1.4.9 Substantial financial support for international cooperation on topics relevant for planning policy set out in PPW is available under the Territorial Co-operation Objective of Structural Funds for the period 2007-2013 15 . The programmes established to deliver this objective are the cross-border, transnational and interregional co-operation strands of INTERREG IV; the URBACT II exchange of experience programme for urban areas; and ESPON II, which supports joint research relevant for the spatial planning evidence base. All of these programmes are open to applicants from Wales. 1.4.10 Mainstream EU structural and environmental funds for the period 2000-2006 supported significant social and economic progress in Wales. For 2007-2013 funding is available from the Convergence programme for West Wales and the Valleys to aid the transformation to a more competitive and sustainable regional economy. The remainder of Wales is eligible for funding from the East Wales Regional Competitiveness and Employment programme. The planning system should support the effective implementation of the Structural Fund programmes by ensuring that suitable sites are brought forward and applications for planning permission determined expeditiously. 1.4.11 The Rural Development Plan for Wales 2007-13 sets out Welsh Ministers’ priorities for sustainable rural development and the types of support that will be available from EU funds and other sources.
