UDM ENVIRONMENTAL MANAGEMENT FRAMEWORK INTRODUCTION BACKGROUND The uMkhanyakude District Municipality in partnership with the KwaZulu-Natal Department of Agriculture, Environmental Affairs & Rural Development has embarked on a process to develop an Environmental Management Framework for the entire district municipal area. Nemai Consulting are the independent consultants appointed to develop the Environmental Management Framework (EMF). This Socio-Economic Impact Assessment was developed as part of the EMF process to understand the economic and social issues in the district to ensure sustainability in management priorities. In order to address the triggers for sustainable development in the UKDM the specific objectives of the EMF will include the following: 1. To enhance understanding of environmental planning and management issues within the district municipal area; 2. To facilitate decision-making to ensure sustainable management of natural resources; 3. To provide strategic guidance on both environmental, economic and social issues in the district; 4. To identify environmentally sensitive areas; 5. To identify the environmental and development opportunities and constraints; 6. To assess the economic and environmental potential of the area; 7. To provide a decision support system in respect of environmental issues and priorities in the district; 8. To formulate a strategy that will incorporate issues such as land use, planning and sensitive environmental resources; 9. To include existing policies as frameworks for establishing values, guidelines and standards for future developments; 10. To establish and sustain long-lasting relationships between the District family of Municipalities with various key strategic partners in the ongoing environmental planning and management fraternity within the district municipal area. (i.e. Traditional Councils, Communities, Isimangaliso Wetland Park, Ezemvelo KZN Wildlife, organs of state, neighbouring countries, etc.); 11. To contribute towards the creation of institutional capacity within the Family of Municipalities on environmental planning and management; 12. To create awareness and build capacity on Environmental Planning and Management within the district municipality; and 13. To serve as a Sector Plan within the IDP and SDF on environmental matters (SDF/IDP& EMF Alignment). Socio-Economic Assessment Page 7
