CONCLUSIONS
• Housing problems cannot be dealt with simply by providing
demand side subsidies to lower income households
• New models of supply and management which involve greater
partnership between public and private sectors and more
involvement by households are a prerequisite to successful
investment in housing – as are new more flexible forms of
tenure
• Housing cannot be seen as separate from broader issues of
sustainability and economic viability in cities or indeed as
separate from problems of worsening distribution of income
and growing problems of social cohesion
