Recreation, Parks & Culture Facilities Chapter 3: Recreation, Parks & Culture Facilities 3.1 Methodology The Recreation, Parks & Culture Master Plan has utilized a complex methodology to evaluate the need for facilities and services to be offered by the Town. Supply and demand calculations are rooted in local demographics, prominent leisure trends, consultations with the community, municipal service delivery mechanisms and application of service‐level targets. The chart below illustrates some of the key inputs and outputs used to evaluate facility and parkland needs (although there are other considerations such as alignment with corporate objectives, potential partnership opportunities, etc. which are used in the needs assessments as well as what is identified below). Recreation, Parks & Culture Facilities Needs are assessed using methodologies involving market‐driven and population‐based (per‐capita) targets. Program statistics have utilized data from the 2006 Municipal Performance Measures Program. Market‐driven targets (e.g., 1 soccer field per “x” active soccer participants) are used to provide an accurate indication of demand for facilities that are largely registration‐based. Per capita targets (e.g., 1 indoor pool per “x” residents) are not always able to account for socio‐economic or cultural differences among diverse communities, but can be useful for Town‐wide facilities and when comparing levels of service with other municipalities. • Historical increases in growth; • Evidence of latent demand (e.g. waiting lists); • Usage patterns and capacity available at existing venues; • Appropriate and equitable geo‐spatial distribution (i.e. where facilities should go); • Capacity of the Town to fund, operate and maintain. Table 1 and Table 2 provide a summary of all provision targets established for appropriate facility types. Inventory data considers only municipal assets located on parkland owned by the Town of Ajax, and is considered to be accurate as of January 15, 2008. Reference has been made to certain school facilities, where appropriate. Action Plan: The Town should utilize targets in conjunction with other important factors, including trends, spatial and usage data, degree of “pent‐up” demand, and population growth in respective age groups to make informed decisions pertaining to facility‐based demand and before finalizing capital investment. Targets should not necessarily be considered as steadfast standards, rather they represent a point where the Town needs to consider the justification and priority of additional investment in specific facilities, based upon whether or not the facility in question is optimally used and if latent/growth‐related demand is present, etc. For example, after achieving a target the Town should consider including (but not limiting itself to) the following criteria prior to confirming the need for new facilities: MONTEITH BROWN PLANNING CONSULTANTS in association with Tucker‐Reid & Associates & The JF Group April 2008 Page 18
