conditions laid down in the grant agreement are met;<br />

– costs arising directly from requirements linked to the performance of the project (dissemination of<br />

information, specific evaluation of the action/project, audits, translations, reproduction, etc.), including,<br />

where applicable, the costs of any financial services (especially the cost of financial guarantees);<br />

A flat-rate amount, not exceeding 7% of the eligible direct costs of the project, is considered as eligible<br />

indirect costs, representing the beneficiaries' general administrative costs that can be regarded as chargeable<br />

to the project.<br />

– indirect costs may not include costs entered under another budget heading;<br />

– indirect costs are not eligible where the beneficiary already receives an operating grant from the<br />

Commission or the Agency;<br />

The following costs shall be considered as ineligible costs:<br />

– return on capital;<br />

– debt and debt service charges;<br />

– provisions for losses or potential future liabilities;<br />

– interest owed;<br />

– doubtful debts;<br />

– exchange losses;<br />

– VAT, unless the beneficiaries can show that they are unable to recover it according to the applicable<br />

national legislation;<br />

– costs declared by the beneficiaries and covered by another action or work programme receiving an EU<br />

grant;<br />

– excessive or reckless expenditure;<br />

– cost of replacing persons involved in the project, unless explicit prior authorisation is granted by the<br />

Agency;<br />

– contributions in kind.<br />

7.6 CONTRACTUAL CONDITIONS<br />

Grant Agreement<br />

In the event of approval, the Agency will issue a Grant agreement, drawn up in euro and detailing the<br />

conditions and level of funding. This grant agreement will be signed between the Agency and the beneficiary<br />

and its duration will vary from 12 to 36 months.<br />

Two different grant agreements will be issued depending on the type of project concerned: :<br />

– selected projects proposed for enhancing the Attractiveness of European higher education will be<br />

offered a “Grant Agreement with Multiple Beneficiaries” with the coordinator and the participating<br />

organisations (/co-beneficiaries) of each selected project. In the context of such agreement, cobeneficiaries<br />

mandate the coordinator through a duly endorsed document (“the mandate”) to take full<br />
