should use common evidence and the content of the TA should aim to complement, not duplicate,<br />

the Statement. It is expected that TAs will also provide the basis for negotiation on scheme details,<br />

including the level of parking, and measures to improve public transport access, walking and<br />

cycling. They also provide an important basis for the preparation of Travel Plans 19 .<br />

8.7.3 It is also expected that the proposed access to a development will reflect the likely travel<br />

patterns involved. It should ensure that people can reach the development, as far as practicable, by<br />

walking, cycling and public transport, as well as by car. Large-scale development proposals may<br />

merit special traffic measures or road works to cater for them in the existing network. They may<br />

also require other works within the overall transport network, for example new rail infrastructure.<br />

Where transport improvements will be needed to enable the proposal to go ahead, these should<br />

normally be provided first.<br />

8.7.4 Direct access to a motorway or motorway slip road would not be acceptable other than to<br />

a motorway service area approved by the Welsh Ministers. Direct access from new development<br />

on to a primary road should be avoided where possible. Where feasible, access should be on to a<br />

secondary road. At any location, traffic flow and safety can be assisted by good junction design.<br />

The number of accesses permitted will depend upon the type and nature of the road. Similarly, the<br />

type of access provided should reflect the type of road and the volume and character of traffic likely<br />

to use the access and the road 20 .<br />

8.7.5 Where necessary, planning conditions may legitimately be imposed on the grant of planning<br />

permission to secure on-site transport measures and facilities as part of the proposed development.<br />

<strong>Planning</strong> obligations may also be used in appropriate circumstances to secure off-site improvements<br />

in public transport, walking and cycling, where such measures would be likely to influence travel<br />

patterns to the site involved.<br />
