Insurance Rema<strong>in</strong>s a Hurdle for <strong>Driverless</strong> Car Technology<br />
<strong>Driverless</strong> cars pose a host of technological and even<br />
social acceptance challenges, but there’s another issue<br />
that must be resolved before they truly take to<br />
the roads — <strong>in</strong>surance.<br />
“There is a new era of mobility. ... You’re see<strong>in</strong>g new drive<br />
tra<strong>in</strong>s, new metals, new glass, autonomous functions,<br />
shared transportation, at a hockey-stick growth rate, and<br />
one of the only places where all of those trends come<br />
together <strong>in</strong> a way that affects the consumer pocketbook<br />
immediately is <strong>in</strong>surance,” says Guy Fraker, a technology<br />
consultant and former Innovation Director from with<strong>in</strong><br />
the <strong>in</strong>surance <strong>in</strong>dustry. Fraker has studied the issue of<br />
<strong>in</strong>surance and driverless technology s<strong>in</strong>ce 2007.<br />
One problem for the <strong>in</strong>dustry <strong>in</strong> general is that it is<br />
regulated by 51 separate state commissioner offices, so<br />
sett<strong>in</strong>g <strong>in</strong>surance rates means gett<strong>in</strong>g approval 51 times,<br />
with some of those processes tak<strong>in</strong>g years.<br />
“If they [<strong>in</strong>surance companies] file a rate wrong, it can<br />
take years to get a corrective fil<strong>in</strong>g approved, even if it’s<br />
a discount, and may require tens of millions of dollars <strong>in</strong><br />
programm<strong>in</strong>g hours,” Fraker tells Mission Critical.<br />
“You have 51 <strong>in</strong>dependent, uncoord<strong>in</strong>ated state <strong>in</strong>surance<br />
commissioners. They are typically not a regulatory<br />
body sought out <strong>in</strong> advance of broad-scale vehicle deployment<br />
as their role is to react to rate fil<strong>in</strong>gs from <strong>in</strong>surers<br />
who have taken those factors <strong>in</strong>to account. If an<br />
auto manufacturer is go<strong>in</strong>g to come out with someth<strong>in</strong>g<br />
dramatic, they will go to the DMV, but not necessarily<br />
the department of <strong>in</strong>surance. However, now that a<br />
‘driver’ may be an artificial <strong>in</strong>telligent operat<strong>in</strong>g system,<br />
the time will come for this to change.”<br />
Another big question fac<strong>in</strong>g both auto manufacturers<br />
and <strong>in</strong>surers centers on the cost of repair. For <strong>in</strong>stance,<br />
a new design might feature radar sensors <strong>in</strong>stalled low<br />
