Introduction The intent of this manual is to aid in the assessment of wetlands and other surface waters, as well as upland mitigation areas, with regards to the use of Chapter 62-345, Florida Administrative Code, Uniform Mitigation Assessment Method (UMAM). This manual cannot address every question that may arise in the use of the rule, and thus it is not designed as a substitute. This training manual provides examples and a standardized procedure for assessing the functions provided by wetlands and other surface waters, the amount that those functions are reduced by a proposed impact, and the amount of mitigation required to offset those losses. This manual does not address questions regarding the appropriateness of the type of mitigation proposed, nor whether the impact or mitigation activities meet other criteria for issuance of a permit. For those questions, please refer to the Environmental Resource Permit or Wetland Resource Permit guidelines. This manual is to be used in conjunction with, and does not take place of, the rule.
