Theme 3: Science, Technology and Innovation Policy and Evaluation
(lead Kieron Flanagan)
Manchester has been a leading centre for teaching and research on science, technology
and innovation policy for more than forty years. In a world increasingly characterised by
complex patterns of ‘multi-level governance’ our work in this area today is focused not only
on the national but also on the international and sub-national dimensions of science,
technology and innovation policy.
We remain a member of each of the key networks for both fundamental and strategic
research and innovation policy studies in Europe. For fundamental research we are founder
members of the European Forum for Studies into Policies for Research and Innovation (Eu-
SPRI, the successor to the PRIME Network of Excellence funded under FP6). We also remain
leading members of the Inno-Policy Trendchart network of DG Enterprise and the
ERAWatch network of DG RTD, which provide monitoring and analysis on research and
innovation policy trends across and beyond Europe. Finally, we remain a leading member
of the European Techno-economic Policy Support Network, a long-standing partnership
which collectively provides studies to a number of European institutions.
Our work in the area of science and technology policy concentrates not only on policy for
the production of knowledge but more broadly on exploring the governance and dynamics
of the various elements of the system of institutions and actors producing, disseminating
and using knowledge and innovations. Much of our work revolves around monitoring and
exploring trends in knowledge dynamics and broader trends in governance which may
shape science, technology and innovation policies, instruments and institutions. A stream
of work explores the uses and limitations of indicators and performance measurement
systems in the broad area of science, technology and innovation, and other work is focused
on developing new indicators and approaches towards measuring or characterising policyrelevant
phenomena and dynamics.
A defining feature of the Institute is that we work on innovation policy in the broadest
possible sense, mapping out a new agenda for innovation policy studies into the 21 st
century. In this regard, we are working closely with the ESRC/TSB/NESTA funded national
Innovation Research Centre (IRC) through a major £600,000 project to explore the impact
on innovation in firms and their supply chains of procurement by government departments
and public bodies. A parallel and closely-connected project exploring the sustainability
impacts of procurement is funded under the Sustainable Consumption Institute’s ‘flagship
projects’ initiative.
Manchester is also a leader in the development of ‘strategic intelligence’ useful to policymakers.
For over twenty years we have been well-known for work on the evaluation of
science, technology and innovation policies, programmes and institutions. Today most of
