Eric Ulysses Ramirez Sheriff’s<br />

Department Court Service Officer Eric Ulysses<br />

Ramirez was killed while deployed to Iraq in<br />

2004. As a specialist in the California Army<br />

National Guard, he had been assigned to the<br />

670th Military Police Company. CSO Ramirez<br />

inspired Dep. Frank Gallardo to start the<br />

Military Reserve Program, which supports<br />

deployed deputies and their families before,<br />

during, and after deployment. <strong>Deputy</strong> Gallardo<br />

enlisted the help <strong>of</strong> the DSA, which has targeted<br />

fundraising for a Deployed <strong>Deputy</strong> Program to<br />

help send care packages and support families<br />

as part <strong>of</strong> the overall reservist program. Photos<br />

from the recent ceremony honoring reservists at<br />

Ridgehaven are on page 13.<br />

The Thanksgiving holiday is over and we’re<br />

back to work. Hopefully everyone had a<br />

great time getting together<br />

with friends and family.<br />

Now we’re in full swing<br />

<strong>of</strong> the holiday season.<br />

Admittedly, I’m not a fan<br />

<strong>of</strong> the hysteria that goes<br />

along with this time <strong>of</strong><br />

year. Maybe I’ve handled<br />

too many holiday theft<br />

or fraud calls or holiday<br />

domestic disputes?<br />

One <strong>of</strong> the traditions I<br />

am fond <strong>of</strong> is additional<br />

opportunities to spend<br />

time with friends and family. As we<br />

engage in holiday revelry, we are exposed<br />

to decadent food, treats, and plenty <strong>of</strong><br />

alcoholic beverages. Of course, all are fine<br />

in moderation; however I have admittedly<br />

overindulged in all three. At the risk <strong>of</strong><br />

sounding like your mother, I’ll make my<br />

plea anyway.<br />

Have fun during the season; however, if you<br />

have too much to drink, have a plan. Stay at<br />

a nearby hotel, designate a sober driver, call<br />

a cab, a friend, or even a DSA director. We<br />

want you to have a great holiday season, but<br />

nothing will ruin that faster than hurting<br />

yourself, someone else, or landing in jail<br />

for a DUI arrest. I know, we’re all adults<br />

and we’re responsible law enforcement<br />

types too, but we have already had one<br />

member end up on the wrong side <strong>of</strong> a jail<br />

cell for DUI this season. Enjoy, but do so<br />

responsibly.<br />

The end <strong>of</strong> the year also signals annual<br />

DSA director elections, giving you the<br />

opportunity to shape the direction <strong>of</strong> your<br />

board. Though it’s hard to believe, it has<br />

already been three years and I am up for<br />

re-election. I will spare you my re-election<br />

discourse for now, since you can read that<br />

when you receive the election materials<br />

later this month.<br />

The past three years have been busy and<br />

enlightening. For the last year I’ve had the<br />

distinct pleasure <strong>of</strong> serving as your DSA<br />

president and it has been my honor to serve<br />

as the leader <strong>of</strong> our association. With the<br />

expiration <strong>of</strong> my term, my<br />

presidential term is also<br />

coming to an end.<br />

After much consideration,<br />

I have decided to run for<br />

re-election to the board;<br />

however, I will not pursue<br />

another term as president.<br />

So, with the New Year, I<br />

will also have a new work<br />

assignment. Where will<br />

I land? Wherever that<br />

may be, I look forward to<br />

getting back into mix <strong>of</strong><br />

day-to-day department operations.<br />

A couple <strong>of</strong> weeks ago, Director Dustin<br />

Lopez and I attended the conference <strong>of</strong> the<br />

State <strong>Association</strong> <strong>of</strong> <strong>County</strong> Retirement<br />

Systems. Though we had hoped for the<br />

clouds to clear and have some great<br />

revelation, we simply learned, they too<br />

have a lot <strong>of</strong> unanswered questions about<br />

the Public Employees’ Pension Reform Act<br />

<strong>of</strong> 2013. One <strong>of</strong> the most commonly asked<br />

questions I’ve had to deal with recently is the<br />

conversion <strong>of</strong> unused or accumulated sick<br />

time to service credit. Though not entirely<br />

clear, it does NOT appear this benefit will<br />

be jeopardized by this legislation.<br />

While at the conference, Det. Ali Perez<br />

was released from the hospital and is now<br />

recovering at home. I have also delivered<br />

the proceeds from the DSA’s fundraising<br />

efforts. The many fundraising events were<br />

a great success, and the proceeds will allow<br />

his family to be by his side during his long<br />

recovery, ensuring their financial stability<br />

throughout. On behalf <strong>of</strong> all involved, I<br />

thank you for graciousness in giving your<br />

time, money, and moral support.<br />

As previously mentioned, this is most<br />

likely my last month as your DSA<br />

president. With that, this is my last<br />

president’s report. I look forward to<br />

working with many <strong>of</strong> you in the field in<br />

the near future. Until then, stay busy, be<br />

safe, be healthy, and be well! <br />

A Christmas Poem<br />

T’was<br />

the night<br />

before<br />

Christmas and all through the station it<br />

was busy, it was busy cause crime never<br />

takes a vacation.<br />

The Hi-Tecs were hung on each<br />

locker with care in hopes that the<br />

sergeant would give them a spare.<br />

When 10-8 in National City and<br />

parts there around a sighting was made<br />

<strong>of</strong> a sheriff’s patrol car abound.<br />

Two elf like deputies delivering<br />

to those in need, food, for their hearts<br />

were full <strong>of</strong> the giving mood.<br />

It was Christmas all right and<br />

crime was a rampant but these two<br />

jolly elves were doing their part to feed<br />

those who haven’t.<br />

When up on their car top arose<br />

such a clatter the deputies stopped to<br />

see what was the matter.<br />

And what to their wondering<br />

eyes should appear but two cups full <strong>of</strong><br />

c<strong>of</strong>fee and a war bag with gear.<br />

Who left these presents no one<br />

really knows but the LT was standing<br />

there pointing his nose at a jolly old elf<br />

flying by in the sky.<br />

You know his name, the man<br />

with the sleigh and a bag full <strong>of</strong> toys for<br />

good girls and boys.<br />

The deputies looked up and saw<br />

a sight to extol, it was <strong>San</strong>ta and his<br />

reindeer going out on patrol.<br />

The jolly old elf was dressed all in<br />

blue with a nightstick, a flashlight, and<br />

a badge too.<br />

Yes, <strong>San</strong>ta was ready to fight<br />

crime on this night, even his Smoky the<br />

Bear hat was on right.<br />

Now <strong>San</strong>ta was heard to<br />

transmit, as he rode out <strong>of</strong> sight:<br />

“Spend time with your families I’ll keep<br />

the peace on this night.”<br />

“I’m 10-8 I. O. and a Ho, Ho,<br />

Ho, Ho, Merry Christmas to all and to<br />

all a safe night.”<br />

I believe it was a Rudyard Kipling poem in<br />

which a father tells his son that one sign<br />

<strong>of</strong> being a man is, “If you can keep your<br />

head when all about you are losing theirs…”<br />

These words come to mind when I look<br />

back on 2012 and the impressive role that<br />

<strong>San</strong> <strong>Diego</strong> <strong>County</strong> Sheriff’s Department<br />

played in shaping events.<br />

We know this was an exceptionally eventful<br />

year for those <strong>of</strong> us in public service<br />

and in law enforcement in particular. It<br />

was the first full year for implementing<br />

Public Safety Realignment (AB 109) with<br />

its massive shift in responsibility to the<br />

sheriff’s department and county probation<br />

department. This has required us to re-tool<br />

and accelerate our recruitment <strong>of</strong> deputy<br />

sheriffs. It’s prompted us to rethink how we<br />

staff our Detentions Services Bureau and<br />

how we bring Law Enforcement deputies<br />

into the department.<br />

Also, this year policymakers statewide<br />

took aim at the retirement benefits afforded<br />

public employees. On the last day <strong>of</strong> the<br />

legislative session, the California State<br />

Legislature passed The Public Employee<br />

Pension Reform Act <strong>of</strong> 2012 (AB 340),<br />

mandating major changes in public<br />

employee pensions at all levels <strong>of</strong> state and<br />

local government. This calls for us to reexamine<br />

commitments made in the past to<br />

see how they fit into the new law.<br />

As big as these changes are, this department<br />

has deliberately avoided being driven by<br />

crisis. We have a public safety agenda. We<br />

have a mission. We have developed and<br />

deployed new strategies to advance that<br />

mission—to make us more effective on the<br />

street, in our criminal investigations, in our<br />

courtrooms and our jails.<br />

In responding to the crises and in<br />

continuing our work to advance our<br />

mission, the <strong>Deputy</strong> Sheriff’s <strong>Association</strong><br />

