequence, in July 1978<br />

Secretary Meyen distributed a two page “IUGS <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g><br />

<strong>on</strong> Permian Stratigraphy - Current Informati<strong>on</strong>” statement<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fering to “...organize a regular issue <str<strong>on</strong>g>of</str<strong>on</strong>g> an informal SCPS<br />

<str<strong>on</strong>g>Newsletter</str<strong>on</strong>g>”, and requesting submissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> current informati<strong>on</strong><br />

<strong>on</strong> a full range <str<strong>on</strong>g>of</str<strong>on</strong>g> topics <str<strong>on</strong>g>of</str<strong>on</strong>g> interest to Permian workers. He<br />

noted that with limited resources he could provide <strong>on</strong>ly 20<br />

originals, and invited o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs to duplicate and distribute copies<br />

regi<strong>on</strong>ally. SCPS <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g> 1, a 10-page compilati<strong>on</strong> with<br />

broad geographic and subject coverage appeared in February<br />

1979, edited and typed pers<strong>on</strong>ally by Dr. Meyen. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r issues<br />

have followed <strong>on</strong> a more-or-less regular schedule.<br />

Success <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> SPS <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g> in improving communicati<strong>on</strong><br />

between Permophiles was essentially immediate, with <str<strong>on</strong>g>the</str<strong>on</strong>g> first<br />

issue precipitating a spirited exchange between R. E. Grant and<br />

J. B. Waterhouse. Scientific c<strong>on</strong>tent and insight <str<strong>on</strong>g>of</str<strong>on</strong>g> even early<br />

numbers was c<strong>on</strong>sequential. For example, in SCPS <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g> 1<br />

Dick Grant anticipated much <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> current c<strong>on</strong>sensus <strong>on</strong><br />

subdivisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Permian time, favoring and justifying<br />

acceptance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Sou<str<strong>on</strong>g>the</str<strong>on</strong>g>rn Urals as reference for <str<strong>on</strong>g>the</str<strong>on</strong>g> Lower<br />

Permian Series, and <str<strong>on</strong>g>the</str<strong>on</strong>g> Guadalupian for <str<strong>on</strong>g>the</str<strong>on</strong>g> Middle Permian.<br />

Knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> South China secti<strong>on</strong>s had not reached <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

present level at that time, and Grant favored <str<strong>on</strong>g>the</str<strong>on</strong>g> “Arax River”<br />

secti<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g> Upper Permian, although noting <str<strong>on</strong>g>the</str<strong>on</strong>g> potential<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> “Changhsing Limest<strong>on</strong>e” as a future reference.<br />

Much <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> recent success <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> SPS is attributable directly<br />

to improvement <str<strong>on</strong>g>of</str<strong>on</strong>g> communicati<strong>on</strong> through <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g><br />

(renamed Permophiles, #11, May 1986). This venue<br />

encourages workers to report new findings and to evaluate <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

growing database, ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than depending <strong>on</strong> exchanges at<br />

infrequent internati<strong>on</strong>al meetings. C<strong>on</strong>sequently, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

successi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g>s represents a useful summary <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

progressive growth <str<strong>on</strong>g>of</str<strong>on</strong>g> insight into <str<strong>on</strong>g>the</str<strong>on</strong>g> complexities <str<strong>on</strong>g>of</str<strong>on</strong>g> a vital<br />

interval <str<strong>on</strong>g>of</str<strong>on</strong>g> geologic time. Despite this and <str<strong>on</strong>g>the</str<strong>on</strong>g> fact that<br />

circulati<strong>on</strong> has now increased to 250, few full sets <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Permophiles are available. C<strong>on</strong>sequently, <str<strong>on</strong>g>the</str<strong>on</strong>g> SPS executive<br />

has decided to electr<strong>on</strong>ically scan, reprint, and compile sets <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> comparatively small editi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> numbers 1-20 for purchase<br />

by researchers and libraries. In anticipati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

this compilati<strong>on</strong> in <str<strong>on</strong>g>1998</str<strong>on</strong>g>, it has been deemed appropriate to<br />

provide <str<strong>on</strong>g>the</str<strong>on</strong>g> following brief account <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> early history <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> activities.<br />

History Prior to <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g> 1 (1979)<br />

The Internati<strong>on</strong>al Commissi<strong>on</strong> <strong>on</strong> Stratigraphy (ICS), parent<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> Permian Stratigraphy (SPS) has roots<br />

that go back to various permanent working groups <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Internati<strong>on</strong>al Geological C<strong>on</strong>gress (IGC) that discussed<br />

stratigraphic classificati<strong>on</strong> and terminology at <str<strong>on</strong>g>the</str<strong>on</strong>g> earliest<br />

C<strong>on</strong>gress meetings (Paris 1878 and Boulogne 1881). One <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

those IGC groups was named <str<strong>on</strong>g>the</str<strong>on</strong>g> Commissi<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Internati<strong>on</strong>al Lexic<strong>on</strong> <strong>on</strong> Stratigraphy at <str<strong>on</strong>g>the</str<strong>on</strong>g> IGC meeting <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

1910 in Stockholm. It was reorganized as <str<strong>on</strong>g>the</str<strong>on</strong>g> Commissi<strong>on</strong> <strong>on</strong><br />

Stratigraphy at <str<strong>on</strong>g>the</str<strong>on</strong>g> 1952 IGC meeting in Algiers, and was given<br />

a mandate to promote internati<strong>on</strong>al standards and cooperati<strong>on</strong><br />

in stratigraphy.<br />

The Internati<strong>on</strong>al Uni<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Geological Sciences (IUGS) was<br />

founded in 1961 and a number <str<strong>on</strong>g>of</str<strong>on</strong>g> permanent groups <str<strong>on</strong>g>of</str<strong>on</strong>g> IGC were<br />

transferred to IUGS, including <str<strong>on</strong>g>the</str<strong>on</strong>g> ICS in 1965. However, even
