1.1 What this document sets out to do
1.1.1 Planning Policy Wales (PPW) sets out the land use planning policies of the Welsh Assembly
Government (the Assembly Government). It is supplemented by a series of Technical Advice Notes
(TANs, listed in the Annex). Procedural advice is given in circulars and policy clarification letters.
1.1.2 Reference documents (listed at the end of each chapter) provide information that should be
read in conjunction with this document.
1.1.3 The Wales Spatial Plan People, Places, Futures sets a strategic framework to guide future
development and policy interventions. It integrates the spatial aspects of national strategies for social
inclusion and economic development, health, transport and environment, translating the Assembly
Government’s sustainable development duty into practice.
1.1.4 PPW, the TANS, circulars and policy clarification letters comprise national planning
policy. National planning policy and the Wales Spatial Plan should be taken into account in the
preparation of development plans. They may be material to decisions on individual planning
applications and will be taken into account by the Welsh Ministers and Planning Inspectors in the
determination of called-in planning applications and appeals 1 .
1.1.5 Every local planning authority in Wales must prepare a Local Development Plan (LDP) for its
area. The LDP will be the development plan for each county or county borough council and each
National Park, superseding the Unitary Development Plan (UDP) or any other existing development
plan. Detailed advice on the preparation of LDPs is contained in Chapter 2 and in Local
Development Plans Wales, 2005, Planning your community: A guide to Local Development Plans,
2006 and the Local Development Plan Manual, 2006.
1.1.6 Because of the differences between mineral working and other forms of development the
Assembly Government’s land use planning policies for minerals development are contained in a
separate document Minerals Planning Policy Wales 2 . This sets out policy in relation to short and long
term future use and the safeguarding of mineral deposits 3 .
1.1.7 PPW will continue to be monitored and reviewed in relation to the Assembly Government’s
objectives for Wales. Draft changes or additions to policy will be notified by Draft Ministerial Interim
Planning Policy Statement (MIPPS) and will be incorporated into PPW when finalised. Such draft
MIPPS will be available on the Assembly Government’s website at www.wales.gov.uk.
1.1.8 The Index of Planning Policy for Wales provides a guide to extant published planning
documents. All are available on the Assembly Government’s website at www.wales.gov.uk.
1.1.9 This document consolidates and replaces Planning Policy Wales, 2002 and Ministerial
Interim Planning Policy Statements (MIPPS) issued between 2002 and 2009, all of which are hereby
cancelled. References in other Assembly Government documents to Planning Policy Wales and MIPPS
should be construed accordingly.
