EXECUTIVE SUMMARY
Airport, or aircraft flight characteristics that might affect existing and future noise levels
and, therefore, would not cause noise impacts.
Compatible Land Use
The FAA Desk Reference states that, “If the noise analysis described in Chapter 17 of this
Desk Reference concludes that there is no significant noise impact, a similar conclusion
usually may be made about compatible land uses.” As noted earlier, the alternatives under
consideration would not differ with respect to noise impacts; this supports the conclusion
that the Proposed Action would not cause compatible land use impacts.
Light Emissions and Visual Impacts
Neither the Proposed Action nor the No Action Alternative would create an annoyance to
local communities near construction activities or operations. The proposed project would be
located in the Airport’s terminal complex, which is completely within Airport property and
surrounded by existing Airport development that includes a wide variety of aeronauticalrelated
light sources. Operation of the Proposed Action would be similar to existing
operations with respect to roadway lighting, parking garage lighting, and terminal facility
lighting.
U.S. Department of Transportation Section 4(f) Resources
Neither the Proposed Action nor the No Action Alternative would directly or indirectly
affect land subject to U.S. Department of Transportation Section 4(f). The proposed project is
completely within Airport property, which does not contain the resources listed under
Section 4(f). The closest Section 4(f) resource to the project area is Wingpointe Golf Course,
which is located south of the project area at the entrance to the Airport from Interstate 80.
Wingpointe Golf Course is owned by the Airport. No further analysis or mitigation is
planned.
Social Impacts
Neither the Proposed Action nor the No Action Alternative would pose health or safety
risks to children, affect homes or off-Airport businesses, divide or disrupt communities, or
change local surface transportation patterns. The proposed project would remain on Airport
property, mostly on previously developed land. The proposed TRP would occupy
essentially the same area as the existing terminal complex.
The Proposed Action could cause short-term impacts to Airport retail and concessions by
necessitating temporary relocations and shifting of retail/concession locations during
construction activities. In the longer term, the increased terminal and concourse space
would provide an opportunity for more retail and concession space that could generate
additional economic activity. No further analysis or mitigation is planned.
Environmental Justice
Neither the Proposed Action nor the No Action Alternative would affect minority or lowincome
populations. The project would be located completely within Airport property and
would not disrupt local communities or any population in the Salt Lake City area. As noted
previously, the Proposed Action would not alter the number, types, or flight paths of