has played a key role.<br />

As Sheriff, I am in a unique position to<br />

observe the leadership <strong>of</strong> our DSA. I see<br />

how they interact with county leaders and<br />

policymakers. I listen when they <strong>of</strong>fer input<br />

on policies and on decisions we are making<br />

that directly affect deputy sheriffs. We don’t<br />

always agree, but I am genuinely impressed<br />

with the integrity <strong>of</strong> the positions taken.<br />

They are carefully weighed, consistent with<br />

DSA’s charter, and invariably considerate <strong>of</strong><br />

larger public concerns.<br />

In some jurisdictions, employee unions<br />

are fighting with city and county<br />

administrators and making rude noises in<br />

the public media. But in this county we’ve<br />

charted a different course—marked by<br />

pr<strong>of</strong>essionalism, honesty, and respect. In<br />

the words <strong>of</strong> Kipling, while many are losing<br />

their heads, we’ve kept ours.<br />

As a result, our DSA has earned the respect<br />

<strong>of</strong> decision makers at the State Capitol and<br />

the <strong>County</strong> Administration Center. And<br />

that respect directly inures to the long-term<br />

benefit <strong>of</strong> sheriff’s deputies in this county.<br />

As a consequence, the public’s view <strong>of</strong><br />

this department remains undiminished. I<br />

believe the people <strong>of</strong> this county love their<br />

deputies!<br />

All <strong>of</strong> this provides great momentum as we<br />

move forward into the New Year. There’s<br />

no limit to what we can accomplish if we<br />

keep our focus on our mission, hold fast<br />

to our principles, and work together as a<br />

formidable team.<br />

Wishing you and your family a joyous<br />

holiday season and wonderful New Year.<br />

Scholarship Program<br />

that will be donated by our Long Term Disability insurance<br />

plan administrators, California Administration Insurance<br />

Services, Inc.<br />

Four scholarships will be given in two categories, three<br />

in category one, and one in category two. Category one<br />

applicants must be high school seniors who are enrolled<br />

or planning to enroll in a full-time course <strong>of</strong> study at an<br />

accredited two or four year college, university, or vocationaltechnical<br />

school. Applicants must also have a 3.0 grade point<br />

average on a 4.0 scale. (Three scholarships will be awarded.)<br />

Category two applicants must be sophomores or juniors in<br />

college enrolled in a full-time course <strong>of</strong> study at an accredited<br />

college, university or vocational-technical school. Applicants<br />

must have maintained a 3.0 grade point average during the<br />

first two years <strong>of</strong> college on a 4.0 scale. (One scholarship will<br />

be awarded). Previous recipients are not eligible.<br />

Applicants must be the child <strong>of</strong> a CLEA member who has<br />

been a member for a minimum <strong>of</strong> one year prior to April 1,<br />

2013, or a retired CLEA member who is currently a member<br />

<strong>of</strong> the NPFBA Long Term Care program.<br />

Scholarship distribution will consist <strong>of</strong> $2,000, four awards<br />

<strong>of</strong> $500 each.<br />

Rusty Burkett and the Retired Members <strong>of</strong> the DSA<br />

are once again collecting donations for <strong>San</strong> <strong>Diego</strong>’s<br />

Homeless Veterans. The list <strong>of</strong> needed supplies<br />

include sweatshirts, sweatpants, undershirts, socks,<br />

men’s and women’s underwear, sleeping bags, jackets,<br />

toothbrushes, toothpaste, soap, and deodorant. All<br />

donations must be new—used clothing and sleeping<br />

We’re Halfway There!<br />

Update on the Union Institute & University classes<br />

In just four months, two deputy sheriffs, a La Mesa police <strong>of</strong>ficer,<br />

a California State Parks ranger, a California State University<br />

Police Officer, a sheriff’s sergeant, three police lieutenants, a<br />

sheriff’s lieutenant, a recently retired police chief, and a current<br />

chief <strong>of</strong> police, will have earned their Bachelor <strong>of</strong> Science in<br />

Criminal Justice Management while attending Union Institute &<br />

University classes at the <strong>Deputy</strong> Sheriffs’ <strong>Association</strong> building in<br />

Poway. These students have been attending classes approximately<br />

every other Thursday night for the past four months. That’s a total<br />

<strong>of</strong> only twenty nights <strong>of</strong> classes to obtain a bachelor’s degree.<br />

Any peace <strong>of</strong>ficer with an associate degree and a POST basic<br />

certificate and some advanced <strong>of</strong>ficer training probably qualifies<br />

for our inexpensive and accelerated program. Those without an<br />

associate degree will find that our certified learning credits will<br />

help them obtain their goal <strong>of</strong> a bachelor’s degree if they cannot<br />

find the time or money to finish their associate degree at a local<br />

community college. Union has identified over 60 law enforcement<br />

classes that transfer to academic credits. We do it better than<br />

anyone. No need to take classes that you don’t need.<br />

Union is an accredited non-pr<strong>of</strong>it university. All we want to do<br />

is provide you an affordable opportunity to obtain your bachelor<br />

degree as soon as practical in a comfortable environment with<br />

knowledgeable instructors. All <strong>of</strong> the students in the current<br />

class got started by asking for a free assessment <strong>of</strong> their academic<br />

and law enforcement experience. They simply submitted a few<br />

documents. Within a few days, they knew their required classes<br />

and cost.<br />

Volunteers and donations<br />

needed for Holiday Basket<br />

program<br />

The Encinitas Sheriff’s Station is again partnering with<br />

the Community Resource Center and <strong>San</strong> <strong>Diego</strong> <strong>County</strong><br />

Fairgrounds for the Holiday Basket Program. During the past<br />

several years, the program has allowed low income families to<br />

enjoy a bountiful holiday. This year, beginning on Friday, Dec.<br />

14 and concluding on Sunday, Dec. 16, bicycles, toys, clothing,<br />

and food will be distributed to over 1,500 families.<br />

Leading up to the event, sheriff’s employees refurbish donated<br />

bicycles, so they are suitable for distribution. Over the course <strong>of</strong><br />

a month, the fairgrounds are transformed by the Community<br />

Resource Center into a magical holiday setting. There will be<br />

music, snacks, and a special room with the main guest <strong>of</strong> honor;<br />

