2.2.3.6 Urban Service Area
HCC Ybor City Campus is located within the Urban Service Area, which was established in 1993 by
the Hillsborough Board of County Commissioners. This boundary is designed to direct capital
spending by local government, and to encourage a higher-density land use pattern that will allow
for the more efficient and affordable provision of public services (utilities, transit, schools etc.).
The entire City of Tampa is located within the Urban Service Area.
2.2.3.7 Environmental
HCC Facilities Staff did not identify any environmental concerns on the Ybor City Campus.
2.2.3.8 Lease Agreements
The School District of Hillsborough County (SDHC) currently has a lease agreement on the parcels
in the northwest corner of the HCC Ybor City Campus. The parcels affected by the agreement are
those immediately to the west of the Student Services Building and include the surface parking lot
and building at the Velasco Center. The lease agreements are for ninety-nine (99) years, and were
last renewed in the year 1990.
2.2.3.9 Florida Statute Requirements
Florida Statutes 1013.31 requires that an Educational Plant Survey be completed at least every five
years in order to help in formulating plans for housing of future educational programs. The only
means by which PECO funding can be received by a community college is if the money requested
correlates to a project outlined in the Educational Plant Survey recommendations.
2.3 Campus Organization and Character
2.3.1 Campus Plan
The Ybor City Campus encompasses approximately 15.06 acres in the Ybor City area, including the
land currently leased to the School District of Hillsborough County. The campus contains nine (9)
buildings totaling approximately 398,442 gross square feet. When it was established, over forty
acres of land were transferred over to HCC for the campus. However, during the subsequent
years of slow growth much of that land was leased or sold, leaving the current campus constrained
for geographic expansion.
2.3.2 Existing Buildings
The nine (9) buildings that currently make up the Ybor City Campus are as follows:
