i. Network and Zone Plan updates;<br />

ii. Update the existing model to the appropriate base year for both AM and PM peaks;<br />

iii. The development of an Inter-Peak model for the base year, (traffic generation between the<br />

AM and PM peaks);<br />

iv. Validation and Calibration of the model;<br />

v. <strong>Development</strong> of a Forecast Model to 2016 for the AM and PM peaks and Inter-Peak;<br />

vi. Option testing (options considered for the highway network can include land use changes,<br />

modal shift, infrastructure solutions e.g. junctions changes);<br />

vii. Written report.<br />

3 Cost of Modelling Work<br />

3.1 Mouchel Parkman has indicated that the basic work required to update the SATURN Traffic<br />

Model for <strong>Devizes</strong>, e.g. updating the network, traffic counts, new housing numbers etc, would<br />

cost in the region of £60,000 at 2004 prices.<br />

4 Contributions Required<br />

4.1 The County <strong>Council</strong> is seeking a sum of around £150 per house for the update of the<br />

SATURN Traffic Model from each of the allocated sites in the <strong>Brief</strong>. However, the County<br />

<strong>Council</strong> has agreed to discount this figure for sites that have already prepared full transport<br />

assessments and sites that will have a more limited traffic impact on the overall town highway<br />

network. The County <strong>Council</strong> has therefore agreed to discount this figure by around 15% for<br />

the Le Marchant site, 75% for the Northgate/Wharf/Hospital site and by 50% for the<br />

Spitalcroft allotment site. The contributions are noted in Table 1 below.<br />

4.2 Based on £150 per house, the allocated sites would contribute £76,425 towards updating the<br />

Traffic Model. This would be sufficient to conduct the basic work required to update the<br />

existing model and provide a future year model to be tested. The remaining funds could be<br />

directed towards testing and comparing more complicated future traffic scenarios such as the<br />

provision and effects of new transport infrastructure e.g. new junctions etc.<br />

4.3 In addition to the allocated housing sites, any other housing development comprising 10 or<br />

more dwellings will be required to contribute a maximum of £150 per house towards the<br />

update and potential testing of the <strong>Devizes</strong> SATURN Model.<br />
