For the second phase of the programme, Action 3 projects have been grouped in 5 categories:<br />

The following sections of the <strong>Program</strong>me <strong>Guide</strong> apply ONLY to projects falling under the first<br />
category.<br />
7.2 ELIGIBILITY CRITERIA<br />
The submission deadline and all other formal eligibility criteria specified in the application form must be<br />
respected.<br />
7.2.1 ELIGIBLE PARTICIPANTS<br />
Eligible beneficiaries / participating organisations:<br />
– The applicant/coordinating institution must come from a European country 71 ;<br />
– Networks of HEIs will be considered as one single participating organisation;<br />
– Eligible participating organisations include:<br />

Higher education institutions (HEIs) from all countries of the world;<br />
Erasmus <strong>Mundus</strong> consortia;<br />
Public or private bodies active in the field of higher education from all countries of the world;<br />
Erasmus Thematic Networks selected under the Erasmus strand of the Lifelong Learning<br />
<strong>Program</strong>me (these will be considered as a single participating organisation).<br />
National organisations acting in their capacity as Erasmus <strong>Mundus</strong> National Structures are not eligible to<br />
participate in Action 3 attractiveness projects.<br />
Minimum partnership composition:<br />
The minimum partnership is composed of:<br />
