Appendix 4 – Sustainable Transport<br />
Introduction<br />
A4.1 This section of the <strong>Brief</strong> provides information for developers on the transport schemes that will<br />
improve access to services and facilities for residents of future development and those accessing<br />
development for commercial reasons (employees, visitors, shoppers). The aim of improving access<br />
by sustainable means such as walking, cycling and public transport use is to reduce congestion<br />
growth within the town of <strong>Devizes</strong>, provide greater choice as to how people can choose to travel and<br />
to develop a sustainable transport system that integrates with other modes, whereby providing<br />
sustainable development.<br />
A4.2 It details a number of schemes that have arisen as a result of reviewing the Local Plan produced by<br />
Kennet District <strong>Council</strong>, the Planning Authority and the Local Transport Plan produced by <strong>Wiltshire</strong><br />
County <strong>Council</strong>, the Highway Authority. It also provides details of the way schemes have been<br />
proposed. Consideration is given to the likely developer contributions that will be required and how<br />
those figures have been calculated.<br />
Background<br />
A4.3 The information provided in this paper is in line with both national and local policies. These policies<br />
are summarised below to provide further understanding of the requirements detailed.<br />
Kennet Local Plan 2011<br />
A4.4 Policies stated here are in line with the Kennet Local Plan 2011 and are discussed further below.<br />
Local Transport Plan<br />
A4.5 The <strong>Devizes</strong> Community Area Transport Plan was submitted as an area based programme in<br />
<strong>Wiltshire</strong> County <strong>Council</strong>’s (WCC) first Local Transport Plan (LTP). The primary aim of the plan<br />
was to develop within the context of future development options associated with the Replacement<br />
Local Plan a sustainable and integrated transport strategy for the <strong>Devizes</strong> Community Area that is<br />
consistent with the Government transport objectives. The plan’s aims include:<br />
• Assist in maintaining the local economy;<br />
• Reduce the rate of road traffic growth;<br />
• Facilitate the use of public transport, walking, and cycling;<br />
A4.6 The development of the Transport Plan utilised the latest computer modelling techniques and tests to<br />
forecast traffic growth, in the region of 26% by 2011 in a do-minimum scenario. Lack of viable<br />
alternative modes to the car would perpetuate reliance on the car and this would increase traffic<br />
congestion, pollution and have a detrimental effect on the economy and vitality of the Community<br />
Area. The results of consultations with stakeholders, businesses, elected representatives and the<br />
public, have shown that this level of traffic growth is undesirable. Through a programme of<br />
consultation and testing, a preferred strategy has been developed that includes:<br />
• Parking;<br />
• Traffic management;<br />
• Pedestrians;<br />
• Cyclists;<br />
• Public transport ;<br />
• Taxis;<br />
• Travel awareness and<br />
• Safe routes to school.<br />
