1.1 What this document sets out to do<br />

1.1.1 <strong>Planning</strong> <strong>Policy</strong> <strong>Wales</strong> (PPW) sets out the land use planning policies of the Welsh Assembly<br />

Government (the Assembly Government). It is supplemented by a series of Technical Advice Notes<br />

(TANs, listed in the Annex). Procedural advice is given in circulars and policy clarification letters.<br />

1.1.2 Reference documents (listed at the end of each chapter) provide information that should be<br />

read in conjunction with this document.<br />

1.1.3 The <strong>Wales</strong> Spatial Plan People, Places, Futures sets a strategic framework to guide future<br />

development and policy interventions. It integrates the spatial aspects of national strategies for social<br />

inclusion and economic development, health, transport and environment, translating the Assembly<br />

Government’s sustainable development duty into practice.<br />

1.1.4 PPW, the TANS, circulars and policy clarification letters comprise national planning<br />

policy. <strong>National</strong> planning policy and the <strong>Wales</strong> Spatial Plan should be taken into account in the<br />

preparation of development plans. They may be material to decisions on individual planning<br />

applications and will be taken into account by the Welsh Ministers and <strong>Planning</strong> Inspectors in the<br />

determination of called-in planning applications and appeals 1 .<br />

1.1.5 Every local planning authority in <strong>Wales</strong> must prepare a Local Development Plan (LDP) for its<br />

area. The LDP will be the development plan for each county or county borough council and each<br />

<strong>National</strong> <strong>Park</strong>, superseding the Unitary Development Plan (UDP) or any other existing development<br />

plan. Detailed advice on the preparation of LDPs is contained in Chapter 2 and in Local<br />

Development Plans <strong>Wales</strong>, 2005, <strong>Planning</strong> your community: A guide to Local Development Plans,<br />

2006 and the Local Development Plan Manual, 2006.<br />

1.1.6 Because of the differences between mineral working and other forms of development the<br />

Assembly Government’s land use planning policies for minerals development are contained in a<br />

separate document Minerals <strong>Planning</strong> <strong>Policy</strong> <strong>Wales</strong> 2 . This sets out policy in relation to short and long<br />

term future use and the safeguarding of mineral deposits 3 .<br />

1.1.7 PPW will continue to be monitored and reviewed in relation to the Assembly Government’s<br />

objectives for <strong>Wales</strong>. Draft changes or additions to policy will be notified by Draft Ministerial Interim<br />

<strong>Planning</strong> <strong>Policy</strong> Statement (MIPPS) and will be incorporated into PPW when finalised. Such draft<br />

MIPPS will be available on the Assembly Government’s website at www.wales.gov.uk.<br />

1.1.8 The Index of <strong>Planning</strong> <strong>Policy</strong> for <strong>Wales</strong> provides a guide to extant published planning<br />

documents. All are available on the Assembly Government’s website at www.wales.gov.uk.<br />

1.1.9 This document consolidates and replaces <strong>Planning</strong> <strong>Policy</strong> <strong>Wales</strong>, 2002 and Ministerial<br />

Interim <strong>Planning</strong> <strong>Policy</strong> Statements (MIPPS) issued between 2002 and 2009, all of which are hereby<br />

cancelled. References in other Assembly Government documents to <strong>Planning</strong> <strong>Policy</strong> <strong>Wales</strong> and MIPPS<br />

should be construed accordingly.<br />
