Activities may include the promotion of the Erasmus <strong>Mundus</strong> <strong>Program</strong>me and its outputs, and can be<br />

implemented by mixed networks of European and third-country organisations active in the field of higher<br />

education.<br />

Action 3 activities may take various forms (conferences, seminars, workshops, studies, analyses, pilot<br />

projects, prizes, international networks, production of material for publication, development of information,<br />

communication and technology tools) and may take place anywhere in the world.<br />

Action 3 activities shall seek to establish links between higher education and research and higher education<br />

and the private sector in European and third countries, and exploit potential synergies whenever possible.<br />

The Action 3 budget for the entire duration of the <strong>Program</strong>me amounts to € 16 million and should lead to the<br />

funding of around 50 projects.<br />

1.4 HOW TO PARTICIPATE IF YOU ARE…<br />

1.4.1 A EUROPEAN 9 HIGHER EDUCATION INSTITUTION (HEI) 10 :<br />

European HEIs can submit:<br />

An Action 1 application proposing a joint programme at masters or doctoral level developed in<br />

cooperation with partner universities from Europe and, if relevant, third countries. If the proposal is<br />

selected, Erasmus <strong>Mundus</strong> funding will be awarded during five consecutive years (subject to the<br />

renewal of the <strong>Program</strong>me beyond 2013) with the purpose of:<br />

o contributing to the joint programme's implementation and management costs;<br />

o offering scholarships/fellowships to European and third-country students / doctorate candidates<br />

enrolled in the joint programme;<br />

o (in the context of masters programmes only) offering short-term scholarships to European and<br />

third-country scholars to carry out teaching and research activities in the context of the joint<br />

programme.<br />

An Action 2 application presenting a structured cooperation partnership targeted at specific non-<br />

European countries/regions and composed of European and third-country HEIs from the geographical<br />

area concerned, with the purpose of offering full and short-term scholarships to students, scholars and<br />

professionals from the third countries and, if eligible, European countries concerned.<br />

An Action 3 application presented on behalf of a consortium or network of European and thirdcountry<br />

HEIs/organisations active in the field of higher education with the objective of enhancing the<br />

attractiveness of the European higher education sector and to facilitate its cooperation with the rest of<br />

the world.<br />

1.4.2 A THIRD-COUNTRY HEI 11<br />

Although third-country HEIs can participate as active members of the consortium/partnership/network in<br />

exactly the same actions as European HEIs, they cannot submit a grant proposal on behalf of the entire<br />

consortium/partnership/network. Such applications have to be presented by European organisations.<br />