<strong>San</strong>ta Claus.<br />

While children enjoy crafts and movies, parents shop discreetly.<br />

Toys and articles <strong>of</strong> clothing are selected for each person in the<br />

family. There will be an area for baby items, that include diapers,<br />

strollers, and cribs. Each family will receive at least one box <strong>of</strong><br />

assorted canned food, with a larger family receiving up to four<br />

boxes. Families get to pick what they need and want, instead<br />

<strong>of</strong> being handed an impersonal box <strong>of</strong> goods. The final stop is<br />

the checkout, where families are matched with bikes. They also<br />

receive a frozen turkey.<br />

In addition, deliveries are made to homebound seniors, so<br />

they too can enjoy a wonderful holiday. The Senior Volunteer<br />

Patrol helps deliver baskets each year, which include gifts and<br />

household items.<br />

Volunteers are needed to organize drives, help set up, and be<br />

part <strong>of</strong> distribution. Please email HB@crcncc.org or call (760)<br />

230-6305 to volunteer. Overall, more than 1,600 volunteers<br />

and staff will work around the clock to organize food, toys,<br />

outerwear and much more at the Del Mar Fairgrounds site.<br />

Priority items for the Holiday Baskets program currently include<br />

non-perishable food (canned or boxed), blankets, new toys<br />

and teen gifts, and diapers <strong>of</strong> all sizes. The preferred donation<br />

deadline is Dec. 14, but items will be accepted through the last<br />

day <strong>of</strong> distribution.<br />

The City <strong>of</strong> Del Mar and the Del Sol Lions have teamed-up to<br />

collect new and gently used blankets and jackets for the annual<br />

Holiday Basket Program. If you are interested in supporting<br />

this program, please bring unwrapped blankets and jackets<br />

to the Del Mar City Hall Lobby at 1050 Camino Del Mar<br />

during normal business hours. Items will be collected through<br />

Wednesday, December 14, 2012.<br />

How the Grinch Stole Christmas: Back for its 15th<br />

incredible year, “Dr. Seuss’ How the Grinch Stole<br />

Christmas!” is a wonderful, whimsical musical<br />

based upon the classic Dr. Seuss book. Celebrate<br />

the holidays as the Old Globe Theatre is once<br />

again transformed into the snow-covered Whoville,<br />

right down to the last can <strong>of</strong> Who-hash. The play runs<br />

through Dec. 26. The 11 a.m. matinee performances<br />

As part <strong>of</strong> recognizing Veteran’s Day, the <strong>San</strong> <strong>Diego</strong> Sheriff’s<br />

Department dedicated a new plaque at Ridgehaven to honor<br />

department members who serve as reservists.<br />

Sheriff Gore began the ceremony by saying, “It is an honor to recognize<br />

the men and women who choose to not only serve <strong>San</strong> <strong>Diego</strong> <strong>County</strong><br />

as deputies and pr<strong>of</strong>essional staff, but also choose to serve our country<br />

during these difficult times. Today, we are here to celebrate military<br />

reservists and their commitment to their dual demanding duties as<br />

deputy sheriffs and pr<strong>of</strong>essional staff for the sheriff’s department. It<br />

takes a special person to commit endless hours and dedicate themselves<br />

to both duties and find time to balance all their assigned duties and<br />

personal lives.”<br />

The new installation includes two plaques. The first recognizing<br />

the branches <strong>of</strong> the military. A dedication plaque lists department<br />

employees who have served in the military and deployed after 9/11.<br />

Unfortunately, accurate records before 9/11 are not available.<br />

The <strong>San</strong> <strong>Diego</strong> Sheriff’s Department has worked hard over recent years<br />

to ensure that deployed department employees and their families are<br />

supported throughout their time away from the department. From care<br />

packages to regular correspondence, these deputies and pr<strong>of</strong>essional<br />

staff are not forgotten. Gore pointed out during his recognition speech<br />

that, when a member <strong>of</strong> the department receives orders to deploy, they<br />

have better tools to be prepared before deployment and when they<br />

return to their civilian lives. <br />

This plaque has been carefully designed to recognize our military reserves. Our<br />

American Flag is above the seven seals <strong>of</strong> our branches <strong>of</strong> the US armed forces.<br />

