SPECIFICATION FOR EMPANELMENT OF VENDORS FOR 3D-MODELING<br />

BHARAT HEAVY ELECTRICALS LTD is the largest engineering and manufacturing enterprise in<br />

India in energy related infrastructure sector today. <strong>BHEL</strong> was established 57 years ago when its first<br />

plant was set up in <strong>Bhopal</strong>. <strong>BHEL</strong> has 15 manufacturing divisions, 4 power sector regional centers, 8<br />

service centers, 18 regional offices and a large number of Project Sites spread over India and<br />

abroad. Its products span areas like Power Generation, Transmission & Distribution,<br />

Transportation, Oil & Gas and Renewable Energy sectors.<br />

The company has planned to undertake a major initiative in automating its Design & Engineering<br />

functions and also changeover from 2-D to 3-D platform and integrate its design & drawing<br />

practices from Concept to Manufacturing.<br />

There are nearly 60 product groups identified for design automation projects. These projects will<br />

be taken up in a phased manner by the respective units. A significant step in the direction of<br />

achieving above objective is moving all the products to 3D platform, which <strong>BHEL</strong> plans to<br />

accomplish to a larger extent within one year, through outsourcing the 3D modeling activities..<br />

The no. of 3D models may exceed Fifty thousand numbers with varying degrees of complexities<br />

from simple operations like Extrusion & Revolution to complex operations like Advanced Free form<br />

Surfacing ,Variable Section Sweep, Advanced Filleting, Advanced Rounds etc.<br />

The total estimated value of work to be outsourced is Rs.50<br />

Crores (approx.) comprising of varying<br />

complexities of products across organization, in a time frame of 2 years.<br />

In order to achieve this objective, <strong>BHEL</strong> plans to empanel 3D CAD development vendors engaged<br />

in the areas of Engineering services, for the broad scope of work mentioned below, subject to their<br />

fulfilling requirements listed, thereafter:<br />

1. SCOPE OF WORK<br />

Vendor to note broad scope of work, which this empanelment is intended for, mentioned<br />

under Annexure-III. Vendor to convey acceptance to all the major terms & conditions<br />

listed under Annexure-III, which would form part of tender for 3D modeling work. Vendor<br />

to clearly bring out in their proposal, the non-conformance to any clause listed, therein.<br />

<strong>BHEL</strong> reserves the right to reject the proposal in case of non-conformance/partial<br />

conformance/conditional conformance to any of the clauses stated under Annexure-III. If<br />

non-acceptance to any clause is not clearly brought out by vendor, it will be deemed that<br />

all clauses listed under Annexure-III, are acceptable to vendor.<br />

2. NATURE OF ORGANISATION<br />

The Vendor should either be a fully operational (i) Engineering Services Organization, or<br />

(ii) Engineering Services Division of a Software Organization, or<br />

(iii) An Engineering Services Division of a Manufacturing Organization using CAD tools,<br />

fully devoted to such services outside their own organization, or<br />

(iv) 3D modeling software OEMs/Principals (or their wholly owned subsidiaries/authorized<br />

partners in India).<br />

Vendor should not be a direct or indirect partner/subsidiary/affiliates /affiliates of any nature, to<br />

<strong>BHEL</strong>’s competitors or have direct or indirect business interest in <strong>BHEL</strong>’s product profile.<br />
