Foreword<br />

In the Kennet Local Plan 2011, Policy HC8 seeks to ensure that the potential impact<br />

of housing development on local services and facilities is taken into account when<br />

considering development proposals. In relation to <strong>Devizes</strong> the policy highlights the<br />

potential cumulative impact of new housing on local services and facilities given that<br />

the housing allocations in <strong>Devizes</strong> are in close proximity to each other.<br />

The sites discussed in this <strong>Brief</strong> are Quakers Walk, Roundway Mill, Naughton<br />

Avenue, Le Marchant Barracks, the Northgate, Wharf and <strong>Devizes</strong> Hospital. The<br />

services and facilities addressed are education (primary and secondary), recreation<br />

space, community buildings, sustainable transport and affordable housing. It is<br />

recognised that this list of services and facilities is not comprehensive when looking<br />

at <strong>Devizes</strong> as a whole but they are the services and facilities that have direct links to<br />

Kennet Local Plan 2011 policies.<br />

In the supporting text to Policy HC8 the <strong>Council</strong> commit to preparing a <strong>Devizes</strong><br />

<strong>Strategic</strong> <strong>Development</strong> <strong>Brief</strong> in conjunction with landowners, service providers, local<br />

interest groups and the relevant town and parish councils. Two phases of consultation<br />

were carried out on draft versions of the <strong>Brief</strong> throughout 2003 involving these<br />

stakeholders and wider public consultation. The <strong>Brief</strong> was then considered by<br />

Planning Policies Executive Committee on 4 th March 2004 where Member’s resolved<br />

to adopt the <strong>Devizes</strong> <strong>Strategic</strong> <strong>Development</strong> <strong>Brief</strong> as Supplementary Planning<br />

Guidance for the purposes of development control.<br />

The resolution was subject to any change in wording required as a result of the<br />

outcome of ongoing discussions with <strong>Wiltshire</strong> County <strong>Council</strong> as Highway Authority<br />

in relation to the need for a full traffic modelling exercise for <strong>Devizes</strong>. Subsequently,<br />

at a meeting of the Planning Policies Executive Committee on 26 th May 2005, an<br />

Annex to the SPG setting out how contributions towards updating a traffic model for<br />

<strong>Devizes</strong> will be sought was considered by Members and approved. The Annex is<br />

included in this SPG but has not been subject to consultation because the highway<br />

authority did not raise the issue of developer contributions for producing the traffic<br />

model until after the original SPG had been produced. The annex will, therefore, not<br />

have the same status as the main body of the SPG but will, nevertheless, be regarded<br />

as a material consideration in determining planning applications.<br />