Each military branch stands at equal distance and balance from each other.<br />

2012 in Review<br />

While 2012 saw many changes in the command staff<br />

<strong>of</strong> the department, the DSA and its members had<br />

a much quieter year. All three incumbents David<br />

DiCarlo, Dustin Lopez, and Hank Turner were re-elected to<br />

the board and the elected <strong>of</strong>ficers remained the same. Trying to<br />

focus on the members, the board <strong>of</strong> directors worked to bring<br />

about a range <strong>of</strong> events and<br />

opportunities.<br />

Once again, the annual dinner dance broke attendance records<br />

with a lively St. Patrick’s Day event. With so many deputies and<br />

their dates dressed in green, there was definitely a stroke <strong>of</strong> luck<br />

in the air that night. Although high winds loomed outside, the<br />

tent allowed dancers to stay on the floor late into the night.<br />

Being an election year, much<br />

<strong>of</strong> the focus stayed on the<br />

primary and general elections.<br />

As usual, the DSA endorsed<br />

several candidates, who they<br />

believe have the best interest<br />

<strong>of</strong> members in mind. More<br />

importantly, the DSA teamed<br />

up with law enforcement<br />

associations across the state to<br />

fight legislation attacking our<br />

pensions and benefits. Despite<br />

efforts, a pension reform bill<br />

was passed just as the session<br />

ended.<br />

The Annual Dinner Dance celebrating St.<br />

Patrick’s Day breaks attendance records for<br />

returned to the Vista Wave Waterpark for a<br />

family-friendly summer event.<br />

In April, new Store Manager Ken Docken took the helm <strong>of</strong> the<br />

DSA Store. He worked to expand the uniform and gear range. If<br />

you haven’t been to the DSA Store this year, you should stop by<br />

and check out the amazing deals on duty gear.<br />

For the second year, the DSA helped subsidize members’ trips<br />

to the state and national memorials. Bringing a contingency <strong>of</strong><br />

deputies to the memorials allows our nine deputies killed in the<br />

line <strong>of</strong> duty to never be forgotten.<br />

The DSA also expanded its education program with the Union<br />

Institute University and National University, <strong>of</strong>fering classes at<br />

the DSA <strong>of</strong>fices. The DSA hopes that the accessibility <strong>of</strong> these<br />

classes will help more members earn<br />

their degree.<br />

While the DSA prepared for<br />

negotiations next year and the<br />

impact <strong>of</strong> the new pension reform<br />

and worker’s comp legislation, focus<br />

turned towards two <strong>of</strong> our members.<br />

Det. Ali Perez and Sgt. Craig Johnson<br />

were wounded in a gun battle. While<br />

Craig was released from the hospital<br />

quickly, Ali Perez underwent several<br />

surgeries and days in the hospital.<br />

Members <strong>of</strong> our department and the<br />

public banded together to raise funds<br />

for Ali and his family.<br />

The DSA supported several<br />

with recovery. It is this attention and support that allowed him<br />

to progress so quickly. The DSA wishes him well and hopes he<br />

returns to work when he is ready.<br />

The DSA ended the year with the annual Children’s Christmas<br />

Party on December 8. For the second year in a row, donations<br />

from the party will benefit the Deployed <strong>Deputy</strong> Program, which<br />

helps send care packages to reservists currently deployed. <br />

DSA members and their families trick or treat at the DSA as part <strong>of</strong> the<br />

Ride for Ali<br />

On Saturday, November 3, over 300<br />

motorcycles filled the DSA parking lot to<br />

support wounded deputy Ali Perez and<br />

his family. Spearheaded by James Bovet,<br />

with support <strong>of</strong> the DSA, the SD LEO<br />

Wives, and several deputies, the quickly<br />

organized event raised over $14,000.<br />

While Ali was not able to ride, he cheered<br />

on the riders as they made their way<br />

past the hospital. He expressed interest<br />

in making the ride an annual event to<br />

support other injured law enforcement<br />

<strong>of</strong>ficers. While he <strong>of</strong>fered to help with<br />

future events, hopefully his physical<br />

therapy will have progressed enough for<br />

him to ride. <br />

Asperger Syndrome or Asperger’s Disorder is a developmental disorder<br />

considered by many to be a mild, higher-functioning form <strong>of</strong> Autism.<br />

Asperger’s is characterized by difficulties in social interactions,<br />

restricted or highly focused interests which present as almost<br />

fixations with particular topics or objects <strong>of</strong> interest; lack <strong>of</strong> or<br />

restricted empathy; monotonic speech, as well as long-winded,<br />

one-sided conversations with no regard for other’s reactions or<br />

input; poor motor coordination and odd posturing; naivety and<br />

eccentricity. A person with Asperger Syndrome will have difficulty<br />

in reading and conveying nonverbal communication as well as<br />

interpreting social interactions.<br />

Asperger’s is typically diagnosed in childhood. It can be more<br />

challenging to identify than autism, since Asperger’s involves fewer<br />

and less pronounced symptoms. Unlike autism, language development<br />

is generally not delayed in Asperger’s Disorder. Cognitive deficits are<br />

also not as pronounced and most children with Asperger’s fall in the<br />

normal range <strong>of</strong> intelligence, giving a more optimistic prognosis for<br />

quality <strong>of</strong> life. Onset appears to be later than that <strong>of</strong> autism, although<br />

it is unknown if this is a function <strong>of</strong> its less pronounced symptomlogy.<br />

