meeting in M<strong>on</strong>treal in 1972, <str<strong>on</strong>g>the</str<strong>on</strong>g> newly elected executive <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

ICS, Canadians D. J. McLaren (Chairman) and W. W.<br />

Nassichuk (Secretary-General) invited <str<strong>on</strong>g>the</str<strong>on</strong>g> renowned Permian<br />

specialist D. L. Stepanov (Russia) to organize a <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g><br />

<strong>on</strong> Permian Stratigraphy within <str<strong>on</strong>g>the</str<strong>on</strong>g> ICS. The inaugural<br />

meeting <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> was held in c<strong>on</strong>juncti<strong>on</strong> with<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> 8 th Internati<strong>on</strong>al C<strong>on</strong>gress <strong>on</strong> Carb<strong>on</strong>iferous Stratigraphy<br />

and Geology in Moscow, 1975. Electi<strong>on</strong>s to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g><br />

were held in Moscow, and elected <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers and Titular<br />

Members were subsequently approved by <str<strong>on</strong>g>the</str<strong>on</strong>g> full Commissi<strong>on</strong><br />

early in 1976. The first executive <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> was<br />

Nassichuk, (Canada), and <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d Vice-Chairman/Secretary<br />

S. V. Meyen (Russia). Subsequent <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers and members are<br />

listed in each issue <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> SPS <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g>/Permophiles.<br />

Before and after <str<strong>on</strong>g>the</str<strong>on</strong>g> 1975 Moscow Carb<strong>on</strong>iferous C<strong>on</strong>gress,<br />

field trips were c<strong>on</strong>ducted to important stratotype areas in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Urals. During <str<strong>on</strong>g>the</str<strong>on</strong>g> course <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Moscow meeting, at least 20<br />

formal presentati<strong>on</strong>s dealt with Permian biostratigraphy, most<br />

relating to <str<strong>on</strong>g>the</str<strong>on</strong>g> Carb<strong>on</strong>iferous/Permian boundary. Many fossil<br />

groups were discussed in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir biostratigraphic value,<br />

but special emphasis was placed <strong>on</strong> fusulinaceans and<br />

amm<strong>on</strong>oids; V. N. Andrianov from Yakutsk displayed Permian<br />

amm<strong>on</strong>oids from eastern Siberia. There was some general<br />

agreement that <str<strong>on</strong>g>the</str<strong>on</strong>g> base <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Permian should be defined at <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

base <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Asselian Stage, but an equally str<strong>on</strong>g opini<strong>on</strong>,<br />

particularly from fusulinacean and c<strong>on</strong>od<strong>on</strong>t workers, stressed<br />

that a particularly pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ound break occurs between <str<strong>on</strong>g>the</str<strong>on</strong>g> Asselian<br />

and Sakmarian.<br />

C<strong>on</strong>siderable discussi<strong>on</strong> was devoted to <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Series subdivisi<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g> Permian, some favoring a three-fold<br />

and o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs a two-fold divisi<strong>on</strong>. No vote was taken <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />

questi<strong>on</strong>s, but opini<strong>on</strong>s seemed equally divided. There was a<br />

general c<strong>on</strong>cern that additi<strong>on</strong>al studies be carried out <strong>on</strong><br />

faunas and rocks in potential stratotype areas before<br />

internati<strong>on</strong>al standards were selected.<br />

During <str<strong>on</strong>g>the</str<strong>on</strong>g> Moscow meetings, a Working Group <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Carb<strong>on</strong>iferous/Permian boundary was c<strong>on</strong>vened under <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

leadership <str<strong>on</strong>g>of</str<strong>on</strong>g> Charles A. Ross (U.S.A.). Similarly, plans were<br />

formulated to c<strong>on</strong>vene a Working Group <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Permian/<br />

Triassic boundary in cooperati<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong><br />

Triassic Stratigraphy. At that time Chairman Stepanov was<br />

leader <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> IGC project entitled “Permo-Triassic Stage <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Geological Evoluti<strong>on</strong>”, much broader in scope than boundary<br />

definiti<strong>on</strong>.<br />

The late Sergei Meyen, in additi<strong>on</strong> to being a brilliant<br />

pale<strong>on</strong>tologist and stratigrapher was also a particularly vital<br />

prop<strong>on</strong>ent for acti<strong>on</strong> within <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g>. He initiated<br />

discussi<strong>on</strong>s in Moscow <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> most important objectives for<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g>, <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> which was to agree <strong>on</strong> a scheme for<br />

internati<strong>on</strong>al correlati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> both marine and n<strong>on</strong>marine<br />

successi<strong>on</strong>s. To that end, he proposed that <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g><br />

members prepare simple correlati<strong>on</strong> charts for all regi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

world showing <str<strong>on</strong>g>the</str<strong>on</strong>g> various divergent views <strong>on</strong> correlati<strong>on</strong> for<br />

each specific regi<strong>on</strong>. He showed, for example, that <str<strong>on</strong>g>the</str<strong>on</strong>g>re was<br />

little agreement am<strong>on</strong>gst authors <strong>on</strong> correlati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> base <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Zechstein in Europe. Some thought it correlated with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

base <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Kungurian, some with <str<strong>on</strong>g>the</str<strong>on</strong>g> base <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Kazanian, and<br />

still o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs with <str<strong>on</strong>g>the</str<strong>on</strong>g> base <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Tatarian. All <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se views<br />

could be shown <strong>on</strong> a chart and would form <str<strong>on</strong>g>the</str<strong>on</strong>g> basis for<br />

discussi<strong>on</strong> at future <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> meetings. The following<br />

