1.4.9 Substantial financial support for international cooperation on topics relevant for planning<br />

policy set out in PPW is available under the Territorial Co-operation Objective of Structural Funds for<br />

the period 2007-2013 15 . The programmes established to deliver this objective are the cross-border,<br />

transnational and interregional co-operation strands of INTERREG IV; the URBACT II exchange of<br />

experience programme for urban areas; and ESPON II, which supports joint research relevant for<br />

the spatial planning evidence base. All of these programmes are open to applicants from <strong>Wales</strong>.<br />

1.4.10 Mainstream EU structural and environmental funds for the period 2000-2006 supported<br />

significant social and economic progress in <strong>Wales</strong>. For 2007-2013 funding is available from the<br />

Convergence programme for West <strong>Wales</strong> and the Valleys to aid the transformation to a more<br />

competitive and sustainable regional economy. The remainder of <strong>Wales</strong> is eligible for funding from<br />

the East <strong>Wales</strong> Regional Competitiveness and Employment programme. The planning system should<br />

support the effective implementation of the Structural Fund programmes by ensuring that suitable<br />

sites are brought forward and applications for planning permission determined expeditiously.<br />

1.4.11 The Rural Development Plan for <strong>Wales</strong> 2007-13 sets out Welsh Ministers’ priorities for<br />

sustainable rural development and the types of support that will be available from EU funds and<br />

other sources.<br />