Asperger’s is seen in significantly higher frequency among males, and<br />

research suggests an increased frequency among family members with<br />

the disorder.<br />

Anxiety and frustration contribute to the ability to function in social<br />

settings for children who suffer from Asperger’s Disorder. Studies<br />

conducted under the auspices <strong>of</strong> the National Institute <strong>of</strong> Mental<br />

Health have indicated that relaxation techniques to mitigate the effects<br />

<strong>of</strong> frustration can have a significant impact. Highly structured and<br />

predictable environments have also been shown to help these children<br />

better cope in both school and home settings, as change is not welltolerated.<br />

Children with Asperger’s Disorder may also be prone to depression,<br />

as they are drawn to forming social relationships and friendships but<br />

are <strong>of</strong>ten frustrated in these attempts due to their inappropriate or odd<br />

behaviors being “<strong>of</strong>f-putting” to others. Social isolation <strong>of</strong>ten becomes<br />

the norm for children with Asperger’s Disorder.<br />

Treatment for Asperger’s Disorder typically focuses on training in<br />

social skills and heightening the ability to read social cues when<br />

engaging with others; addressing frustration through behavior<br />

modification and education (cognitive behavioral therapy); individual<br />

psychotherapy to assist with emotional issues related to the diagnosis;<br />

and psychiatric medications which can be utilized to address issues <strong>of</strong><br />

depression, agitation, hyperactivity, irritability, compulsive behaviors,<br />

and anxiety.<br />

While Asperger’s is not “curable,” with appropriate interventions<br />

most persons diagnosed with the disorder can lead relatively normal<br />

Chaplain’s Corner<br />

“And lo, the star, which the magi had seen in the east, went on before them,<br />

until it came and stood over where the Child was. And when they saw<br />

the star, they rejoiced exceedingly with great joy. And they came into the<br />

house and saw the Child with Mary His mother; and they fell down and<br />

worshiped Him; and opening their treasures they presented to Him gifts <strong>of</strong><br />

gold and frankincense and myrrh” (Matthew 2:9-12).<br />

During the Christmas break my family enjoys an annual day at Knott’s<br />

Berry Farm, a gracious gift <strong>of</strong> affordability by Knott’s for law enforcement<br />

and firefighters. One <strong>of</strong> our favorite traditions there is enjoying a short<br />

play at the Bird Cage Theater <strong>of</strong> Dickens’ A Christmas Carol and O.<br />

Henry’s Gift <strong>of</strong> the Magi. Both are excellent. One illustrates the thrilling<br />

change that takes place in the human heart when the charity <strong>of</strong> Christmas<br />

envelopes the spirit:<br />

“Scrooge was better than his word. He did it all, and infinitely more; and<br />

to Tiny Tim, who did not die, he was a second father. He became as good<br />

a friend, as good a master, and as good a man, as the good old city knew,<br />

or any other good old city, town, or borough, in the good old world…<br />

Ever afterwards… it was always said <strong>of</strong> him that he knew how to keep<br />

Christmas well…”<br />

But the other story demonstrates the priceless joy that satisfies our<br />

highest desires when love’s sacrifice is borne for another. I find this<br />

story even more intriguing because although Scrooge’s story resolves<br />

the burden <strong>of</strong> a dark and pitiless soul, O’ Henry’s Jim and Della takes<br />

such love to its highest expression. So deep is their love for each other<br />

that there is nothing held in reserve toward their greater longing for<br />

what each surmises to be the other’s most extravagant yearning; and<br />

they through their near despairing poverty to provide it, find the means<br />

in the very object <strong>of</strong> that yearning (I strive to keep the ending a secret<br />

here, should you decide to enjoy this happy Knott’s tradition as well).<br />

What they succeed in giving each other are objects <strong>of</strong> much sacrifice but<br />

alas <strong>of</strong> scarce practical use, yet thoroughly singular, and <strong>of</strong> perennial<br />

significance.<br />

What were the gifts <strong>of</strong> the magi (a caste <strong>of</strong> scholarly men from the<br />

east specializing in astrology, medicine, natural science and ancient<br />

prophesy)? They had seen a star that, from their vantage point, was<br />

arising out <strong>of</strong> Israel: “A star shall come forth from Jacob (another name<br />

for Israel), and a scepter shall rise out <strong>of</strong> Israel”… (Numbers 24:17).<br />

They came to Jerusalem in search <strong>of</strong> a new born King, to worship Him.<br />

They were sent by King Herod to Bethlehem, where the prophet Micah<br />

centuries prior foretold the Messiah would be born: “And you, Bethlehem,<br />

land <strong>of</strong> Judah, are by no means least among the leaders <strong>of</strong> Judah; for out<br />

<strong>of</strong> you shall come forth a ruler, who will shepherd My people Israel”<br />