Working Groups were designated at <str<strong>on</strong>g>the</str<strong>on</strong>g> Moscow meeting to<br />

cover a range <str<strong>on</strong>g>of</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r important activities related to<br />

<str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> objectives:<br />

1. Working Group <strong>on</strong> Permian Stratigraphy <str<strong>on</strong>g>of</str<strong>on</strong>g> North America<br />

(Grant, Meyen, Glenister),<br />

2. Working Group <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> C<strong>on</strong>tinental Permian <str<strong>on</strong>g>of</str<strong>on</strong>g> Europe<br />

(Falke),<br />

3. Working Group <strong>on</strong> G<strong>on</strong>dwana/Laurasia Correlati<strong>on</strong><br />

(Ustrinsky, Meyen, Dickins),<br />

4. Working Group <strong>on</strong> Boreal Stratigraphy (Ustrinsky,<br />

Nassichuk),<br />

5. Working Group <strong>on</strong> Tethys Stratigraphy (Leven, Minato),<br />

6. Working Group <strong>on</strong> Fusulinid-Amm<strong>on</strong>oid Z<strong>on</strong>ati<strong>on</strong> (Ross,<br />

8. Working Group <strong>on</strong> Paleoclimatology (Ustritsky, Stehli,<br />

Dickins).<br />

In 1976, members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> met at <str<strong>on</strong>g>the</str<strong>on</strong>g> IGC in<br />

Sydney (Australia) for c<strong>on</strong>tinuati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> various initiatives taken<br />

in Moscow. It was agreed that <str<strong>on</strong>g>the</str<strong>on</strong>g> Correlati<strong>on</strong> Chart Program<br />

should be kept simple in <str<strong>on</strong>g>the</str<strong>on</strong>g> beginning to show various ideas<br />

for correlati<strong>on</strong> based <strong>on</strong> different fossil groups for each regi<strong>on</strong>.<br />

This allayed <str<strong>on</strong>g>the</str<strong>on</strong>g> fears <str<strong>on</strong>g>of</str<strong>on</strong>g> members who mistakenly thought that<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Correlati<strong>on</strong> Program was to prepare a<br />

detailed global correlati<strong>on</strong> chart much like that presented for<br />

North America by Dunbar and o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs (1960). J. B. Waterhouse<br />

pressed for Soviet and American workers to clarify and<br />

summarize <str<strong>on</strong>g>the</str<strong>on</strong>g> lithological and faunal c<strong>on</strong>tent <str<strong>on</strong>g>of</str<strong>on</strong>g> Permian<br />

stages proposed for <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet Uni<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> United States.<br />

Finally, J. M. Dickins c<strong>on</strong>vened a meeting <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Working<br />

Group <strong>on</strong> Paleoclimatology, which recommended that a<br />

symposium <strong>on</strong> Permian climate be organized, a bibliography <strong>on</strong><br />

world climate be prepared, and that attenti<strong>on</strong> should be paid to<br />

oxygen isotopes for paleotemperature studies.<br />

Shortly after <str<strong>on</strong>g>the</str<strong>on</strong>g> 1977 Sydney meeting, E. Ya Leven, S. V.<br />

Meyen and M. Minato compiled and distributed a summary <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

fusulinacean z<strong>on</strong>es for <str<strong>on</strong>g>the</str<strong>on</strong>g> Tethys to serve as a basis for<br />

discussi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> global correlati<strong>on</strong> and Upper Permian stages.<br />

During 1978, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> was particularly active.<br />

Some members participated in <str<strong>on</strong>g>the</str<strong>on</strong>g> Warsaw Symposium <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Permian <str<strong>on</strong>g>of</str<strong>on</strong>g> Central Europe, o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs traveled to Nanjing (China)<br />

to participate in broad-ranging discussi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Permian and<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Permian/Triassic boundary, and to encourage Chinese<br />

scientists to participate in <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> activities. <str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g><br />

members were also invited to participate in activities <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Working Group <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Unified Stratigraphic Time-Scale, led<br />

by J. E. Van Hinte, and <str<strong>on</strong>g>the</str<strong>on</strong>g> IUGS Program <str<strong>on</strong>g>of</str<strong>on</strong>g> Correlati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Coalbearing<br />

Formati<strong>on</strong>s led by P.P. Tim<str<strong>on</strong>g>of</str<strong>on</strong>g>eev. The first <str<strong>on</strong>g>Newsletter</str<strong>on</strong>g><br />

appeared early in 1979, and a memorial <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> first page paid<br />

tribute to <str<strong>on</strong>g>the</str<strong>on</strong>g> distinguished Russian pale<strong>on</strong>tologists V. E.<br />

Ruzhencev and T. G. Sarycheva, both <str<strong>on</strong>g>of</str<strong>on</strong>g> whom died in 1978.<br />

Richard E. Grant and W. W. Nassichuk led a meeting <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Subcommissi<strong>on</strong></str<strong>on</strong>g> in Washingt<strong>on</strong>, (D.C.), in May 1979, just prior