(Micah 5:2).<br />

According to the New Testament book <strong>of</strong> Matthew, they found Him<br />

there, in a house, now some months old, probably by representation from<br />

the shepherds who attended to Him the night He was born, astonished<br />

as they were. When the magi saw Him, “they fell down and worshiped<br />

Him; and opening their treasures they presented to Him gifts <strong>of</strong> gold and<br />

frankincense and myrrh” (Matthew 2:11).<br />

Each <strong>of</strong> these gifts had value not only for what they were, as valuable today<br />

as they were then, but for what they signi-ied. Gold was the substance <strong>of</strong><br />

kings, rightly adorning crown and position. Frankincense, an aromatic<br />

tree gum used in incense, was utilized by priests in the temple while<br />

intercession was being made for the people. Myrrh, also resin from tree<br />

sap, was used medicinally in a balm or salve by physicians for healing.<br />

Fall is upon us and the temperatures are quickly<br />

starting to drop throughout the county. It seems,<br />

though, that with the drop in temperatures,<br />

people’s natural ability to make good choices<br />

has dropped as well…<br />

I.B. (Night) Spa?<br />

I remember in the academy, sitting in my seat,<br />

listening to all <strong>of</strong> the seasoned instructors tell<br />

us about how our new careers will provide the<br />

most interesting subject matter for stories later<br />

in life and that we will experience things on<br />

patrol that you just can’t make up. Well, one<br />

<strong>of</strong> those moments came a few weeks ago when<br />

we received the call <strong>of</strong> an “Unknown Trouble.”<br />

Basically, the reporting party (RP) had heard<br />

someone calling for help way out in the distance,<br />

but didn’t know where it was coming from and<br />

couldn’t find the person.<br />

Reserve Lt. Gary Reid, Reserve Dep. Percy<br />

Pedroso, and I were first on scene trying to<br />

find these so-called “calls for help.” As we were<br />

walking up this barren, cold bike path at some<br />

wee-hour in the morning, looking for someone<br />

in distress, we could hear a faint voice trying<br />

to get our attention in the distance. As we got<br />

closer and shined our flashlights on the person,<br />

we quickly discovered a male completely stuck<br />

about chest-deep in a giant mud puddle (saying<br />

“puddle” makes it sound tiny, but you could<br />

literally roll a VW Bug into this thing and it<br />

would probably swallow the whole thing up). I<br />

immediately tried to get close to the guy, but was<br />

quickly deterred after starting to sink into the<br />

mud about 30 feet away from him. It reminded<br />

me <strong>of</strong> quick sand from an Indiana Jones movie,<br />

“Grab the snake!”<br />

Luckily, my beat partner that night, Dep. Steve<br />

Sepulveda, and Sgt. Marilu Marcq were quick<br />

to arrive right after we found him. We tried<br />

hailing for the fire department to respond for<br />

a rescue, but the bike path was so secluded and<br />

narrow, it was not going to happen with a fire<br />

truck. With the quick wit and decisiveness <strong>of</strong><br />

<strong>Deputy</strong> Sepulveda, who thought to grab a rope<br />

from his patrol car, and the help <strong>of</strong> Lieutenant<br />

Reid and <strong>Deputy</strong> Pedroso, we were able to win<br />

the tug-o-war against the mud hole and pull<br />

the guy to safety. Unlike a resort and spa, I’m<br />

sure the phrase “Mud Bath” means something<br />

completely different to him now!<br />

<strong>Deputy</strong> Of The Month<br />

Before shift change, while with Team 3, Dep.<br />

Doug Morse received a call to investigate a 911<br />

hang-up. When he arrived, he encountered a<br />

man standing in his doorway with a large knife<br />

in his hand and two small children with him.<br />

The man told <strong>Deputy</strong> Morse he was feeling<br />

suicidal and eventually barricaded himself<br />

inside his apartment with the children. <strong>Deputy</strong><br />

Morse also heard the male may have had a<br />

loaded shotgun in the residence as well. Against<br />

these difficult odds, <strong>Deputy</strong> Morse showed his<br />

true colors <strong>of</strong> why law enforcement was his<br />

career choice.<br />

<strong>Deputy</strong> Morse kept his composure and patience,<br />

as he talked with the suspect for an extensive<br />

period <strong>of</strong> time. <strong>Deputy</strong> Morse was able to<br />

develop a rapport with the suspect, and while<br />

doing so, was able to sneak one <strong>of</strong> the small<br />

children out the door to safety. <strong>Deputy</strong> Morse<br />

continued to de-escalate the situation with his<br />

calm demeanor enough for the suspect to give<br />

up the second child and eventually surrender<br />

himself without incident. Looks like a future<br />

Crisis Negotiator to me! Great job, Doug!<br />

A Good Time Had By All…<br />

(Except Two)<br />

Who knew driving a truck that wasn’t yours,<br />

with no license plates, and committing several<br />

traffic violations would get the attention <strong>of</strong> the<br />

sheriff’s department? Weird, right?! Well, this<br />

next story is about a guy and girl who thought<br />

they were faster than the law.<br />

Reserve Lt. Lyle Mowery had joined us in IB on<br />

what was expected to be another busy Friday<br />

night. There was another home football game<br />

at Mar Vista HS, and, if anything reminded us<br />

<strong>of</strong> the previous week, it was that ANYTHING<br />

could happen. Late in the evening, Lt. Mowery<br />

spotted a pick-up truck with no plates, driven by<br />

a guy who apparently thought stop signs said,<br />

“Go ahead, it’s no big deal.” Lt. Mowery thought<br />

this particular driver needed an intervention to<br />

remind him <strong>of</strong> basic traffic safety laws. As the LT<br />

was putting out the stop on the radio, I heard a<br />

definite change in tone in his voice. As soon as<br />

the words “failing to yield” came out across the<br />

radio, we knew the chase was on.<br />

The driver took <strong>of</strong>f in an attempt to get away,<br />

but the LT was right on him the whole time.<br />

El Cajon Courts by Cydney King and the gang<br />

Ali and Family, first and foremost, you are loved;<br />

we know you are in good hands. We’re still here<br />

if you need anything. So glad you are back at<br />

home. There are so many great stories <strong>of</strong> how<br />

the communities have stepped up to support<br />

your family.<br />

As a matter <strong>of</strong> fact, while I was obtaining a<br />

raffle gift from Oggi’s for the motorcycle run,<br />

a gentleman sitting next to me purchased a gift<br />

card for to me to use as well. He overheard my<br />

conversation and wanted to help support you as<br />

well. When I went to buy my Rubio’s lunch in<br />

El Cajon, the line that formed was outstanding.<br />

Everyone was patient and kind to one another,<br />

knowing that the reason they were there was to<br />

help a “family member.”<br />

I have a correction to make from our September<br />

station report. Evidently, we got carried away<br />

with excitement and pride <strong>of</strong> Ashley Stewart’s<br />

graduation. It was in fact the Naval Basic<br />

Training that she completed. No disrespect<br />

intended to those Academy graduates. We’re<br />

still heck-a proud <strong>of</strong> you Ashley!<br />

Speaking <strong>of</strong> people in the Navy, one <strong>of</strong> our own<br />

went up to the Veterean’s Day celebration at<br />

Ridgehaven for all our SDSD members who also<br />

serve our country in another uniform. Ernest<br />

Jones looked pretty spiffy in his “other uniform”<br />

as a matter <strong>of</strong> fact.<br />

will be expecting a new<br />

member. <strong>Deputy</strong> Jimmy Pember and his wife<br />

are expecting a little boy bundle in March <strong>of</strong><br />

2013. Congratulations on your little addition.<br />

Sounds like we’re working on another baseball<br />

team—Chi, heard you can coach.<br />

Val Finch was in town for a spell. You look<br />

wonderful dahling. It is so special to stay in<br />

touch with work family—hint, hint Chris,<br />

Sherry, and Teresa.<br />

We shared a big special day with Kim Van Abel.<br />

She has now reached the magic “retire anytime<br />

I want to” age. Your looks are not a day over<br />

40 girl! I believe a certain elf is next on the list.<br />

Let’s just say we’ve doing our fair share to keep<br />

Tiffany busy. Finally, Mark you really are a class<br />

act with a heart <strong>of</strong> gold that is all Kim’s. Thank<br />

you from all <strong>of</strong> us!<br />

We have had some additions to our roster out<br />

here as well. Rae Costa has made herself very<br />

comfortable here in The Zone. I don’t think I<br />

ever really welcomed Sgt. Russ Shimmin to the<br />

El Cajon field <strong>of</strong>fice; sharing his time with other<br />

CSB field <strong>of</strong>fices. Sergeant Bill Giltner has joined<br />

Ernest Jones shows <strong>of</strong>f his “other uniform” during a ceremony honoring<br />

reservists at Ridgehaven.<br />

us in the S-2 <strong>of</strong>fice, which sometimes tends to<br />

be a hot seat, as some <strong>of</strong> the sergeants haven’t<br />

stayed long enough to let the moss grow under<br />

their feet. Guess who’s back in the CSB: Lt. Brian<br />

Conway, who is also sharing his supervisory<br />

skills with other CSB <strong>of</strong>fices. Glad to have you<br />

all.<br />

Last but definitely not least, I want to mention<br />

the efforts <strong>of</strong> all who participated in the<br />

Movember campaign. Here in El Cajon we had<br />

two teams going: one from Jim McFarland’s<br />

Cross Fit Gym (Cross Fit Pride) and one<br />

established by Tony Dillard (El Cajones.) As<br />

the teams grew their mustaches and fundraised<br />

through November, a recap (with photos) will<br />

be in next month’s issue.<br />

Thank you to everyone in El Cajon who donated<br />

towards our plaque at the Fallen <strong>Deputy</strong><br />

Memorial at Ridgehaven. Thank you also to the<br />

Honorary <strong>Deputy</strong> Sheriff’s <strong>Association</strong> who<br />

have worked hard to get the funding for this<br />

memorial.<br />

It is that time <strong>of</strong> year to give thanks and be<br />

giving. We hope you all have a wonderful time<br />

creating sweet memories with your loved ones.<br />
